NOTICE OF CONFIRMATION OF A DIVERSION ORDER HIGHWAYS ACT 1980, SECTION 119 HERTFORDSHIRE COUNTY COUNCIL (ABBOTS LANGLEY 60) DIVERSION ORDER 2020
On 20th June 2020, Hertfordshire County Council confirmed the above Order made under section 119 of the Highways Act 1980.
The effect of the Order as confirmed is to divert the public footpath 60 running from High Elms Lane (public highway) at TL 1091 0194 continuing generally north north-east through gardens belonging to Fortunes Farm for approximately 150 metres to a gap in the hedge TL 1098 0207 thence north north-east through the garden belonging to Chequers Farm for approximately 45 metres to a gate in the fence at TL 1101 0211 continuing generally north-east for approximately 235 metres to TL 1115 0229 at its junction with Chequers Lane (public highway) and create a public footpath running from High Elms Lane (public highway) at TL1091 0194 then runs NE between boundary fences for approx. 180m to TL 1106 0204 then continues NNE between the field boundary and fence for approx. 90m to TL 1109 0212 then crosses to W side of the field boundary and continues NNE for approx. 180m to its junction with Chequers Lane (public highway) at TL 1115 0229. The Order comes into force as from 23rd July 2020, but if any person aggrieved by the Order wants to question its validity, or that of any provision contained in it, on the grounds that it is not within the powers of the Highways Act 1980, as amended, or on the grounds that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 7th August 2020, make an application to the High Court.
(TEMPORARY CLOSING OF EAST LANE, ABBOTS LANGLEY AND THE FOOTPATH SITUATED BENEATH THE M25, BEDMOND) ORDER 2020
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be:- 1. To prohibit all vehicular traffic from using that length of East Lane, Abbots Langley from its junction with High Street south eastwards and southwards for its entire length (“the Road”).
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works. 2. To prohibit all pedestrians from using the footpath situated beneath the M25, Bedmond from its junction with East Lane southwards and south eastwards for a distance of approximately 804m (“the Footpath”).
There is no alternative route available for pedestrians when the works are being carried out. However pedestrian access to properties along this footpath will be maintained whenever possible throughout the duration of the works.
The Order is needed because works are proposed to be executed on or near the Road and Footpath.
If the Order is made, it shall come into force on 24 August 2020 for a period of up to 6 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road and Footpath. SECTION 14(1) ROAD TRAFFIC REGULATION ACT 1984 (WIGGENHALL ROAD, WATFORD) TEMPORARY (CONTRAFLOW CYCLE LANE) ORDER 2020
NOTICE is given that Hertfordshire County Council being satisfied that in accordance with Section 14(1) of the Road Traffic Regulation Act 1984 hereby makes an Order under that section to prevent the likelihood of danger arising to the public and as a response to, or with the intention of mitigating risks related to, the coronavirus pandemic, considers it is necessary and expedient to introduce the following measures and restrictions to support Social Distancing – 1. Installation of a mandatory contraflow ‘pop up’ Cycle Lane in Wiggenhall Road, Watford, to be located on the north western side of the road, between the existing Toucan Crossing over the River Colne Bridge and a point opposite No 107 Wiggenhall Road, a distance of approximately 100m.
The Order will come into effect on 10 August 2020 and will remain in effect for a period of up to 18 months.

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN THE SERVICE ROAD FRONTING NOS.1-105 GALLOWS HILL LANE, ABBOTS LANGLEY) ORDER 2020
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the service road fronting Nos.1-105 Gallows Hill Lane, Abbots Langley from its junction with Kindersley Way south westwards for its entire length (“the Road”), except for access.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
ADDITIONALLY all vehicles are prohibited from waiting at any time on both sides of this length of the Road whilst works are in progress.
The Order is needed because works are proposed to be executed on or near the Road. The Order has been made and shall come into force on 10 August 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

(TEMPORARY CLOSING OF CARDIFF ROAD, WATFORD) ORDER 2020
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Cardiff Road, Watford from a point in line with the eastern boundary of No.91 Cardiff Road south westwards to its junction with Occupation Road (“the Road”), a distance of approximately 10m.
An alternative route will be via Cardiff Road, A4178 (Wiggenhall Road/Farraline Road), A4145 Vicarage Road and Occupation Road or Occupation Road, A4145 Vicarage Road, A4178 (Fearnley Street/The Hornets/Merton Road/Wiggenhall Road) and Cardiff Road.
The Order is needed because utility service works are proposed to be executed on or near the Road.
The Order has been made and shall come into force on 10 August 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

(TEMPORARY CLOSING OF PAYNESFIELD ROAD, BUSHEY) ORDER 2020
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Paynesfield Road, Bushey from its junction with Magnaville Road southwards for a distance of approximately 35m (“the Road”). An alternative route will be via Magnaville Road, A409 Heathbourne Road and Paynesfield Road.
The Order is needed because electrical works are proposed to be executed near the Road.
The Order has been made and shall come into force on 10 August 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Bridlington Road, South Oxhey from its junction with Fairfield Avenue south eastwards to its junction with Oxhey Drive (“the Road”), a distance of approximately 193m, except for access.
An alternative route will be via Fairfield Avenue, Henbury Way and Oxhey Drive. ADDITIONALLY all vehicles are prohibited from waiting at any time on both sides of this length of the Road whilst works are in progress.
The Order is needed because works are proposed to be executed on or near the Road.
The Order has been made and shall come into force on 10 August 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN LOVE LANE, ABBOTS LANGLEY AND THE BUS LANE SITUATED ON THE NORTH SIDE OF ‘CHARTER PLACE’, WATFORD) ORDER 2020
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads (“the Roads”) and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
1. that length of Love Lane, Abbots Langley from its junction with Bedmond Road north eastwards and south eastwards for its entire length. There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
2. the bus lane situated on the north side of ‘Charter Place’, Watford from its northernmost junction with A411 Beechen Grove south eastwards for a distance of approximately 202m.
An alternative route will be via A411 Beechen Grove.
The Order is needed because works are proposed to be executed on or near the Roads.
The Order has been made and shall come into force on 10 August 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads.

(TEMPORARY CLOSING OF WATFORD BOROUGH PUBLIC FOOTPATH NO.047) ORDER 2020
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all pedestrians from using Watford Borough Public Footpath No.047 from its junction with Ladys Close south westwards to its junction with A4178 Wiggenhall Road (“the Public Footpath”), a distance of approximately 129m.
An alternative route will be via the footway situated on the west side of Ladys Close, the footway situated on the south side of A4145 Vicarage Road and the footway situated on the east side of A4178 Wiggenhall Road.
The Order is needed because the construction of a pedestrian footbridge is proposed to be executed on or near the Public Footpath.
The Order has been made and shall come into force on 10 August 2020 for a period of up to 6 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Public Footpath.
