ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(CROMWELL ROAD, WIMBLEDON) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Cromwell Road, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) proceed westbound in Cromwell Road, between its junction with Haydons Road and its junction with Avondale Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in Cromwell Road, from its junction with Haydons Road westward for a distance of 50 metres.

3. Any designated parking place situated in the length of Cromwell Road specified in paragraph 2(b) above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Vehicular traffic affected by the westbound closure of Cromwell Road should proceed by way of Haydons Road, Haydon Park Road and Avondale Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into force on Monday 18th May 2020 and it is expected that the works will be completed by Wednesday 20th May 2020. However, the Order will remain in force for a period of 18 months should further works be required.

PLOUGH LANE, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway resurfacing works in Plough Lane, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to: la) enter or proceed in:-

(i) Plough Lane, between its junction with Summerstown and its junction with Waterside Way; or

(ii) Plough Lane, the north-eastbound lane, between a point 25 metres north-east of its junction with Havelock Road and its junction with Waterside Way; or

(b) wait, including for the purpose of loading or unloading any vehicle, in Plough Lane, between a point 25 metres north-east of its junction with Havelock Road and its junction with Summerstown.
NB:- Access/egress to and from Waterside Way will be maintained at all times.
3. Any designated parking place situated in the length of road specified paragraph 2(b) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed via Durnsford Road, Merton Road, Buckhold Road, Wandsworth High Street, Wandsworth Plain, Armoury Way, Ram Street, Garratt Lane and Summerstown or via Summerstown, Garratt Lane, Wandsworth High Street, Buckhold Road, Merton Road and Durnford Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 18 May 2020 and it is anticipated that the works will be carried out nightly from that date for 10 nights between the hours of 8pm and 5am the following day. However, the Order will remain in force for 12 months should further works be required.

COMMONSIDE EAST, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway resurfacing works in Commonside East, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:

(a) enter or proceed in Commonside East, Mitcham, the main arm, between its junction with Commonside West and its junction with Cedars Avenue; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Commonside East specified in paragraph (a) above.

3. Any designated parking place situated in the length of road specified paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed eastbound via Commonside West(A236), Croydon Road(A236), Windmill Road (B272) or westbound via Cedars Avenue, the Carshalton Road roundabout and Commonside West (A236).

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Wednesday 20th May 2020 and it is anticipated that the works will be carried out nightly from that date for 3 consecutive nights between the hours of 8pm and 5am the following day. However, the Order will remain in force for 12 months should further works be required.

GRAHAM ROAD, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate construction works at Nos. 27 to 39 Hartfield Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Graham Road, Wimbledon.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Graham Road, Wimbledon, from the south-western kerb-line of Hartfield Road south-westward for a distance of 45 metres; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in the length of Graham Road specified in sub­paragraph 2(a) above; or

(c) enter or proceed in the north-western footway of the length of Graham Road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the length of Graham Road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) the loading or unloading of construction delivery vehicles; or

(c) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(d) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;

(e) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited length of Graham Road insofar as access is reasonably practicable without interference with the said works.

6. Pedestrians affected by the footway closure should proceed via the footway opposite.

7. Vehicular traffic affected by the road closure should proceed southbound via Hartfield Road, Beulah Road, Dundonald Road, Fairlawn Road, Wilton Crescent, Kingswood Road, Kingston Road and Hartfield Road or northbound via Graham Road and Hartfield Road.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Monday 1 st June 2020 and would remain in force for 18 months or until the works have been completed, whichever is the sooner.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) (PEPYS ROAD AND RAYNES PARK BRIDGE, RAYNES PARK) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main works in the carriageway immediately south of the island site at the junction of Pepys Road, Coombe Lane and Raynes Park Bridge, they intend to make an Order, the effect of which would be to temporarily restrict traffic in Pepys Road and Raynes Park Bridge.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Pepys Road, the south-easternmost lane, from its junction with Wyke Road south-westward for a distance of 30 metres, (thereby also prohibiting vehicular access into Raynes Park Bridge from Pepys Road); or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Pepys Road specified in sub-paragraph (a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any vehicle engaged in the execution of the said works; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of Pepys Road specified in paragraph 2 to this Notice.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Vehicular traffic affected by the road closure should proceed using Coombe Lane, the Beverley Way slip road to Beverley Way southbound, Beverley Way southbound, Bushey Road, Grand Drive and Approach Road.

7. The Order would come into operation on Monday 18th May 2020 and it is anticipated that the works would be completed by Friday 5th June 2020. However, the Order would remain in operation for a maximum period of 18 months and its provisions would be re-introduced during that time should further works be required.

TRAFFIC MANAGEMENT ACT 2004 PROPOSED INCREASE IN THE LEVEL OF PENALTY FOR A PENALTY CHARGE NOTICE FOR PARKING CONTRAVENTIONS
1. NOTICE IS HEREBY GIVEN that the consultation period due to end on 1 May 2020 for the notice advertised in the Wimbledon and Wandsworth Times and the London Gazette on 12 March 2020 proposing an increase in the level of penalty for a penalty charge notice for parking contraventions has been extended until 31 May 2020.

2. The Council of the London Borough of Merton propose to amend the Penalty Charge Banding relating to the enforcement of parking contraventions in the London Borough of Merton and increase the level of penalty for a Penalty Charge Notice for parking offences.

3. The change would increase the deterrent for inconsiderate parking and assist the Council in better managing traffic flow, reducing congestion and saving protected parking spaces for those that genuinely need them, such as Blue Badge holders.

4. The proposed new charges are as follows:-

Penalty Charges for parking contraventions for all roads within the London Borough of Merton would be increased from Band B to Band A - Higher rate £130 reduced to £65 if paid within the 14 day statutory period starting from the date of issue of the Penalty Charge Notice or lower rate of £80 reduced to £40 if paid with the 14 day statutory period starting from the date of issue of the Penalty Charge Notice.
NB 1. The current charges are set at Band B with the higher rate at £110 reduced to £55 If paid with the 14 day statutory period and £60 at the lower rate reduced to £30 if paid within the 14 day statutory period.
NB 2. Higher level penalties apply to contraventions which are considered more serious, such as parking on yellow lines or where an obstruction is caused. Lower level penalties apply generally where parking is permitted but the regulations are contravened, such as overstaying on a pay and display parking bay.
NB 3. Moving Traffic and Bus Lane Contravention charges in London are currently set at Band A levels.
5. Any person desiring to comment on the proposed change in Banding and increase in penalty charges should leave a statement at:
