Notice of Variation given under sections 35C and 46A of the Road Traffic Regulation Act 1984 of On-Street Parking Permit Charges in the Colchester Borough Area (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Order 2019 Schedule 4 Permit and Ticket Parking Charges and Schedule 7 On-Street Payment Parking Charges Notice is hereby given that the Colchester Borough Council as the lead authority for The North Essex Parking Partnership, itself acting as agents for the highway authority Essex County Council, intends, not less than twenty one days from the date of this notice, to vary the above Order relating to fees and charges under Section 35C and 46A of the Road Traffic Regulation Act 1984. It is intended that the changes will take place on 20 April 2020. The variation will have the effect of changing the tariff of fees for On-Street Parking, Exemptions and Permits-all other fees and charges in the Order will continue at their existing tariffs. Existing and proposed charges are detailed in the Schedule to this Notice.

(Colchester Park and Ride Site, off A12 Junction 28) (Off-Street Parking Places) Order 2020
Notice is hereby given that Essex County Council has made the above Order under Section 32, 35 and 38 and Part III of Schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: To introduce pay and display charges on the entirety of the Colchester Park and Ride Site car park, Colchester located off the A12 junction 28. The restrictions will be in place 7 days a week, 24 hours a day The car park will be open Mon-Fri 5am to 10.30pm; Sat6.30am-7.30pm. Car park is closed at all other times, unless advertised by notice on site for special events. Vehicles parked in the car park outside these times will be in contravention of the order and will be required to pay £28 call out fee on top of any fixed penalty charge notice. Payment will be available via the MiPermit cashless parking system only. Charges to use the car park are as set out below:

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

Notice is hereby given that the Essex County Council has made the above Order under Section 84(1) and (2) and Parts III & IV of Schedule 9 to the Road Traffic Regulation Act 1984.
Effect of the order: To introduce a 30mph speed limit on the following length of roads, East Mersea in the Borough of Colchester (the roads are currently subject to a 40mph speed limit):

'The Colchester Borough (30 mph Speed Limits) Order 1995' is hereby revoked.
'The Essex County Council (B1025 Colchester Road/The Strood, West Mersea & Mersea
Road, Peldon) (40mph Speed Limit) Order 2014' is hereby revoked. The restrictions
contained within this order shall remain in place by virtue of this order.
'The Colchester Borough (Speed Limits in Villages) Order 2001' is hereby revoked in so
far as it relates to the parishes of East Mersea & West Mersea only All other restrictions
will remain in force.
Date of operation: The Order will come into operation on 1 April 2020.

(Cage Lane, Boxted) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Cage Lane, Boxted in the Borough of Colchester, from a point approximately 65m southeast of its junction with Dedham Road for a distance of approximately 535m in a southeasterly direction. The closure is scheduled to commence on 14/04/2020 for 7 days, or where stated on a valid permit (BC211SEWAMKAL1F013 - BT). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while spine cabling works are undertaken by BT. An alternative route is available via Straight Road, Cage Lane and vice versa. The Order will come into effect on 02/04/2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Chitts Hill, West Bergholt) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Chitts Hill, West Bergholt in the Borough of Colchester, from its junction with Cooks Lane for a distance of approximately 30m in a northerly direction. The closure is scheduled to commence on 15/04/2020 for 2 nights (23:30-07:30), or where stated on a valid permit (KL735LTN1-49-41-150420 -Network Rail Infrastructure Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while track geometry works are undertaken by Network Rail Infrastructure Ltd.
An alternative route is available via Argents Lane, Spring Lane, Halstead Road, Halstead Road Roundabout and vice versa.
The Order will come into effect on 02/04/2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close the various lengths of road in the Borough of Colchester as specified in the Schedule to this Order
2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
3. To temporarily introduce a 30/40mph speed limit in the lengths of road in the schedule. "The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 02/04/2020, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Clacton Road, Thorrington in the District of Tendring, from its junction with Rosemary Lane for a distance of approximately 170m in a southeasterly direction. The closure is scheduled to commence on 26/03/2020 for 2 days, or where stated on a valid permit (MT001100991801 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water. Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Maldon Road, Colchester in the Borough of Colchester, from its junction with Wellesley Road to its junction with Beaconsfield Avenue, a distance of approximately 15m. The closure is scheduled to commence on 29/03/2020 for 1 day, or where stated on a valid permit (BC006MU1WBAUSEIBW5CNHU15 - BT). Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Vinesse Road, Little Horkesley in the Borough of Colchester, from a point approximately 161m south of its junction with School Road for a distance of approximately 80m in a southeasterly direction. The closure is scheduled to commence on 02/04/2020 for 1 day or where stated on a valid permit (BC005CC1W000PTMS15999201 - BT). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
