PROPOSED RELOCATION OF PELICAN CROSSING INSTALLATION AND RELOCATION OF TAXI RANK IN THE BROADWAY. WIMBLEDON

1. FURTHER TO THE NOTICE PUBLISHED ON 19 MARCH 2020, NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merlon, after consultation with the Commissioner of Police of the Metropolis, under powers conferred by section 23 of the Road Traffic Regulation Act 1984 intend to relocate the pelican crossing outside Nos. 92 and 94 The Broadway by 20 metres north-westward, to:-



The Broadway, Wimbledon, the centre point of the pelican crossing being 1 metre north-west of a point opposite the common boundary of Nos. 84 and 86 The Broadway.

The "controlled area" in which stopping, waiting and loading is prohibited at all times would apply on both the approach and exit sides of the crossing would be 45 metres in total.

2. The taxi rank outside No. 82 The Broadway, operating throughout the week between the hours of 10pm and 6am the following day, would be relocated to the location specified in the Schedule to this Notice.



3. Details of the proposals can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden.



4. Any person desiring to make representations or to object to the proposed pelican crossing relocation should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX quoting the reference ES/THEBROADWAY no later than 17 April 2020.

The Broadway, Wimbledon, the north-east side, from a point 1.5 metres north-west of the common boundary of Nos. 92 and 94 The Broadway, south-eastward for a distance of 10 metres.

WESTERN ROAD. MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate works in Western Road, Mitcham, to disconnect a gas main from a gas holder station, they have made an Order, the effect of which will be to temporarily restrict waiting by vehicles in the said road.



2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Western Road, Mitcham, both sides, between its junction with Portland Road and its junction with Field Gate Lane.



3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the gas main disconnection works.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order will come into operation on Monday 6 April 2020 with the works expected to be completed by Friday 24 April 2020. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

QUEENS ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement and ancillary works in Queens Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.



2. During the works no person will cause or permit any vehicle to:-



(a) proceed south-west bound in Queens Road between a point 3 metres north-east of the common boundary of Nos. 47 and 49 Queens Road and a point 20 metres north-east of the south-western wall of The Wimbledon Police Station;



(b) turn right into Queens Road from the exit of the Centre Court Car Park;



(c) wait, including for the purpose of loading or unloading any vehicle, in the length of Queens Road specified in sub-paragraph (a) above.



3. Any designated parking place situated in the length of Queens Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Vehicular traffic affected by the south-west bound closure of Queens Road should proceed by way of Trinity Road, The Broadway (westbound), Gladstone Road, Sir Cyril Black Way, Hartfield Road and The Broadway (eastbound).



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order will come into force on Monday 6th April 2020 and it is expected that the works will be completed by Monday 18th May 2020. However, the Order will remain in force for a period of 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LINCOLN AVENUE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate new sewer connection works in Lincoln Avenue, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Lincoln Avenue.



2. During the works, no person would cause or permit any vehicle to:-



(a) enter or proceed in Lincoln Avenue, SW19 between its junction with Somerset Road and its junction with Seymour Road;



(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Lincoln Avenue specified in sub-paragraph 2(a) above.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the road closure should proceed using Somerset Road, Bathgate Road and Seymour Road.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Monday 27th April 2020 and it is expected that the works would be completed by 15th May 2020. However the Order would remain in force for a maximum period of 18 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LINCOLN AVENUE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate the dismantling of a tower crane in Lincoln Avenue, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in Lincoln Avenue.



2. During the works, no person will:-



(a) cause or permit any vehicle to:-



(i) enter or proceed in Lincoln Avenue, SW19 between its junction with Somerset Road and its junction with Seymour Road;



(ii) wait, including for the purpose of loading or unloading any vehicle, in the length of Lincoln Avenue specified in sub-paragraph 2(a)(i) above; or



(b) enter or proceed in the eastern and southern footways of the length road specified in sub-paragraph 2(a)(i) above.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Pedestrian access to premises adjacent to the prohibited length of footway will be maintained insofar as access is reasonably practicable without interference with the works.



5. Pedestrians affected by the footway closures should proceed via the footway opposite.



6. Vehicular traffic affected by the road closure should proceed using Somerset Road, Bathgate and Seymour Road.



7. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or

9. The Order will come into operation on Thursday 9 April 2020 and it is expected that the works will be completed that day. However the Order will remain in force for a maximum period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

WARMINSTER WAY. CR4 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate highway improvement works in Warminster Way, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Warminster Way.



2. During the works, no person will cause or permit any vehicle to:-



(a) enter of proceed in Warminster Way, CR4; from the south-eastern kerb-line of Grove Road south-eastward for a distance of 20 metres;



(b) to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in sub-paragraph 2(a) above.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the road closure should proceed via Grove Road and Woodstock Way or vice-versa.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order will come into operation on Monday 6 April 2020 will remain in force for a maximum period of 6 months. However, it is anticipated that the works should take one week to complete.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

VALLEY GARDENS. COLLIERS WOOD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate construction works in Valley Gardens, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.



2. During the works, no person will:-



(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Valley Gardens, between its junction with High Street Colliers Wood and the bollards at the short section of Valley Gardens closed to motorised traffic; or



(b) enter or proceed in the footway on the south-west side of Valley Gardens, from a point 10 metres south-east of the south-eastern kerb-line of High Street Colliers Wood to the bollards at the short section of Valley Gardens closed to motorised traffic.



3. Any designated parking place situated in the length of Valley Gardens specified in sub-paragraph 2(a) above will be suspended for the duration of the works at No. 2A Valley Gardens.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) the loading or unloading of construction delivery vehicles; or



(c) prevent pedestrian access to the work site; or



(d) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or



(e) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
