1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames on 22 July 2020 made the above orders under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Order is to introduce lengths of double yellow lines in Devoncroft Gardens and Oak Lane as detailed in the Schedule to this Notice.
3. Copies of the Order, which comes into force on 27 July 2020, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 19/008 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
4. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Amendments to Waiting Restrictions
Street_Proposal_
Oak Lane Twickenham Upgrade the existing single yellow lines to double yellow lines ("no waiting at any time") on the north-eastern side from its junction with Amyand Park Road to a point 9 metres south-east of a point opposite the south-eastern kerb-line of Devoncroft Gardens. Upgrade the existing single yellow lines to double yellow lines ("no waiting at any time") on the south-western side from its junction with Amyand Park Road
south-eastwards to a point 7 metres south-east of the south-eastern kerb-line of Devoncroft Gardens. Devoncroft Gardens, Upgrade the existing single yellow Twickenham lines to double yellow lines ("no waiting at any time") on both sides from its junction with Oak Lane to the first set of _parking bays._

Temporary Road Closure Derby Road, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Derby Road, East Sheen.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Derby Road, from a point outside No. 64 Derby Road to a point outside No, 68 Derby Road.
3. The order will come into effect on 3 August 2020. The restrictions will be in force at all times from 3 August 2020 until 6 August 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Richmond Road West, Berwyn Road and Christchurch Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Madrid Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer repairs, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Madrid Road, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Madrid Road:-
(a) Between Nos 96 and 100 for Phase 1 of the works; and
(b) Between Nos 18 and 28 Madrid Road for phase 2 of the works.
3. The order will come into effect on 27 July 2020. The restrictions will be in force at all times from 27 July 2020 until 27 August 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Alternative routes for vehicles affected by the closures will be available via Washington Road, Castlenau and Newport Road; Suffolk Road, Ferry Road, Washington Road and Vice Versa; Newport Road, Castlenau, Baronsmead Road, Ferry Road and Vice Versa
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Queens Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Queens Road, Twickenham from its junction with King Street to a point t outside No 91 Queens Road.
3. The order will come into effect on 27 July 2020. The restrictions will be in force at all times from 27 July 2020 until 27 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via King Street and Holly Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

Temporary Waiting Restrictions Sydney Road, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate property maintenance works they have made a Temporary Traffic Order, the effect of which is to introduce a temporary waiting restriction in Sydney Road, Richmond
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand outside No. 36 Sydney Road, Richmond (2 spaces).
3. The Order will come into effect on 24 July 2020. The restrictions will be in force at all times from 24 July 2020 until 24 August 2020. The order will remain in force for a period of 18 months,
to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Level crossing at Strawberry Hill Station Tower Road/Wellesley Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate level crossing works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in the level crossing at Strawberry Hill station in Tower Road and Wellesley Road, Twickenham.
2. Whilst the works take place no person may permit a vehicle to proceed over the level crossing where relevant signs and/or cones are placed.
3. Whilst the level crossing is closed, an alternative route for westbound traffic will be Cross Deep (A310), Heath Road (A305), The Green (A311), Hampton Road (A311) and Wellesley Road. An alternative route for traffic in the opposite direction traffic will be as above but in the reverse direction.
4. The order will come into effect on 27 July 2020. The restrictions will be in force at all times from .27 July 2020 until 28 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
