NOTICE UNDER THE TOWN AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT) REGULATIONS 2017 ("EIA Regulations") AND THE TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE) (ENGLAND) ORDER 2015 ('DMPO') AND THE TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE, LISTED BUILDINGS AND ENVIRONMENTAL IMPACT ASSESSMENT) (ENGLAND) (CORONAVIRUS) (AMENDMENT) REGULATIONS 2020. NOTICE UNDER ARTICLE 25 OF THE EIA REGULATIONS
PROPOSED DEVELOPMENT AT: THE STAG BREWERY, LOWER RICHMOND ROAD, MORTLAKE, LONDON SW14 7ET; AND CHALKERS CORNER JUNCTION AT THE JUNCTION OF LOWER RICHMOND ROAD, SOUTH CIRCULAR AND CLIFFORD AVENUE, RICHMOND.
On 29 March 2018, three linked planning applications (references 18/0547/FUL, 18/0548/FUL, and 18/0549/FUL) ('the Applications') were submitted to the London Borough of Richmond upon Thames by Reselton Properties Limited ('the Applicant') for the following development. The Applications were accompanied by an Environmental Statement in accordance with the EIA Regulations.
Application A (18/0547/FUL): 'A hybrid application including:
1. The demolition of existing buildings and structures (except The Mattings' and the facade of the Bottling Plant and former Hotel). Site clearance and groundworks to allow for the comprehensive phased redevelopment of the site.

2. Detailed application for works to the east side of Ship Lane, which comprise:

a. Alterations and extensions to existing buildings; erection of buildings (3 to 8 storeys) plus basements to allow for:

i. 443 residential apartments

ii. Flexible use floorspace for various commercial uses, community and leisure. HI. Hotel, cinema, gym and office floorspace.

b. New pedestrian, vehicle and cycle accesses and associated highway works.

c. Provision of on-site cycle, vehicle and service parking at surface and basement level.

d. Provision of public open space, amenity and play space for landscaping.

e. Flood defence and towpath works.

f. Installation of plant and energy centres.

3. Outline application, with all matters reserved, for works to the west of Ship Lane which comprise:

a. Single storey basement and buildings varying in height from 3 to 7 storeys.

b. Residential development up to 224 units.

c. Nursing and care home (up to 80 ensuite rooms) with associated facilities.

d. Up to 150 units of flexible use living accommodation for either assisted living or residential use.

e. New pedestrian, vehicle and cycle accesses and internal routes, and associated highway works.

f. Provision of on-site cycle, vehicle and service parking.

g. Provision of public open space, amenity and play space and landscaping.' Application B (18/0548/FUL):

The erection of a three storey building to provide a new secondary school with sixth form; Sports pitch with floodlighting, external MUGA and play space; and associated external works including landscaping, car and cycle parking, new access routes and associated works.' Application C (18/0549/FUL):
'Reconfiguration of Chalkers Comer traffic junction to include existing public highway and existing landscaped and informal parking area associated to Chertsey Court; to facilitate alterations to the lane configuration, a new cycle lane, works to existing pedestrian and cycle crossing, soft landscaping and replacement boundary treatment to Chertsey Court'
On 4 May 2020, the Deputy Mayor for Planning, Regeneration and Skills, acting under delegation from the Mayor of London, issued a direction under Article 7 of the Town and Country Planning (Mayor of London) Order 2008 that the Mayor will act as the Local Planning Authority for the purposes of determining the Applications. Subsequent to that direction, the Applicant has submitted to the Mayor revisions to the Applications, with amendments to plans and planning documents including:
- Increase in residential unit provision from up to 813 units (including 150 flexible assisted living and/ or residential units) to up to 1,250 units.

- Increase in affordable housing provision from up to 17% to up to 30%.

- Increase in height of some buildings, of up to three storeys.

- Changes to the layout of Buildings 18 and 19.

- Conversion of Block 20 from a row of terrace housing to a pair of four storey buildings.

- Reduction in the size of the western basement, resulting in an overall reduction in car parking spaces of 186 spaces, and introduction of an additional basement storey beneath Building 1 (the Cinema).

- Other amendments involving changes to internal layouts, relocation and change to the quantum and mix of land uses across the Site.

- Removal of the nursing home and assisted living proposals from Development Area 2.

- Landscaping amendments, including canopy removal of four trees on the north-west corner of the Site.

- Updated supporting documents for all Applications.

The Applicant has also submitted other information under Regulation 25 of the EIA Regulations in relation to the Environmental Statement which accompanied the Applications. Revisions and information, including a detailed schedule of all amendments, are available at:

. Any representations must be received by the GLA by 27th September 2020. The Applications will not be decided before the consultation period ends. Comments received after the date referred to above, but before a decision is made, may still be taken into account but failure to meet this deadline could result in your comments not being considered.
