PLOUGH LANE – EXPERIMENTAL WAITING RESTRICTIONS
THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 483) EXPERIMENTAL TRAFFIC
ORDER 2020
1.NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, have made the above mentioned Order under sections 9, 10, 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (therein after referred to as the Act), and all other enabling powers.
2.The Order was made on 13 May 2020 and shall come into force on 25 May 2020 and shall continue in force for a maximum period of 18 months.
3.The general effect of the Order will be to introduce waiting restrictions operating at “any time” in the roads or lengths of roads specified in the Schedule to this notice.
4.While the Order remains in force, the Head of futureMerton or some person authorised in that behalf by him, may, under section 10(2) of the Act, if it appears to him or that person, essential in the interest of convenient, expeditious, and the safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or provisions thereof.
5.A copy of the Order, a plan identifying the lengths of road affected by the Order, and the Council’s Statement of Reasons for making the Order would normally be available for inspected during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, until the end of a period six months from the date on which the Order comes into force. However, we are currently unable to provide access to the council offices while coronavirus (Covid-19) social distancing measures are in place and the documents have been made available for inspection at https://www.merton.gov.uk/streets-parking-transport/traffic-management/consultations for the above-mentioned period of 6 months. Alternatively, those without internet access can receive a copy of the documents by post by phoning 020 8274 4901 or by sending a request to us by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: ES/WRPL. Documents will be available for inspection at the Merton Civic Centre once it re-opens to the general public.
6.The London Borough of Merton, as the Order making authority, will consider in due course whether the provisions of the Order should be continued in force indefinitely by means of an Order made under section 6 of the Act. Any person desiring to object to the Order continuing indefinitely may, within the above mentioned period of six months, send a statement in writing of their objection and providing the grounds on which it is made to the Head of futureMerton at the address above, or alternatively by email to:- trafficandhighways@merton.gov.uk quoting reference ES/WRPL.
7.Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make an application for this purpose to the High Court.

PLOUGH LANE, WIMBLEDON; both sides,
except a length of the south-east side, from a point 7 metres north-east of the north-eastern kerb-line of Havelock Road north-eastward for a distance of 54 metres.
WATERSIDE WAY, SW17; the south-west side, from the south-eastern kerb-line of Plough Lane south-eastward for a distance of 52.5 metres.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
PUBLIC RIGHT OF WAY NO. 193 –
RIALTO ROAD FOOTBRIDGE
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1.The Council of the London Borough of Merton hereby give notice that to facilitate refurbishment works to a footbridge comprising part of the Public Right of Way (PROW) No. 193, also known as the Rialto Road footbridge, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrians from entering or proceeding in the length of PROW No. 193 which lies between Grove Road and Rialto Road.
2.The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
3.Nothing in the Order would apply to: -
(a)any person engaged in the execution of the said works; or
(b)anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform.
4.Pedestrians affected by the footpath closure should proceed by way of Rialto Road, Eastfields Road and Grove Road or vice-versa.
5.The Order would come into force on Tuesday 16th June 2020 and it is anticipated the works would be completed by 16th October 2020. However, the Order would remain in force for 6 months should further bridge works be required.

ROAD TRAFFIC REGULATION ACT 1984 -
SECTIONS 14(1) and 14(7) WORPLE ROAD WIMBLEDON
(BUS LANE SUSPENSION) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1.The Council of the London Borough of Merton hereby give notice that to facilitate utility works in Worple Road, they have made an Order, the effect of which will be to temporarily suspend a bus lane in the said road.
2.During the works, the north-eastbound bus lane in Worple Road, between its junction with Worple Road Mews and its junction with Wimbledon Hill Road will be suspended.
3.The suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4.The Order will come into operation on Tuesday 26th May 2020 with the works currently anticipated to be carried out over 3 days. However, the Order will remain in force for a maximum period of 12 months and its provisions will be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COMMONSIDE EAST, MITCHAM
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1.The Council of the London Borough of Merton hereby give notice that to facilitate sewer lining works in Commonside East, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2.During the works no person would cause or permit any vehicle to:-
(a)enter into or proceed in Commonside East, between its junction with Abbotts Road and its junction with Talbot Close; or
(b)wait, including for the purpose of loading or unloading that vehicle, in the road or length of road described in paragraph 2(a) above.
3.The road closure outside No. 1 Abbotts Road would be suspended and the bollards removed during the works to facilitate a diversion route.
4.The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5.Access to properties adjacent to the road or length of road described in paragraph 2(a) above would be maintained insofar as access is reasonably practicable without interference with the said works.
6.Nothing in the Order would apply to: -
(a)any vehicle being used in connection with the execution of the said works;
(b)anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c)any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
7.Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8.Vehicular traffic affected by the road closure should proceed using Manor Road, Sherwood Park Road and Abbotts Road, or vice-versa.
9.The Order would come into operation on Monday 1st June 2020 with the works anticipated to be carried out over 3 nights between the hours of 8.30pm and 5.30am the following day. However, the Order would remain in operation for 12 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(CHASE SIDE AVENUE, KINGSTON ROAD
AND ROTHESAY AVENUE, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1.The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Kingston Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road and suspend parking in Chase Side Avenue, Kingston Road and Rothesay Avenue.
2.During the works, no person would:-
(a)cause or permit any vehicle to turn right from Kingston Road, the north-east to south-west arm between Morden Road and Kingston Road, the south-east to north-west arm, into Kingston Road, the south-east to north-west arm; or
(b)cause or permit any vehicle to wait, including for the purposes of loading or unloading, in:-
(i) Kingston Road, between its junction with Chase Side Avenue and its junction with Rothesay Avenue; or
(ii) Chase Side Avenue, from its junction with Kingston Road north-westward for a distance of 50 metres; or
(iii) Rothesay Avenue, from its junction with Kingston Road north-westward for a distance of 50 metres.
3. Any designated parking place situated in the lengths of Chase Side Avenue, Kingston Road and Rothesay Avenue specified above would be suspended for the duration of the works in Kingston Road.
4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the banned right turn should proceed using Bushey Road(A298), Grand Drive(B279) and Approach Road(B279).
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
8. The Order would come into operation on Wednesday 10th June 2020, with the works anticipated to be completed on Saturday 13th June 2020. However, the Order would remain in force for a maximum period of 12 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 -
SECTIONS 14(1) and 15(8)
PEPYS ROAD AND RAYNES PARK BRIDGE, RAYNES PARK
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1.The Council of the London Borough of Merton hereby give notice that to facilitate gas main works in the carriageway immediately south of the island site at the junction of Pepys Road, Coombe Lane and Raynes Park Bridge, they have made an Order, the effect of which will be to temporarily restrict traffic in Pepys Road and Raynes Park Bridge.
2.During the works no person will cause or permit any vehicle to:-
(a) enter or proceed in Pepys Road, the south-easternmost lane, from its junction with Wyke Road south-westward for a distance of 30 metres, (thereby also prohibiting vehicular access into Raynes Park Bridge from Pepys Road); or
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Pepys Road specified in sub-paragraph (a) above.
3.The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4.Nothing in the Order will apply to: -
(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) to any vehicle engaged in the execution of the said works; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent vehicular access to premises in or adjacent to the length of Pepys Road specified in paragraph 2 to this Notice.
5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Vehicular traffic affected by the road closure should proceed using Coombe Lane, the Beverley Way slip road to Beverley Way southbound, Beverley Way southbound, Bushey Road, Grand Drive and Approach Road.
7. The Order will come into operation on Monday 18th May 2020 and it is anticipated that the works will be completed by Friday 5th June 2020. However, the Order will remain in operation for a maximum period of 18 months and its provisions will be re-introduced during that time should further works be required.
