LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 (BEDDINGTON LANE. CROYDON ROAD AND WINDMILL ROAD. MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate highway improvement works to be undertaken in Beddington Lane, Croydon Road and Windmill Road, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Windmilll Road and prohibit pedestrian traffic in Beddington Lane and Croydon Road.
2. During the works, no person shall cause any vehicle to:
(a) enter, proceed in or wait in the road or length of road specified in column 1 of the Schedule to this notice; or
(b) turn left or right from Croydon Road into Windmill Road; or
(c) proceed from Beddington Lane into Windmill Road;
(d) wait, including for the purpose loading or unloading a vehicle in:
(i) Beddington Lane, from its junction with Croydon Road south-eastward for a distance of 70 metres; or
(ii) Croydon Road, from a point 70 metres north-west of its junction with Windmill Road to a point 70 metres south-east of its junction with Windmill Road.
3. Alternative routes for diverted vehicular traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be the diversion routes specified in column 2 of the Schedule to this notice.
4. Whilst the works are in progress, pedestrians will be prohibited on the Footways up to 60 metres from the Croydon Road/Windmill Road/Beddington Lane junction, as and when required. Alternative routes for pedestrians will be provided.
5. The restrictions will apply only during such times and to such extent as will From time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
8. The Order will come into force on Monday 9th March 2020 and the anticipated works dates for the closure of Windmill Road are specified in column 3 of the Schedule to this notice. It is anticipated that the footway closures and the waiting restrictions in Beddington Lane and Croydon Road will apply until 31st May 2020. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

HIGHWAY IMPROVEMENT WORKS

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 (CANNON HILL LANE. COMMONSIDE EAST-CRICKET GREEN AND RUSTIC AVENUE! (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020 .
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.
3. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.

CARRIAGEWAY RESURFACING AND GENERAL MAINTENANCE WORKS

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (ARTHUR ROAD. CALONNE ROAD. MOSTYN ROAD AND PARKSIDE GARDENS) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate water main works in various roads, they have made an Order, the effect of which will be to temporarily restrict vehicles from waiting or parking in the roads specified in the Schedule to this notice.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in any of the roads or lengths of roads specified in column 2 of the Schedule to this notice.
3. Any designated parking place situated in the roads or lengths of roads specified in the Schedule to this notice will be suspended for the duration of the works. The works will be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Friday 28th February 2020 and the anticipated works dates are listed in column 3 of the Schedule to this Notice. However, the Order will remain in force until 27th August 2020 during which its provisions will be re-introduced should further works be required.

PLANNED THAMES WATER REPLACEMENT WORKS

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BALFOUR ROAD. SOUTH WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate raised table construction works in Balfour Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter into or proceed in Balfour Road, from the western kerb-line of Merton Road(A219) westward for a distance of 20 metres; or
(b) wait, including for the purpose of loading or unloading, in the length of Balfour Road specified in sub-paragraph 2(a) above.
3. Whilst the works are in progress the oneway working in Balfour Road and Cecil Road will be suspended. (Both Cecil Road and Balfour Road will be made two-way to traffic).
4. Any designated parking place situated in the length of Balfour Road specified in sub-paragraph 2(a) of this notice will be suspended for the duration of the works in Balfour Road.
5. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Access to properties adjacent to the length of road described in paragraph 2 above will be maintained insofar as access is reasonably practicable without interference with the said works.
7. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. Vehicular traffic affected by the road closures should proceed using Cecil Road, Kingston Road and Merton Road.
10. The Order will come into operation on Monday 2nd March 2020 with the works expected to be carried out over 5 days from that date. However, the Order will remain in operation until 1st January 2021, and its provisions will be re-introduced during that period should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
RUSSELL ROAD. WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at the Wimbledon Theatre, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Russell Road, Wimbledon.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in Russell Road, the north-east side, from a point 25 metres south-east of the southern kerb-line of The Broadway, south-eastward for a distance of 30 metres.
3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works. The loading bay in Russell Road, the north-east side, outside the Wimbledon Theatre will not be affected.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Friday 28th February 2020 and it is anticipated that the works will be completed by 15th May 2020. However, the Order will remain in operation for 6 months and its provisions will be re-introduced during that period should further works be required.
