TOWN AND COUNTRY PLANNING ACT 1990 SECTION 247

THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of an Order made under section 247 of the above Act entitled "George Street' authorising the stopping up of parts of College Road, Croydon to enable the development described in the scheduled to this Notice to be carried out in accordance with planning permission granted to Mr. Simon Owen, HTA, 78 Chambers Street, London E1 8BL on 2nd February 2018 reference 17/04201 /FUL.

COPIES OF THE ORDER AND RELEVANT PLANS will be available for inspection at all reasonable hours at the Council Access Croydon Reception Desk, Ground Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1EA and may be obtained by writing to The London Borough of Croydon, Place Department, Highway Assets, Bernard Weatherill House, 6th Floor, Zone C, 8 Mint Walk, Croydon, CRO 1 EA. (quoting reference TID-GSC-HTA-L-DR-1903) during the six week period commencing Thursday 28 May 2020.

ANY PERSON aggrieved by or desiring to question the validity of or any provision within the Order on the grounds that is not within the powers of the Act or that any requirement or regulation made has not been complied with, may within six weeks commencing Thursday 28 May 2020, apply to the High Court for the suspension or quashing of the Order or of any provision included.

THE SCHEDULE

DESCRIPTION OF DEVELOPMENT Redevelopment of the site to provide a part 38 and part 44 storey building with 546 residential flats, with the ground floor to incorporate a flexible space including retail (Class A1), cafe (Class A3), business space (Class B1) and gallery space (Class D1) uses with basement accommodating 28 disabled parking spaces, cycle storage and refuse storage, and associated hard and soft landscaping.

DESCRIPTION OF HIGHWAY TO BE STOPPED UP The highway to be stopped up is in the London Borough of Croydon. It is shown line hatched in red on drawing reference TID-GSC-HTA-L-DR-1903 and is an irregular shaped area of all-purpose highway running east-west along the northern footway of College Road.

ROAD TRAFFIC REGULATION ACT. 1984. SECTION 14 AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 LOW TRAFFIC INITIATIVES VARIOUS LOCATIONS - CROYDON & SOUTH NORWOOD TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

1. Croydon Council HEREBY GIVES NOTICE that to facilitate safer access for residents to their streets, enabling them to exercise and maintain social distancing during the current Covid-19 pandemic, they have made an Order the effect of which would be to temporarily restrict traffic in the roads listed in the Schedule to this Notice.

2. Whilst the restrictions remain in force:-



(a) the roads or sections of road listed in Column 1 of the Schedule to this Notice will be closed to vehicular traffic at their junctions with the roads listed in Column 2 of that Schedule;



(b) parking in small sections of the roads listed in the Schedule to this Notice will be suspended as necessary to provide turning areas and waiting and loading restrictions will apply "at any time".



3. The Order will come into operation on 29 May 2020 and will remain in force for a maximum duration of 18 months.



4. These restrictions shall not apply in respect of:



(a) a pedal cycle;



(b) a vehicle being used for fire brigade, ambulance or police purposes;



(c) anything done with the permission of a police constable in uniform or a civil enforcement officer;



(d) a vehicle being used for the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

5. The restrictions specified in paragraph 2 above shall apply only during such times and to such extent as shall from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



6. These restrictions shall not apply in respect of:



(a) any vehicle involved in carrying out the said works;



(b) any vehicle being used for fire brigade, ambulance or police purposes;



(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROAD TRAFFIC REGULATION ACT. 1984. SECTION 14 AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 REUSE & RECYCLING CENTRES - FACTORY LANE. CROYDON. NORTH DOWNS ROAD. NEW ADDINGTON & BRIGHTON ROAD. PURLEY TEMPORARY RESTRICTION OF TRAFFIC & PARKING

1. Croydon Council HEREBY GIVES NOTICE that to facilitate safe access for the public to the above newly re-opened reuse and recycling centres, they intend to make an Order to the effect of which would be to temporarily restrict traffic and parking in the above locations.



2. Whilst the Order is in force:-



a) No person shall cause any vehicle proceeding in Miller Road to enter Factory Lane;



b) No person shall cause a vehicle proceeding in Factory Lane to turn right into the Reuse and Recycling Centre, Nos. 33-56 Factory Lane;



c) No person shall cause a vehicle to travel in a direction other than north-west bound (i.e. towards Miller Road) in the north-west to south­east arm of Factory Lane, between its junction with the north-east to south-west arm of Factory Lane (that adjoins the junction with Roman Way) and its junction with Miller Road;



d) No person shall cause a vehicle to wait, even for the purposes of loading or unloading goods, at any time in North Downs Road at such times and to such extent as shall be indicated by Traffic Signs;



e) No person shall cause a vehicle proceeding in Overbury Crescent to enter North Downs Road;



f) No person shall cause a vehicle to proceed in the north-west to south-east section of Brighton Road, Purley, opposite the entrance to Purley Oaks Reuse and Recycling Centre, Brighton Road;



g) Any other traffic management measures required to ensure the safe re-opening of the above Reuse and Recycling Centres will be introduced as necessary in the abovementioned roads and in any adjoining roads, as required.



3. The Order will come into operation on 12 June 2020 and will remain in force for a maximum duration of 18 months.



4. These restrictions shall not apply in respect of:



(a) any vehicle being used for fire brigade, ambulance or police purposes;



(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS HAVELOCK ROAD. CROYDON TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

1. Croydon Council HEREBY GIVE NOTICE that to facilitate duct laying works in the carriageway, they intend to make an Order the effect of which would be to temporarily restrict vehicular traffic movements in Havelock Road, Croydon.



2. Whilst the said works are taking place, no person shall cause any vehicle to proceed in Havelock Road at its junction with Addiscombe Road.



3. Whilst the closure remains in force the alternative route for diverted traffic will be Addiscombe Road, Outram Road, Mulberry Lane, Havelock road and vice versa as appropriately signed.



4. The Order will come into operation on 24 June 2020 and it is anticipated that the works will be carried out in 3 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

1. Croydon Council HEREBY GIVE NOTICE that to facilitate emergency service access during building development works, they have made an Order the effect of which would be to temporarily prohibit parking in Dickenson's Lane.



2. Whilst the said works are taking place parking will be prohibited at any time in Dickenson's Lane:-



a) On the north-east side, from a point opposite the north-western kerb-line of Dickenson's Place south-eastwards for a distance of 19 metres;



b) On the south-west side, from a point 5 metres north-west of the north­western kerb-line of Dickenson's Place to a point 5 metres south-east of the south-eastern kerb-line of Dickenson's Place.



3. The Order will come into operation on 01 June 2020 and will remain in force for 18 months.



4. These restrictions shall not apply in respect of:



(a) any vehicle being used for fire brigade, ambulance or police purposes;



(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROAD TRAFFIC REGULATION ACT. 1984. SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS DRAYTON ROAD. CROYDON TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC & PARKING

1. Croydon Council, HEREBY GIVE NOTICE that to facilitate new fibre optic connection works on behalf of BT, they intend to make an Order the effect of which will be to temporarily prohibit vehicular traffic movements and parking in Drayton Road, Croydon.



2. Whilst the said works are taking place: -



(i) Drayton Road will be closed at its junction with Tamworth Road;



(ii) Parking bays will be suspended in Drayton Road opposite the junction of Charrington Road.



3. Whilst the Order remains in force the alternative route for traffic will be via Tamworth Road and Ruskin Road as appropriately signed



4. The Order will come into operation on 12 June 2020 and it is anticipated that the works will be completed within four weeks. However the Order will remain in force for 18 months to be reintroduced should further works be necessary.
