CONVERSION OF LEYTONSTONE EAST (LSE) CONTROLLED PARKING ZONE (CPZ) PERMT PARKING PLACES TO PARKING PLACES EXCLUSIVELY FOR RESIDENT PERMIT HOLDERS ONLY. AMENDMENT OF WAITING RESTRICTIONS AND PROVISION OF ALTERNATE PARKING AREAS FOR GENERAL LSE CPZ PERMIT HOLDERS -KIRKDALE ROAD E11 AND LEMNA ROAD E11
The Waltham Forest (Charged-For Parking Places) (Amendment No. 40) Order 2020 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 40) Order 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (the Council) on 16th April 2020 made the above-mentioned traffic Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Orders will be to continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 4) Experimental Order 2019 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 4) Experimental Order 2019 which, by experiment
(a) in Lemna Road E11 - converted all permit holder parking places to parking for LSE CPZ "Resident Permit Holders only;
(b) in Kirkdale Road E11 - north-west to south-east arm - southwest side - displaced single yellow line waiting restrictions and introduced a new parking place for "Resident Permit Holders only 10 metres in length:
(c) in Kirkdale Road E11 - north-east to south-west arm - south-east side - either side of the entrance to Mataland car park - displaced single yellow line and double yellow line "at any time" waiting restrictions and introduced two new parking places for general LSE Permit Holders only:
i. 10 metres in length opposite No. 2 Lemna Road; and
ii. 5 metres in length opposite No. 11 Kirkdale Road;
All parking places mentioned in this notice continue to operate between 10 a.m. and 4 p.m. on Mondays to Fridays inclusive.
Nb/ 'The resident permit parking places mentioned in this Notice may only be used for the leaving during the hours of operation mentioned above of such vehicles that have been granted either a hard-copy or virtual class of permit for the LSE CPZ that is either a: resident's permit, resident's pool permit, essential users pool permit or a school staff parking permit or a residents visitor's permit. No other permit or visitor's permit type will be valid in these parking places including business permit or business visitor permits

3. Copies of the Orders, which will come into operation on 16th April 2020 and all other relevant documents can be inspected on request by emailing
during normal office hours on Mondays to Fridays inclusive until the expiration of a period of S weeks from that date.
4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
