1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on the 1 September 2020, made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The Council, on 5th March 2020, gave notice of their intention to make an Order which would impose waiting restrictions in various roads. The Council have decided to defer the decision on the imposition of certain waiting restrictions previously published and proceed for the time being with a "Waiting and Loading" Order in part, imposing the waiting restrictions specified in this Notice.
3. The general effect of the "Waiting and Loading" Orders will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 and the Merton (Waiting and Loading Restriction) (CPZ W4) (No. 2) Order 2005 so that-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of roads described in:-
(i) Schedule 1 to this Notice;
(ii) in any length of Walsingham Road, CR4, not described in Schedule 2 to this Notice; and
(iii) in any length of Elm Gardens, CR4, not described in Schedule 3 to this Notice;
(b) the waiting restrictions in
(i) Tandem Way, Colliers Wood; and
(ii) Prince George's Road, Colliers Wood;
will be updated to match the existing road layouts;
(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle, will be prohibited at all times in all the lengths of Prince George's Road where double yellow lines are currently marked out.
4. The general effect of the Disabled Persons Order will be to revoke redundant disabled persons parking places in Rodney Road.
5. A copy of the Orders, which will come into force on 4 September 2020, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE 1
ARAGON ROAD, SM4;
I. the westernmost north-west to south-east arm
(a) the north-east side,
(i) from a point 0.7 metres south-east of the common boundary of Nos. 146 and 148 Aragon Road, south-eastward to the common boundary of Nos. 144 and 146 Aragon Road;
(ii) from the common boundary of Nos. 102 and 104 Aragon Road south-eastward to its junction with Aragon Road, the south-west to north-east arm;
(b) the south-west side,
(i) from the common boundary of Nos. 275 and 277 north-westward for a distance of 13.3 metres.
(ii) from a point opposite the common boundary of Nos. 146 and 148 Aragon Road south-eastward to the common boundary of Nos. 163 and 165 Aragon Road.
II. the south-west to north-east arm,
(a) the north-west side,

(a) the north-west side, from the south-western kerb-line of Aragon Road south-westward for a distance of 12.4 metres;
(b) the south-east side, from the south-western kerb-line of Aragon Road, south-westward for a distance of 11.3 metres.
GLADSTONE ROAD, WIMBLEDON; the south-west side, between the common boundary of Nos. 17 and 19 Gladstone Road south-eastward to a point 1 metre north-west of the common boundary Nos. 25 and 27 Gladstone Road.
LEOMINSTER ROAD, SM4, the north side, from a point 15.4 metres east of the south-eastern kerb-line of Lessness Road westward to a point 12 metres west of the north-western kerb-line of Lessness Road. LESSNESS ROAD, SM4; both sides.
LILLESHALL ROAD, SM4; the west side, from a point 10 metres north of the northern kerb-line of Lessness Road southward to a point 10 metres south of the southern kerb-line of Lessness Road.
MARINA AVENUE, the north-east to south-west arm, from its south-westernmost extremity north-eastward to the common boundary of Nos. 105 and 107 Marina Avenue.
SCHEDULE 2
Lengths of road to which waiting restrictions do not apply
1. WALSINGHAM ROAD, the north-east side, from a point 7 metres southeast of the south-eastern kerb-line of Caesar's Walk, south-eastward for a distance of 5 metres;
2. WALSINGHAM ROAD, the north-east side, from a point 1 metre southeast of the common boundary of No. 37 Caesar's Walk and No.1 Walsingham Road north-eastward for a distance of 14.6 metres.
SCHEDULE 3
Lengths of road to which waiting restrictions do not apply
1. ELM GARDENS, the north-east side, from a point 3.1 metres north-west of the eastern boundary of No. 37 Elms Gardens north-westward for a distance of 11 metres.
2. ELM GARDENS, the south-west side, from a point 9.3 metres south-east of the south-eastern kerb-line of Sherwood Park Road south-eastward for a distance of 5.5 metres.
3. ELM GARDENS, the south-west side, from a point 16.8 metres south-east of the south-eastern kerb-line of Sherwood Park Road south-eastward for a distance of 10.5 metres.
4. ELM GARDENS, the south-west side, from a point 0.7 metre south-east of the common boundary of Nos. 28 and 30 Elm Gardens south-eastward for a distance of 10 metres.
5. ELM GARDENS, the south-west side, from a point 2.1 metres east of the rear west boundary of No. 113 Chestnut Grove eastward for a distance of 14.6 metres.

GREATER LONDON COUNCIL (GENERAL POWERS) ACT 1974
EXEMPTION TO FOOTWAY PARKING PROHIBITION
ELM GARDENS AND WALSINGHAM ROAD
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with one or more of its wheels resting on the footway, and wholly within the areas delineated by white lines along the road identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.
The resolution shall take effect from 4th October 2020. Dated 1 September 2020.

Elm Gardens Walsingham Road
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate level crossing barrier maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians will be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order will come into operation at 11 pm on Wednesday 16th September 2020 and remain in force until 7am on 17th September 2020 inclusive.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BRIDGES ROAD MEWS, WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate a new water main installation and associated works in Bridges Road Mews, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter into or proceed in Bridges Road Mews, between its westernmost extremity and its junction with Bridges Road; or
(b) wait, including for the purpose of loading or unloading any vehicle, in Bridges Road Mews.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order will apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
5. As Bridges Road Mews is a cul-de-sac, no diversion route is applicable.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into force on Monday 14 September 2020 and it is anticipated that works will be carried out over 3 months. However, the Order will remain in force for 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
HIGH PATH, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works adjacent to High Path, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in High Path, SW19.
2. During the works, no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in High Path, the west to east arm, both sides, between its junction with Pincott Road and its junction with High Path, the north to south arm leading to Merantun Way;
(b) enter or proceed on the southern footway of High Path, the west to east arm, between its junction with Pincott Road and its junction with High Path, the north to south arm leading to Merantun Way.
3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works adjacent to High Path.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed using the footway opposite.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Sunday 13th September 2020 and remain in force until 12th March 2021 or until the works are completed, whichever is the earlier.
