Safer, Greener, Healthier Routes in Epping – Temporary Measures
Further to a notice: Under section 14(2) of the Road Traffic Regulation Act 1984, which commenced on 30 June and was continued for a further 21 days by notice on 21 July 2020.
Notice is hereby given that from the date specified below, the Essex County Council has temporarily introduced the following measures under Section 14(1) of the Road Traffic Regulation Act 1984, as amended (the Act), in the interests of public safety and social distancing as a result of the Covid-19 pandemic.
20mph Speed Limit (the roads are currently 30mph by virtue of street lighting)
B1393 High Street/ B1393 Palmers Hill From a point 21.4 metres south west of the south west kerbline of Lower Bury Lane to a point 5 metres south west of the south west kerbline of Tidy’s Lane.
B181 Lindsey Street From its junction with B1393 Palmers Hill to a point in line with the shared property boundary of Nos. 15 & 17 Lindsey Street.
Station Road From its junction with B1393 High Street to its junction with Hemnall Street.
And the entire length of the following roads: Clarks Lane, Church Hill, Egg Hall, Grove Lane, Half Moon Lane, Hemnall Street, Homefield Close, Lynceley Grange, Maltings Lane, Star Lane, St Helens Court (private)
The existing restricted road status on the above length of B1393 High Street/B1393 Palmers Hill as detailed in ‘The Essex County Council (B1393 High Street et al, Epping) (Combined Speed Limit) Order 2008’ is hereby temporarily suspended.
Prohibition of Motor Vehicles
Except Goods Vehicles Loading and Unloading on Mondays only
High Street Service Road (north west side) For its entire length from its junction with Cottis Lane, north east to the north east boundary of No.255 High Street.
Waiting, Loading and Parking Restrictions
All limited waiting and parking bays along High Street (between Station Road and Grove Lane) are to remain, except the following marked bays which are to be suspended:
Limited Waiting Tuesday to Saturday, 9am to 5.30pm, 1 hour, No Return within 3 Hours
B1393 High Street (north west side) From a point in line with the north east property boundary of No. 183 High Street, south west for approximately 3 metres.
High Street Service Road (north west side – parallel bays only) For its entire length from its junction with Cottis Lane, north east to the north east boundary of No.255 High Street (as service road is closed).
Limited Waiting Tuesday to Saturday, 9am to 5.30pm, 1 hour, No Return within 3 Hours; to be replaced by No Waiting at Any Time B1393 High Street (north west side) From a point approximately 2 metres north east of the shared property boundary of Nos. 281 & 283 High Street, south west for approximately 13 metres.
No Stopping at Any Time, Except Taxis; to be replaced by No Waiting at Any Time
B1393 High Street (north west side) From a point approximately 2 metres north east of the shared property boundary of Nos. 281 & 283 High Street, north east for approximately 18 metres.
All other existing waiting and loading restrictions along High Street will still apply, however several echelon parking bays will be altered to parallel bays which may result in a loss of parking spaces along B1393 High Street.
All bus stops and bus stops will operate as normal. In addition some existing footways may be reallocated as cycleways permitting their use by cyclists if this occurs they will be signed accordingly.
These traffic measures are undertaken under “the Act” and in conjunction with additional safety improvements, are funded by national government as part of the response to the Covid-19 situation, designed to allow people more space to social distance as people move around the town centre.
Essex Highways will be replacing some of the existing temporary measures with more aesthetically pleasing semi-permanent measures including barriers, signs and cones, on routes in the town centre from 11/08/2020. The above restrictions may be temporarily removed overnight whilst works take place to facilitate the installation of these measures. The traffic measures under this notice may stay in force for 18 months. During this period of time a decision will be taken as to whether to make these measures permanent at this point a full public consultation will be undertaken.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.11) Order 20** Notice is hereby given that the Essex County Council proposes to make the above Orderunder Sections 1(1), 2(1) to (3), 4(1), 32(1), 35(1), 45, 46, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To revoke the existing disabled Badge Holders Only Bays on Chippingfield, Harlow. North Side – From a point approximately 16.5 metres west of Chippingfield (the north-south length leading to no’s 30-40), westwards for approximately 5.4 metres.
2. To revoke the Residents Permit Parking Area N Mon – Sat 8am – 6pm and introduce Disabled Badge Holders Only Bays.
Northbrooks, Harlow – South East Side
i. From a point in line with the extended south west building line of no 228 Northbrooks, south westwards for approximately 6 metres.
ii. From a point approximately 25.5 metres south west of the extended south west building line of no 228 Northbrooks, south westwards for approximately 5 metres.
3. To revoke Residents Permit Parking Area A Mon – Sat 8am – 8pm and introduce Disabled Badge Holders Only Bays
Rivermill, Harlow – North West Side
i. From a point in line with the shared property boundary of no’s 186 & 187 Rivermill, north eastwards for approximately 6 metres.
ii. From a point in line with the shared property boundary of no’s 189 & 190 Rivermill, south westwards for approximately 5.5 metres.
4. To implement Disabled Badge Holders Only Bays on Brockles Mead, Harlow – South West Side From a point approximately 2.2 metres south east of a point in line with the south eastern boundary of no’s 349 & 350 Brockles Mead, south eastwards for approximately 5 metres.
5. To upgrade the existing advisory bays to enforceable Disabled Badge Holders Only Bays. i. Felmongers, Harlow – East side From a point approximately 3 metres south of the shared boundary of no’s 89 & 90 Felmongers, southwards for approximately 6 metres.
ii. Fullers Mead, Harlow – North west side From a point in line with the shared boundary of no’s 82 & 83 Fullers Mead, south westwards for approximately 6 metres.
iii. Risdens, Harlow – West side From a point approximately 4.2 metres south of a point in line with the southern building line of no 62 Risdens, southwards for approximately 5.2 metres.
This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL440 077, TL440 107, TL445 080, TL465 107, TL470 087 revision 0 to revision 1, TL440 080 revision 0 to revision 2, TL440 092 revision 1 to revision 2.

(Banks Lane, Theydon Mount/Theydon Garnon)
(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Banks Lane, Theydon Mount/ Theydon Garnon in the District of Epping Forest, from the junction with Mount End Road for a distance of approximately 500m in a westerly direction. The closure is scheduled to commence on 28th August 2020 for 1 day, or where stated on a valid permit (EC30034841487 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cable works are undertaken by UK Power Networks.
An alternative route is available via Mount End Road, Mount Road and vice versa. The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Lippitts Hill, Waltham Abbey)
(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Lippitts Hill, Waltham Abbey in the District of Epping Forest, from a point approximately 315m northwest of its junction with Rose Court for a distance of approximately 65m in a northerly direction. The closure is scheduled to commence on 1st September 2020 for 7 days, or where stated on a valid permit (EC30020345464 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.
An alternative route is available via Mott Street, Church Road, Lippitts Hill and vice versa. The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Gilden Way/Mulberry Green Harlow)
(Temporary Prohibition of Right Turn) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily prohibit vehicles from making a right hand turn from Mulberry Green, Harlow in the District of Harlow into Gilden Way, Harlow.
2. To temporarily prohibit vehicles from making a right hand turn from Gilden Way, Harlow in the District of Harlow into Mulberry Green, Harlow.
The restrictions are scheduled to commence on 11th August 2020 as stated on a valid permit (EP20153052852 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
An alternative route is available via Gilden Way to roundabout and back again to make a left turn.
The Order came into effect on 11th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
