Notice is hereby given that Highways England Company Limited intends to make an Order on the M3 Motorway in the County of Hampshire, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to authorise the overnight closure of:-
a) the coast-bound carriageway of the M3 between the exit slip road at Junction 12 (A335) and its diverge points from the link roads leading to both carriageways of the M27;
b) the road leading from the coast-bound carriageway of the M3 to Chilworth Roundabout (A27/A33) at Junction 14 (M27 Junction 4);
c) the roads connecting the coast-bound carriageway of the M3 to both carriageways of the M27 at Junction 14 (M27 Junction 4, including all interlinks;
d) the roads connecting both carriageways of the M27 to the London-Bound carriageway of the M3 at Junction 14 (M27 Junction 4);
e) the road leading to the coast-bound link road (connecting the M3 to the eastbound carriageway of the M27 M3) at Junction 13 (A335);
f) the road leading from the coast-bound carriageway of the M3 at Junction 13 (A335);
g) the roads leading to and from the London-bound carriageway of the M3 at Junction 13 (A335);

i) all of the roads leading to and from both carriageways of the M3 at Junction 11 (A3090);
j) all of the roads leading to and from both carriageways of the M3 at Junction 10
(A31); and
k) all of the roads leading to and from both carriageways of the M3 at Junction 9 (Winnall Interchange)(A34). These measures would be in the interests of road safety while contractors undertake vegetation clearance in preparation for Smart Motorway Works.
It is expected that the work would last for approximately 9 months starting on or after Monday 6th April 2020. The overnight provisions would be in force between 21:00 and 06:00 (maximum period). The Order would come into force on 4 April 2020 and have a maximum duration of eighteen months, ceasing when the works are complete. Traffic affected by the closures would be diverted using other junctions on the M3 and M27 and by using authorised local roads (A27, A335, Woodside Avenue, Passfield Avenue, Chestnut Avenue, and Stoneham Lane). The temporary closures and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
