ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Restrictions Cypress Avenue Area

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in the Cypress Avenue area.
2. Whilst the works take place,
(a) no person shall cause or permit any vehicle to proceed, wait or stand in Cypress Avenue between its junction with Short Way and a point outside No. 4 Cypress Avenue;
(b) no person shall cause or permit aby vehicle to wait or stand in the following roads: -
- Hazel Close,
- Cypress Avenue,
- Redway Drive, and
- Short Way, (access road Palgrave House).
3. The order will come into effect on 27 August 2020. The restrictions will be in force at all times from 27 August 2020 until 2 October 2020 only and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Hill Rise, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a new electrical connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Hill Rise, Richmond
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Hill Rise outside No. 47
Hill Rise.
3. The order will come into effect on 28 August 2020. The restrictions will be in force between 7pm on 28 August 2020 and 4am on
29 August 2020 only and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Bridge Way and Short Way Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas main replacement works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Bridge Way and Short Way, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in
(a) Short Way;
(b) Bridge Way, between its junction with Short Way and a point outside the western boundary of No. 5 Bridge Way.
3. The order will come into effect on 24 August 2020. The restrictions will be in force at all times from .24 August 2020 until 27 September 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Alternative routes for vehicles affected by the closure will be available via Bridge Way, Cypress Avenue and Redway Drive.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames on 19 August 2020 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effects of the Orders are to introduce the changes detailed in the Schedule to this Notice.
3. Copies of the Orders which come into force on 31 August 2020, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -
(a) can be inspected, quoting Reference 20/121, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.
4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by these Orders run, modify or suspend these Orders or any provision thereof.
7. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether their provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 1 March 2021) send a statement in writing of their objection and the grounds of that objection to the address below.
8. Please address any representations to these Orders to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficAndEngineering@ richmondandwandsworth.gov.uk quoting the reference given above.
9. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a sewer repair, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Knowle Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Knowle Road from its junction with The Green to a point 20 metres north of the junction.
3. The order will come into effect on 24 August 2020. The restrictions will be in force at all times from 24 August 2020 until 11 September 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via The Green and Colne Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Lambert Avenue, Ham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Lambert Avenue between a point outside No 75 Lambert Avenue and a point outside No 100 Lambert Avenue.
3. The order will come into effect on 24 August 2020. The restrictions will be in force between 9.30am and 3.30pm on 24 August 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Manor Grove and Bicester Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
