COPPERMILL REGION - WALKING, CYCLING AND LIVEABLE NEIGHBOURHOOD SCHEME (T6(20))
HAWARDEN ROAD, LLOYD ROAD, CORNWALLIS ROAD, COURTENAY ROAD AND PART OF EDWARD ROAD - INTRODUCTION OF ONE-WAY WORKING/NO ENTRY (EXCEPT FOR CYCLISTS) (E17 ROADS EXCEPT WHERE STATED)
The Waltham Forest (Prescribed Routes) (Coppermill Region) (No. 1) Traffic Order 2020
1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (the Council) on 16th July 2020 made the above-mentioned Order under section 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order to coincide with cycling improvements, shared highway and footway space for moving vehicles and pedestrians at junctions hereinafter termed "Copenhagen Style blended crossings" and general traffic calming will be:-
(a) in Hawarden Road E17 prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from north-east to south-west and immediately south-east to north-west toward Edward Road; and
(b) in Edward Road E17 (between its junctions with Hawarden Road and Lloyd Road) prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from north-east to south-west and immediately north-west to south-east;
(c) prevent motor vehicles entering (except cyclists) Edward Road E17 where entry to that road is prohibited by a no-entry sign plate situated at its junction with Lloyd Road;
(d) in Lloyd Road E17 prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from south-west to north-east;
(e) prevent motor vehicles entering (except cyclists) Lloyd Road E17 where entry to that road is prohibited by a no-entry sign plate situated at its junction with Blackhorse Road;
(f) in Cornwallis Road E17 prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from north-east to south-west;
(g) prevent motor vehicles entering (except cyclists) Cornwallis Road E17 where entry to that road is prohibited by a no-entry sign plate situated at its junction with Edward Road;
(h) in Courtenay Road E17 prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from south-west to north-east;
(i) prevent motor vehicles entering (except cyclists) Courtenay Road E17 where entry to that road is prohibited by a no-entry sign plate situated at its junction with Blackhorse Road; and
(j) visibly remove double yellow line "at any time" (or as the case maybe single yellow lines) waiting restrictions* for up to 10 metres between the junction and a distance of 8 metres of any road adjoining Blackhorse Road (a// adjoining roads of Blackhorse Road between and including Hawarden Road and Courtenay Road (inclusive)); and
NB/ 'Copenhagen Style blended crossings will be built over waiting restrictions (see 2(J)) In the roads at their respective junction with Blackhorse Road and would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including the gradients (under section 90 of the Highways Act 1980). Parking on a Copenhagen styled crossing or on any raised section of highway above the existing highway is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply).
3. A Copy of the Order, which will come into operation from 16th July 2020 and all other relevant documents can be inspected on request by emailing

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
