ROAD TRAFFIC REGULATION ACT 1984 - SECTION 6
THE LONDON BOROUGH OF RICHMOND UPON THAMES (FREE PARKING PLACES) (PEOPLE WITH DISABILITIES) (AMENDMENT No. **) ORDER 202* DISABLED PERSONS PARKING BAYS VARIOUS STREETS THROUGHOUT THE BOROUGH (Reference 20/072)
1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The principal objective of the Disabled Persons' Parking Places Order is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult, and to discontinue a number of parking places previously provided where the demand for such bays no longer exists.
3. The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time" in the following streets:

Temporary Road Closure Walpole Avenue, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a new water connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Walpole Avenue, Twickenham.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Walpole Avenue from a point outside No. 1 Walpole Avenue to a point outside No. 9 Walpole Avenue.
3. The order will come into effect on 8 June 2020. The works are anticipated to be in at all tomes form 8 June 2020 until 10 June 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleansing works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Evelyn Gardens, Richmond.
2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Evelyn Gardens.
3. The order will come into effect on 8 June 2020. The works are anticipated to be in progress on 8 and 9 June 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

4. The Disabled Persons' Parking Places Order will also revoke the existing parking bays for disabled persons' vehicles in the vicinity of the following properties: -

79 Lyric Road, Barnes. 6 Palmerston Road, East Sheen.
9 Percival Road, East Sheen. 36 St Anns Road Barnes.
3 Seaton Road, Twickenham 9 Stretton Road, Richmond.
40 Thompson Avenue, Richmond. 16 Vale Close, Twickenham. 61 Warburton Road, Twickenham. 158 Wills Crescent, Whitton. 3 Seaton Road, Twickenham
5. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 20/072 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

Temporary Road Closure Vernon Road, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Vernon Road, East Sheen
2. Whilst the works take place no person may permit a vehicle to proceed in Vernon Road at its junction with Sheen Lane.
3. An alternative route for traffic will be available via Sheen Lane, Upper Richmond Road West, Portman Avenue and Vernon Road.
4. The order will come into effect on 5 June 2020. The works are anticipated to be in force between 19.30 and 23.00 on 5 June 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
