NOTICE UNDER ARTICLE 13 OF APPLICATION FOR PLANNING PERMISSION Proposed development at Land between a field northeast of Northington, Winchester and the Trout Farm, Itchen Abbas, Winchester (including land in Winchester District, Basingstoke and Deane Borough Council and the South Downs National Park). I give notice that Southern Water Services is applying to Hampshire County Council and the South Downs National Park Authority (dual planning application) for planning permission to construct and operate a raw water supply pipeline (approximately 7.5km) with permanent below ground sections and a temporary above ground pipeline and other temporary accesses, hardstandings, plant (including a water booster station) and equipment capable of installation, removal, storage and re-installation in advance of and operation during severe drought events over the period to 2030. The proposed pipeline is mainly above ground in Winchester District. The scheme connects into the existing Candover Argumentation pipework (in Winchester District) and discharges water into the existing Test Valley Trout Farm intake structure (located in Itchen Abbas in the South Downs National Park). A small section of the scheme is located on land within Basingstoke and Deane Borough Council. Any owner* of the land or tenant** who wishes to make representations about this application should write to the Councils at Hampshire County Council, The Castle, Winchester, SO23 8UJ and South Downs National Park Authority, South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH by 9th April 2020. * “owner” means a person having a freehold interest or a leasehold interest the unexpired term of which is not less than 7 years, or, in the case of development consisting of the winning or working of minerals, a person entitled to an interest in a mineral in the land (other than oil, gas, coal, gold or silver). ** “tenant” means a tenant of an agricultural holding any part of which is comprised in the land.
