INDEPENDENT REMUNERATION PANEL RECOMMENDATIONS ON A SCHEME OF COUNCILLORS’ ALLOWANCES
 
Notice is hereby given that the Council has received a report from the Independent Remuneration Panel appointed in accordance with the Local Authorities (Members Allowances) (England) Regulations 2003.  The Panel has made the following recommendations for the payment of allowances for the current Municipal Year. The allowances marked ‘*’ would be adjusted by the same percentage as the headline pay award percentage increases approved by the National Joint Council for local government services. 
 
Basic Allowance*
The Panel recommends that the basic allowance be £5,556 per annum.
 
Special Responsibility Allowances*
The Panel recommends that Special Responsibility Allowances be as follows. Any Member would be able to claim a maximum of two SRAs for the roles they undertake.
 
Leader of the Council £18,900
Cabinet Member (where there are eight or nine Cabinet Members the total allowances for seven Cabinet Members to be divided between them) £9,072
 
Group Leaders  


- Amount per Group Member £200
(Groups being defined as per Regulation 8 of the Local Government (Committees and Political Groups) Regulations 1990 – i.e. they have a minimum of two Members) 
Chairman – Planning Committee £6,000

Chairman – Licensing and Registration Committee £2,784
Chairman – Miscellaneous Licensing Sub Committees £720

That the following allowances be paid as permitted under sections 3 and 5 respectively of the Local Government Act 1972


Chairman of the Council £6,348
Vice Chairman of the Council £1,788


Dependents’ Carers’ Allowance
The Panel recommends that the Dependants’ Carers’ allowance (to attend formal meetings/ approved official events) be set at the prevailing Real Living Wage (currently £9.30) per hour. This allowance is also claimable in respect of care of a Councillor’s children


Travel Allowance 
The Panel recommends that, subject to related conditions, travel allowances be payable at the prevailing HMRC rates that are currently as follows:
Vehicle First 10,000 business miles in the tax year Each business mile over 10,000 in the tax year
Cars and vans 45p 25p
Motor cycles 24p 24p
Bicycles 20p 20p
 
Passenger payments - cars and vans - 5p per passenger per business mile for carrying another Councillor/officer in a car or van on journeys which are also official business journeys for them.


Subsistence Allowance
The Panel recommends that, subject to related conditions, travel allowances be payable at the prevailing HMRC rates that are currently as follows:
Minimum journey time Maximum amount of meal allowance
5 hours £5
10 hours £10
15 hours (and ongoing at 8pm) £25



The recommendations of the Independent Remuneration Panel are to be considered at a meeting of the Council.  Arrangements for a remote meeting of Council on Tuesday, 21 July from 7.30pm are being made and, on the basis, the report would be considered then
