ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
THE WALTHAM FOREST (ESSEX CLOSE E17) (WAITING AND LOADING RESTRICTIONS) (NO. 1) ORDER 2020 (TT14b(20))
1. The Council of the London Borough of Waltham Forest HEREBY GIVES NOTICE that on it intends on making an Order the general effect of which will be, only at such times and to such extent as regulatory signs are displayed, to restrict waiting and loading by to ensure access and egress for vehicular traffic is maintained in a safe and efficient manner to and from a housing redevelopment works site.
2. This Order would continue the temporary waiting and loading restrictions in Essex Road E17 set out in the Notice issued in accordance with the Road Traffic Regulation Act 1984 section 14(2) effective on 15th June 2020.
3. Whilst housing redevelopment works are being carried out no person shall cause or permit any vehicle in Essex Close E17 to:
(a) load for any purpose "at any time" on all sides - except:
i. on the north-east side - between a point in line with the western wall of Nos. 61 - 97 Essex Close south-eastwards for a distance of 33 metres;
ii. on the north-east side -between a point 39.3 metres south-east of a point in line with the western wall of Nos. 61 - 97 Essex Close south-eastwards for a distance of 10.2 metres;
iii. on the south-west side - between its north-westernmost extremity and a point in line with the south-west wall of Nos. 1 to 59 Essex Close
(b) wait for any purpose "at any time" - on all sides - between a point in line with the south-west wall of Nos. 1 to 59 Essex Close and its north-westernmost extremity except in those locations mentioned in item 3(a)(i), (ii) and (iii) above.
4. Vehicles waiting or loading in disregard of this Order will be removed.
5. The prohibitions and restrictions mentioned above will not apply in relation to any vehicle being used for ambulance, fire brigade or police purposes (if the works allow) if the observance of the prohibitions would be likely to hinder the use of that vehicle for that purpose; provided that this exemption shall not apply if the vehicle is being used in such a manner or at such a time as to be likely to endanger any person.
6. The Order will come into operation on Thursday 18th June 2020 and would be valid for a period of 18 months, or until the said works are concluded, whichever is the sooner.
