ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

fEASTFIELDS ROAD AND GROVE ROAD. CR4)

(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2020

This notice supersedes the notice of intent similarly named and published on 28 May 2020.

1. The London Borough of Merton Council hereby give notice that to facilitate barrier maintenance and associated works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:



(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and



(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or



(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.



3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.



5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.



6. Alternative routes for diverted traffic would be as follows:



(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;



(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;



(c) for pedestrians, via the adjacent footbridge.



7. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



8. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.



9. The Order would apply from 11.30pm on Saturday 27th June 2020 until 6am on Sunday 28th June 2020.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) THE BROADWAY AND WIMBLEDON BRIDGE. WIMBLEDON (COVID-19 SOCIAL DISTANCING MEASURES) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to because of the likelihood of danger to the public and for purposes connected to coronavirus (SARS-CoV-2), they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in The Broadway and Wimbledon Bridge, Wimbledon to enable pedestrians to keep a safe 2 metre distance from each other during the coronavirus pandemic.



2. No person will cause or permit any vehicle to wait, including for the purpose of loading or unloading, in:-



(a) Wimbledon Bridge, the north-east side, from a point 3 metres north­west of the common boundary of Nos. 21 and 23/25 Wimbledon Bridge to its junction with The Broadway; or



(b) The Broadway, the north-east side, from its junction with Wimbledon Bridge to a point 26 metres south-east of the common boundary of Nos. 3 and 5 Wimbledon Bridge.



3. Any designated parking place situated in the length of Wimbledon Bridge specified in paragraph 2 above will be suspended.



4. The taxi rank situated in the length of The Broadway specified in paragraph 2 above will be suspended.



5. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



6. Nothing in the Order will apply: -



(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) to any vehicle being used for police, fire brigade or ambulance purposes.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order will come into operation on Friday 5th June 2020 and it is anticipated that its restrictions will apply for 6 months. However, this Order will remain in operation for a maximum period of 18 months should there be a need for the restrictions to be continued or re-introduced.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

THE CRESCENT. WIMBLEDON PARK (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate utility works in The Crescent, Wimbledon Park, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in The Crescent, the eastern arm, from a point 3 metres north of the northern boundary of No. 33 The Crescent, southward to a point 10 metres north of the northern kerb-line of The Cresent, the southern arm; or



(b) wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above.



3. Any designated parking place situated in the length of The Crescent specified in paragraph 2(a) above would be suspended.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Vehicular traffic affected by the road closure should proceed via Crescent Gardens and The Crescent, the western and southern arms or vice-versa.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.



7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order would come into operation on Monday 22nd June 2020 with the works expected to be completed that day. However, the Order would remain in force for 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

SEELY ROAD. TOOTING (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 1F Seely Road, Tooting, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Seely Road.



2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading, in Seely Road, the north-east side, from the north-western building wall of Nos. 1 c and 1 d Seely Road south-eastward for a distance of 14 metres.



3. Any designated parking place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Friday 12 June 2020 and would remain in force for a maximum period of 12 months or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) MERTON HIGH STREET. COLLIERS WOOD AND WORPLE ROAD. WIMBLEDON

(COVID-19 SOCIAL DISTANCING MEASURES) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to because of the likelihood of danger to the public and for purposes connected to coronavirus (SARS-CoV-2), they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Merton High Street, Colliers Wood and Worple Road, Wimbledon to enable pedestrians to keep a safe 2 metre distance from each other in the said roads during the coronavirus pandemic.



2. No person would cause or permit any vehicle to wait, including for the purpose of loading or unloading, in:-



(a) Merton High Street, Colliers Wood, the north side, outside Nos. 214 to 220 Merton High Street; or



(b) Worple Road, Wimbledon, the south-east side, from its junction with Wimbledon Hill Road south-westward for a distance of 108 metres.



3. Any designated parking place situated in the lengths of Merton High Street or Worple Road specified in paragraph 2 above would be suspended.



4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply: -



(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) to any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Friday 12th June 2020 and it is anticipated that its restrictions would apply for 6 months. However, this Order would remain in operation for a maximum period of 18 months should there be a need for the restrictions to be continued or re-introduced.

TRAFFIC MANAGEMENT ACT 2004

PROPOSED INCREASE IN PENALTY CHARGES FOR PARKING CONTRAVENTIONS

1. NOTICE IS HEREBY GIVEN that the consultation period for the notice advertised in the Wimbledon and Wandsworth Times and the London Gazette on 12 March 2020, and again on 7 May 2020 proposing an increase in penalty charges for parking contraventions has been extended until 28 June 2020.



2. The Council of the London Borough of Merton propose to amend the Penalty Charge Banding relating to the enforcement of parking contraventions in the London Borough of Merton and increase the level of penalty for a Penalty Charge Notice for parking offences.



3. The change would increase the deterrent for inconsiderate parking and assist the Council in better managing traffic flow, reducing congestion and saving protected parking spaces for those that genuinely need them, such as Blue Badge holders.



4. The proposed new charges are as follows:-



Penalty Charges for parking contraventions for all roads within the London Borough of Merton would be increased from Band B to Band A - Higher rate £130 reduced to £65 if paid within the 14 day statutory period starting from the date of issue of the Penalty Charge Notice or lower rate of £80 reduced to £40 if paid with the 14 day statutory period starting from the date of issue of the Penalty Charge Notice.

NB 1. The current charges are set at Band B with the higher rate at £110 reduced to £55 if paid with the 14 day statutory period and £60 at the lower rate reduced to £30 if paid within the 14 day statutory period. NB 2. Higher level penalties apply to contraventions which are considered more serious, such as parking on yellow lines or where an obstruction is caused. Lower level penalties apply generally where parking is permitted by the regulations are contravened, such as overstaying on a pay and display parking bay.

NB 3. Moving Traffic and Bus Lane Contravention charges in London are currently set at Band A levels.

5. Any person desiring to comment on the proposed change in Banding and increase in penalty charges should leave a statement at:

by 28 June 2020 inclusive.
