LONDON BOROUGH OF MERTON
The Merton (Pedestrian and Cycle Zone) (High Street. Wimbledon) Experimental Traffic Order 2020
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 19 August 2020, made the above-mentioned Order under sections 9,10 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The Order shall come into force on 27 August 2020 and shall continue in operation for a maximum period of 18 months.
3. The general effect of the Order will be to create a pedestrian and cycle zone in High Street, Wimbledon the south-west to north-east arm, between its junction with Lingfield Road and its junction with the main arm of High Street, Wimbledon (generally fronting Nos 46 to 54 High Street Wimbledon) which will operate between the hours of 6pm and 11pm from Thursdays to Saturdays and between the hours of 9am and 11pm on Sundays.
4. Whilst the pedestrian and cycle zone is in operation:-
(a) motor vehicles, except those authorised by Merton Council, will be prohibited from entering or proceeding in High Street, Wimbledon, the south-west to north-east arm, between its junction with Lingfield Road and its junction with the main arm of High Street Wimbledon,
(b) parking and waiting by vehicles will be prohibited in the length of High Street Wimbledon specified in paragraph (a) above; and
(c) the parking places in the length of High Street, Wimbledon specified in paragraph (a) above will be suspended.
5. While the Order remains in force, the Head of futureMerton or some person authorised in that behalf by him, may, under section 10(2) of the Act, if it appears to him or that person, essential in the interest of convenient, expeditious, and the safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or provisions thereof.
6. A copy of the Order, and other documents giving more detailed particulars of the Order, including a plan identifying the length of road affected by the Order, can normally be inspected during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, until the end of a period six months from the date on which the Order comes into force. However, due to the pandemic, documents are also available for inspection at

7. The London Borough of Merton, as the Order making authority, will consider in due course whether the provisions of the Order should be continued in force indefinitely. Any person desiring to object to the Order continuing indefinitely may, within the above mentioned period of six months or if that Order is varied by another order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, send a statement in writing of their objection and providing the grounds on which it is made to the Head of futureMerton at the address above quoting reference ES/PEDZONEHIGHSTREET or make a statement on-line at

8. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Order was made, make an application for this purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
HIGH PATH. SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works adjacent to High Path, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in High Path, SW19.
2. During the works, no person would:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in High Path, the west to east arm, both sides, between its junction with Pincott Road and its junction with High Path, the north to south arm leading to Merantun Way;
(b) enter or proceed on the southern footway of High Path, the west to east arm, between its junction with Pincott Road and its junction with High Path, the north to south arm leading to Merantun Way.
3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works adjacent to High Path.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed using the Footway opposite.
6. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Sunday 13th September 2020 and remain in force until 12th March 2021 or until the works are completed, whichever is the earlier.

WEST BARNES LANE. KT3
(TEMPORARY RESTRICTION OF TRAFFIC! (NO. 3i ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate level crossing barrier maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order would come into operation at 11pm on Wednesday 16th September 2020 and remain in force until 7am on 17th September 2020 inclusive.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11
PARK AVENUE MEWS. CR4
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water service connection works in Park Avenue Mews, CR4, between its junction with Caithness Road and the common boundary of Nos. 3 and 4 Park Avenue Mews, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Caithness Road and Park Avenue.
2. During the works no person will cause or permit any vehicle to:-
(a) enter or proceed into Park Avenue Mews, CR4, from Caithness Road; or
(b) enter or proceed into Park Avenue Mews, CR4, from Park Avenue (except for access); or
(c) wait, including for the purpose of loading or unloading any vehicle, in Caithness Road, the south-east side, from a point 10 metres northwest of its junction with Park Avenue Mews south-eastward to a point 10 metres south-east of its junction with Park Avenue Mews.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order will apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Vehicular traffic requiring access to Park Avenue Mews properties should proceed from Park Avenue.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into force on Friday 31 August 2020 and it is anticipated that works will be carried out over four days. However, the Order will remain in force for 6 months should further works be required.

BRIDGES ROAD MEWS. WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate a new water main installation and associated works in Bridges Road Mews, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would cause or permit any vehicle to:-
(a) enter into or proceed in Bridges Road Mews, between its westernmost extremity and its junction with Bridges Road; or
(b) wait, including for the purpose of loading or unloading any vehicle, in Bridges Road Mews.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order would apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
5. As Bridges Road Mews is a cul-de-sac, no diversion route is applicable.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order would come into force on Monday 14 September 2020 and it is anticipated that works would be carried out over 3 months. However, the Order would remain in force for 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(EASTFIELDS ROAD AND GROVE ROAD. CR4)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 31 ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate annual barrier maintenance and associated works at the Eastfields Road level crossing, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:
(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or
(b) enter or proceed in the lengths of roads listed in sub-paragraph 2(a) above.
3. The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without interference with the said works.
5. Pedestrian access to properties adjacent to the prohibited lengths of roads will be maintained at all times.
6. Alternative routes for diverted traffic will be as follows:
(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;
