M3 MOTORWAY - JUNCTIONS 3-12 TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that Highways England Company Limited has made an Order on the M3 Motorway in the Counties of Hampshire and Surrey, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order is:-
1) to authorise the overnight phased closure of:-
a) the southbound carriageway of the M3 (in phased sections) between the tip of the nosing of the exit slip road at Junction 7 (A30) and the tip of the nosing of the entry slip road at Junction 10 (A31);
b) the northbound carriageway of the M3 (in phased sections) between the tip of the nosing of the exit slip road at Junction 9 (A272) and the tip of the nosing of the entry slip road at Junction 7 (A30);
c) the road leading to the coast-bound carriageway of the M3 at Fleet Services;
d) the road leading from the London-bound carriageway of the M3 at Fleet Services;
e) the road leading to the London-bound carriageway of the M3 at Junction 5 (Hook Interchange) (A287/B3349);
f) the roads leading to and from the coast-bound carriageway of the M3 at Junction 5 (Hook Interchange) (A287/B3349);
g) the roads leading to and from both carriageways of the M3 at Junction 6 (Black Dam Interchange) (A339);
h) both carriageways of the M3 spur road connecting the Junction 6 roundabout to Black Dam Roundabout at Junction 6 (Black Dam Interchange) (A339);
i) the section of the Junction 6 roundabout between its diverge point from the northbound carriageway of the M3 spur road and its merge point with the southbound carriageway of the M3 spur road;
j) the roads leading to and from both carriageways of the M3 at Junction 7 (Dummer Interchange) (A30); and
k) the roads connecting both carriageways of the M3 to both carriageways of the
A303 Trunk Road at Junction 8 (Popham Junction) (A303);
2) to authorise the 24-hour phased closure of the hard shoulder adjacent to the following lengths of carriageway:-
a) the London-bound carriageway of the M3 between points 240 metres and 1040 metres north of the centreline of the A323 underbridge; and
b) the London-bound carriageway of the M3 between points 470 metres west and 2100 metres east of the centreline of Minley Road overbridge; and
3) to permit Heavy Goods vehicles to use the outside lane of the M3 in phases on the following lengths of carriageway:-
a) the London-bound carriageway of the M3 between points 560 metres and 2220 metres north of the centreline of the B3047 overbridge; and
b) the London-bound carriageway of the M3 between points 750 metres west and 4750 metres east of the centreline of the A323 underbridge.
These measures are in the interests of road safety while contractors undertake resurfacing, road-marking, stud replacement, barrier replacement/upgrade, and all associated work. The work is part of a package extending from Junctions 3 to 12. It is expected that the work will last for approximately 4 months starting on or after Wednesday 1st April 2020. Specific closures will be advised in advance on the road and Highways England's website. The overnight closures will take place between 21:00 and 06:00 during the week and 21:00 and 07:00 at weekends (maximum periods). The Order will come into force on 30 March 2020 and have a maximum duration of eighteen months. Traffic affected by the closures will be diverted using other junctions on the M3, and by using the A30, A34, A287, and A303. The diversion in operation will vary according to the closure in force. Access for staff and hotel guests at Fleet Services will be maintained under gated control and escort. The temporary closures and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
