LONDON BOROUGH OF MERTON PROVISION AND REMOVAL OF DISABLED PERSONS PARKING PLACES THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 245) ORDER 2020 THE MERTON (PARKING PLACES) (A1) (AMENDMENT NO. 1) ORDER 2020 THE MERTON (PARKING PLACES) (W5 and 5F) (AMENDMENT NO. 1) ORDER 2020
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 3 August 2020, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
The general effect of the 'Free Parking Places' Order will be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the redundant disabled persons parking places outside No. 33 Braemar Avenue, SW19, No. 67 Kingswood Road, Wimbledon and No. 20 Watery Lane, SW20.
3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations in the Schedule to this Order or increase in length an existing permit parking place in Watery Lane upon removal of a disabled persons parking place.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP37, no later than 28 August 2020.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.
2. The general effect of the 'Free Parking Places' Order would be to: -

3. The general effect of the 'Parking Places Amendment' Orders will be to shorten existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations in the Schedule to this Order.
4. A copy of the Orders, which will come into force on 17 August 2020, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. Alternatively, a copy of the documents can be sent via post by phoning 020 8274 4901 or by sending a request to us by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: MADE DPPP36.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which trie Orders were made, make application for the purpose to the High Court. LONDON BOROUGH OF MERTON 20 MPH SPEED LIMIT PARKSIDE, WIMBLEDON THE MERTON (20 MPH SPEED LIMIT) (NO. 3) TRAFFIC ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 3 August 2020, made the above-mentioned Order under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the Order will be to:-
(a) impose a 20 MPH speed limit in the road or length of road described in Schedule 1 to this notice; and,
(b) revoke the Orders specified in Schedule 2 to this notice and re-enact their provisions.
3 A copy of the Order, which will come into force on 17 August 2020, and other documents giving more detailed particulars of the Order, including a plan specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The general effect of the Orders would be to convert sections of existing parking places, in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.
3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
4. LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
CHURCH ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 96 Church Road, Mitcham they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Church Road, the east side, from a point 14 metres south of its junction with Fox's Path, also known as Public Right of Way No. 168, southward for a distance of 34 metres;
(b) enter or proceed on the eastern footway of the length of Church Road specified in sub-paragraph 2(a) above.
3. During the works, two-way traffic lights will be used to manage traffic flow during four daily 30 minute single lane closures to facilitate deliveries to the work site.
4. Any designated parking place situated in the length of road specified in subparagraph 2(a) above will be suspended for the duration of the works.
5. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Pedestrians affected by the footway closure should proceed using the footway opposite.
7. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
