ENVIRONMENT AGENCY Water Resources Act 1991 (as amended by the
Water Act 2003) Notice of applications for licences to obstruct or impede the flow of an inland water using impounding works. Winchester City Council has applied to the Environment Agency for three impoundment licences. The Environment Agency is giving notice of these applications (in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006. These three applications are for three impoundment licences to obstruct or impede the flow of the River Itchen in Durngate, Winchester at the following locations: National Grid References SU 48580 29765 (Lewis Sluice Gate), SU 48589 29759 (Dimond Sluice Gate) and SU 48615 29680 (Barton Sluice Gate).
Water will be obstructed or impeded by means of three flood gates (sluices) which will work to prevent downstream flooding and help to control river flow during severe flood events. The three sluices are located on three separate channels of the Itchen and will remain open during normal conditions but can be lowered either individually or in combination during flood events.
