1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (the Council) on 20th February 2020 made:
(a) The Waltham Forest (Charged-For Parking Places) (Amendment No.
25) Experimental Order 2020 [relating to WSC CPZ\;
(b) The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 26) Experimental Order 2020 [relating to WSC CPZ];
(c) The Waltham Forest (Charged-For Parking Places) (Amendment No.
26) Experimental Order 2020 [relating to VA CPZ\;

(k) The Waltham Forest (Charged-For Parking Places) (Amendment No. 29b) Experimental Order 2020 [relating to HS CPZ]; under sections 9 and 10 of the Road Traffic Regulation Act 1984. The Orders will come into operation on 2nd March 2020 and may continue in force until 2nd September 2021 (18 months).
2. The general effect of the experimental Orders referred to in paragraph 1 (a) and 1 (b) as part of a discontinuation of the ME CPZ will be, -
(a) that the following roads and parts of roads are no longer included within those CPZs but are now included into the following new CPZ namely: Walthamstow Central (WSC): Cairo Road, E17; Church Hill, E17 between its junction with Hoe Street and the western kerb lines of Folkestone Road and Aubrey Road; Central Parade, E17; Church Path; Cleveland Park Avenue, E17; Cleveland Park Crescent, E17; East Avenue, E17 between its junction with St Mary Road to the southern boundary of No. 12; Eastfield Road, E17; Erskine Road, E17, between its junction with High Street, E17 and a point 20 metres north of that said kerb line; Folkestone Road, E17; Gillards Way, E17; 'Greenleaf Road E17 between its junction with Hoe Street and the south-eastern kerb line of Brookdale Road E17; Hatherley Mews, E17; Hatherley Road, E17 between its junction with Hoe Street and the south-west kerb line of Westbury Road; High Street, E17, between its junctions with Hoe Street, E17 and Palmerston Road; Hoe Street, E17 - between its junctions with Hatherley Road and Selborne Road; Rosebank Villas, E17; St. Mary Road, E17; Stainforth Road, E17; Storey Road E17 -between its junction with High Street, E17 and a point 30 metres north of that said kerb line; Tower Mews, E17; Truro Road, E17 between its junction with High Street, E17 and a point 18 metres north of that said kerb line; Vernon Mews, E17; Vernon Road, E17; West Avenue Road, E17; Westbury Road, E17 - section south of Hatherley Road , Woodbury Road, E17;
(b) to convert permit holder parking places and waiting restrictions in the roads and parts of roads mentioned in paragraph 2(a) from permit holder parking places for ME, or as the case may be, HS permit holders only, to permit holder parking places for WSC permit holders only with the exception of some of those parking places being converted to Resident Permit holder only parking places as mentioned in paragraph 2(d) below;
(c) to convert all permit holder parking places in ME CPZ, or as the case may be, HS CPZ to parking places for WSC CPZ 'Resident permit holders only in the following locations:
(i) Cairo Road - north side (ns) and es - between Nos. 19 and 91 (between Nos. 1 and 17 will be parking for permit holders only); south-side (ss) and ws between Nos. 73 and 89;
(ii) Cairo Road - south-side (ss) and ws between Nos. 73 and 89;
(iii) Cleveland Park Avenue - north-east side (nes) - between Nos. 1 and 51;
(iv) Cleveland Park Avenue - south-west side (sws) - between Nos. 1 and 38;
(v) Cleveland Park Crescent - all

(xvii)Woodbury Road - se and ne sides - between its junction with Folkestone Road and No. 6; Nb/ 'The Resident Permit Parking places mentioned in item 2(c) above may only be used for the leaving during the hours of operation of such vehicles that have been granted either a hard-copy or virtual class of permit for the WSC CPZ that is either a: resident's permit, resident's pool permit, essential users pool permit or a school staff parking permit or a Residents Visitor's Permit only. No other permit or visitor's permit type will be valid in these parking places. All residents parking places in item 2(d) will operate 8.00 a.m. to 9.30 p.m. Mondays to Saturdays and 10.00 a.m. to 9.30 p.m. on Sundays inclusive suspending any previous operating times.
(d) to accommodate short term visitor parking to local amenities in the newly formed WSC CPZ - amend the operational hours of all permit parking places in: St Mary Road E17 from 8.00 a.m. to 9.30 p.m. Mondays to Saturdays and 10.00 a.m. to 9.30 p.m. on Sundays inclusive to. 8.00 a.m.
to.
to 9.30 p.m. Mondays to Thursdays: 8.00 a.m. to 12.30 p.m. and 2.30 p.m. to 9.30 p.m. Fridays; 8.00 a.m. to 9.30 p.m. on Saturdays and 10.00 a.m. to 9.30 p.m. on Sundays inclusive for WSC permit holders only;
(e) in Stainforth Road (STN) E17:
(i) east side - convert 22 metres of single yellow line waiting restriction to a WSC permit holders only parking place outside No. 46 STN;
(ii) both sides - provide loading restrictions operating "at any time" between its junction with St Mary Road and a point outside Nos. 1 and 2 STN (or to the southern end of the southernmost parking places in the same location);
(f) in St Mary Road E17 (STM) - all sides - between its westernmost extremity and a point opposite No. 55 STM provide loading restrictions operating "at any time" (except on the south side between Nos. 55 and 77 STM);
(g) convert single yellow line waiting restrictions to double yellow line "at any time" waiting restrictions in:
(i) Cairo Road E17 (CR) (south and west sides) outside Nos. 26 to 32 CR;
(ii) Eastfield Road E17 (bs) and Cairo Road E17 (ss) outside Nos. 1 and 28 Eastfield Road;
(iii) Hatherley Road (HTH) E17 (bs) between Nos. 58 HTH and the south-west kerb line of Westbury Road E17;
(iv) Westbury Road E17 (both sides) outside and opposite Nos. 1 and 24 Hatherley House, HTH;
(h) introduce formal disabled person's parking place (for disabled blue badge holders only) into: Eastfield Road (west side (total of 1 bay) - outside No. 15; and St Mary Road (south side (total of 1 bay) - outside No. 59;
3. The general effect of the experimental Orders referred to in paragraph 2(c) and (d) as part of a discontinuation of the ME CPZ will be, -
(a) that the following roads and parts of roads are no longer included within the ME CPZ but are now included into the following new CPZ to be called: Village Area (VA) comprising - Berryfield Close, E17; Cherry Close, E17; Church End, E17; Church Lane, E17, between its junction with Church End and the south-western kerb-line of Bishop's Close; East Avenue, E17 - south of the road closure; Eden Road, E17 between its junction with Orford Road and a point 16 metres south of the southern kerb line of Grosvenor Rise East; Field Close, E17; First Avenue, E17; Grosvenor Park Road, E17; Grosvenor Rise East, E17, between its junction with Eden Road and its junction with Wingfield Road; Hoe Street, - between its junctions with Selborne Road and the southern kerb line of Daventry Avenue; Orford Road, E17, between its junction with Hoe Street and its junction with Beulah Road; Pembroke Road, E17, between its junction with Orford Road, E17 and the northwestern kerb-line of Grove Road, E17; Randolph Road, E17; St. Stephens Close, E17 (all that is public highway); Second Avenue, E17, Stanhope Road, E17; Third Avenue, E17; Vestry Road, E17, West Avenue, E17 - south of the road closure; Wingfield Road, E17;

(c) to convert all permit holder parking places in ME CPZ to parking places for VA CPZ 'Resident permit holders only in the following locations:
(i) Church End - all
(ii) Church Lane - ss - all which lies within the new VA CPZ.
(iii) East Avenue - ws - between Nos. 1 and 27;
(iv) East Avenue - es - between Nos. 2 and 8
Nb/ 'The Resident Permit Parking places mentioned in item (c) above may only be used for the leaving during the hours of operation of such vehicles that have been granted either a hard-copy or virtual class of permit for the VA CPZ that is either a: resident's permit, resident's pool permit, essential users pool permit or a school staff parking permit or a Residents Visitor's Permit only. No other permit or visitor's permit type will be valid in these parking places.
(d) introduce formal disabled person's parking place (for disabled blue badge holders only) into:
i. Third Avenue (south side (total of 1 bay) - outside No. 33;
ii. First Avenue (east side (total of 2 bays) - outside No. 45 and 81
4. The general effect of the experimental Orders referred to in paragraphs 2(e) and (f) as part of a discontinuation of the ME CPZ will be,
(a) that the following roads and parts of roads are no longer included within the ME CPZ but are now included into the following new CPZ to be called: Hilltop (HT) comprising: Church Hill, E17 (the remainder of the street east of the western kerb line of Folkestone Road); Falmer Road, E17; Howard Road, E17; Hurst Road, E17; Rectory Road, E17; Seaford Road, E17; The Drive, E17, (1) the north-west to southeast arm; (2) the north-east to south-west arm, between its junction with Seaford Road and the south-western kerb-line of the access road leading to Gower House and Walton House.
(b) convert permit holder parking places and waiting restrictions in the roads and parts of roads mentioned in paragraph 5(a) from permit holder parking places for ME to permit holder parking places for HT permit holders only with the exception of some of those parking places being converted to Resident Permit holder only parking places as mentioned in paragraph 5(c) below.
(c) to convert all permit holder parking places in ME CPZ to parking places for HT CPZ 'Resident permit holders only in the following locations:
(i) Church Hill - ss - between Folkestone Road and Woodbury Road;

5. The general effect of the experimental Orders referred to in paragraphs 2(g) and (h) as part of a discontinuation of the ME CPZ will be,
(a) that the following roads and parts of roads are no longer included within the ME CPZ but are now included into the following new CPZ to be called: Markhouse (MH) comprising: Albert Road, E17; Beatrice Road, E17; Cedars Avenue, E17; Cobble Path, E17; Connaught Road, E17; Daventry Avenue, E17; Edinburgh Road, E17; Edison Close, E17; Exeter Road, E17; Helena Road, E17; Leamington Avenue, E17; Leopold Road, E17; Lome Road, E17; Priory Avenue, E17; Queens Road, E17, between its junction with Hoe Street and No. 122 Queen's Road; Shrubland Road, E17; Sylvan Road, E17;
(b) convert permit holder parking places and waiting restrictions in the roads and parts of roads mentioned in paragraph 6(a) from permit holder parking places for ME to permit holder parking places for MH permit holders only with the exception of some of those parking places being converted to Resident Permit holder only parking places as mentioned in paragraph 6(c) below.
(c) to convert all permit holder parking places, or as the case may be part of a permit holder parking place, in ME CPZ to parking places for MH CPZ 'Resident permit holders only in the following locations:
(i) Albert Road - bs - all;

(iii) Edinburgh Road - ws - between its junction with Queen's Road and No. 104;
(iv) Edinburgh Road - es - between its junction with Queen's Road and No. 39 (remainder of parking place north of No. 39 to remain as a parking place for MH permit holders only);
(v) Exeter Road - bs - between Nos. 9 and 23
(vi) Helena Road - bs - except west side adjacent No. 88 Queen's Road);

Nb/ 'The Resident Permit Parking places mentioned in item 6(c) above may only be used for the leaving during the hours of operation of such vehicles that have been granted either a hard-copy or virtual class of permit for the MH CPZ that is either a: resident's permit, resident's pool permit, essential users pool permit or a school staff parking permit or a Residents Visitor's Permit only. No other permit or visitor's permit type will be valid in these parking places.
(d) introduce formal disabled person's parking place (for disabled blue badge holders only) into: Albert Road (south side (total of 1 bay) - outside No. 23; Cedars Avenue (south side (total of 1 bay) - outside No. 3;
(e) suspend a formal disabled person's parking place outside No. 16 Queen's Road and provide parking space for MH permit holders only.
6. The general effect of the experimental Orders referred to in paragraphs 2(i) and (j) as part of a discontinuation of the ME CPZ will be,
(a) that the following roads and parts of roads are no longer included within the ME CPZ but are now included into the following new CPZ to be called: High Street (HST) comprising Campbell Road, E17; Cottenham Road, E17; Eldon Road, E17; Erskine Road, E17, between its junction with Palace Mews and the south-west kerb line of Gainsford Road; Hatherley Road, E17 - between the south-west kerb line of Westbury Road and junction with Erskine Road E17; Palace Mews, E17; Somers Road, E17, between the north-eastern kerb-line of Erskine Road, E17 and its junction with Westbury Road, E17; Storey Road, E17 from a point 30 metres north of its junction with High Street and the remainder of the street; Truro Road, E17 - from a point 18 metres north of its junction with High Street and the remainder of the street; Westbury Road, E17 (north of the north kerb line of Hatherley Road);
(b) convert permit holder parking places and waiting restrictions in the roads and parts of roads mentioned in paragraph 7(a) from permit holder parking places for ME to permit holder parking places for HST permit holders only with the exception of some of those parking places being converted to Resident Permit holder only parking places as mentioned in paragraph 7(c) below.
(c) to convert all permit holder parking places, or as the case may be part of a permit holder parking place, in ME CPZ to parking places for HST CPZ 'Resident permit holders only in the following locations:
(i) Cottenham Road - ns - all
(ii) Campbell Road - bs - between its junction with Cottenham Road and No. 19;
(iii) Campbell Road - ws - between its junction with Somers Road and No. 20;
(iv) Campbell Road - es - between a point opposite No. 2 and No. 11a
(v) Hatherley Road - bs - HST CPZ section - all;
(vi) Erskine Road - bs - between Nos. 16 and 63
(d) in Erskine Road - east side - convert 21 metres of single yellow line waiting restriction to a HST permit holders only parking place outside Nos. 1 to 24 Caley Court;
(e) convert single yellow line waiting restrictions to double yellow line "at any time" waiting restrictions in:
(i) Cottenham Road (ss), Campbell Road (bs) and Westbury Road (bs): outside Nos. 6 Cottenham Road; No. 41 Campbell Road; Nos. 64 and 73 Westbury Road and the eastern extremity of Cottenham Road adjacent Nos. 63 to 67;
(ii) Campbell Road (bs) and Hatherley Road (bs): outside Nos. 73, 75, 80 and 82 Hatherley Road and adjacent Nos. 83 and 85 Somers Road;
(iii) Somers Road (ns) outside Nos. 83 and 85 Somers Road;
(f) introduce formal disabled person's parking place (for disabled blue badge holders only) into:
(i) Cottenham Road (north side (total of 1 bay) - outside No. 5;
(ii) Eldon Road (north side (total of 1 bay) - outside No. 12;
7. The general effect of the experimental Order referred to in paragraph 2(k) will be as part of a discontinuation of a section of the HS CPZ, amend the boundary of that CPZ so that in Greenleaf Road the only section of that road to remain in HS CPZ will be between its north-west kerb line of Brookdale Road E17 and its junction with Forest Road E17 and will strictly be for HS permit holders only. All permit parking places and waiting restrictions within this section of Greenleaf Road will continue without change to permit provision and current operational hours along with all other roads or parts of roads in the HS CPZ (the remaining section of Greenleaf Road will now be WSC permit holders only).
8. convert the free-stay parking provision after 2 p.m. in all Market Trader permit holders (MT) in: Eldon Road, Erskine Road, Storey Road, Truro Road, Vernon Road and Westbury Road to - 'Pay by Phone (PbyP) (Cashless) parking places operating between the hours of 2 p.m. - 9.30 p.m. Mondays to Saturdays and 10 a.m. - 9.30 p.m. Sundays with the first 15 minutes parking 'free' or 'Pay by Phone' with a maximum stay of 3 hours and no return within 3 hours, or Market Trader permit holders only(MT);
9. The Orders will provide that -
(a) the operational hours for all permit holder parking places and new Resident permit holder parking places in:
a. the WSC and HST CPZs mentioned in this Notice will be between 8.00 a.m. to 9.30 p.m. Mondays to Saturdays and 10.00 a.m. to 9.30 p.m. on Sundays inclusive (except the permit parking places mentioned in item 3(e));
b. the VA CPZ mentioned in this Notice will be between 8.00 a.m. to 6.30 p.m. Mondays to Saturdays inclusive;
c. the MH CPZ mentioned in this Notice will be between 8.00 a.m. to 6.30 p.m. Mondays to Saturdays Inclusive; and
d. the HT CPZ mentioned in this Notice will be between 8.00 a.m. to 6.30 p.m. Mondays to Saturdays inclusive;
(b) The Orders will provide that residents' permits, business permits, charity permits (eligible for charities registered with the Charities Commission only), visitors' permits, school staff term-time only permits, residents' foreign vehicle permits, essential user permits, carers permits and tradespersons' permits, may be granted, on payment of the appropriate charge as specified in item 4 following, to a person who is the keeper of a passenger vehicle (having 8 passenger seats or less) or a certain type of goods vehicle or a motor cycle, providing that in the case of -
(i) a residents' permit, they are a resident of a property eligible to purchase permits as listed in a Schedule to this Notice and their vehicle is UK registered to that address;
(ii) a foreign vehicles residents' permit, they are a resident of a property eligible to purchase permits as listed in a Schedule to this Notice and their vehicle is registered outside of the UK;
(iii) a business permit or charity permit or business visitor's permit, they have a business or charitable organisation in a property eligible to purchase permits as listed in a Schedule to this Notice and that the permit is for a vehicle which is essential to the operation of that business or charity and is used in the purchase and sale of goods or services in connection with that business or charity;
(iv) an essential users permit or carers permit, they are either a doctor or carer who has a surgery in or works in the London Borough of Waltham Forest, or employed by or contracted to the Council, or employed by or contracted to a health authority, or employed by the Metropolitan Police (including Police officers), or employed by the London Fire and Civil Defence Authority, or a company that services fire-fighting appliances and for whom the use of a vehicle is essential to the carrying out of their public service duties, or to any carer registered with the Council who is in receipt of a DWP Carers Allowance and who is providing care to a resident living in a CPZ in the London Borough of Waltham Forest ('the borough'), regardless of whether or not that carer resides in the borough, in a street or part of a street specified in items 3(a),4(a),5(a),6(a) or 7(a) preceding; The Council will, in addition, consider applications for a carers permit on a case by case basis from carers who are not in receipt of a DWP Carers Allowance but who provide care to a resident living in a CPZ in the borough. Medical documents will need to be provided to the Council by the resident receiving care to support such an application. In such a case the carers permit will be charged at the current resident parking permit charge rates.
(v) school staff term-time only permit, they are a registered member of staff at a primary or secondary school situated in a street or part of a street specified in items 3(a),4(a),5(a),6(a) or 7(a) preceding, who has a bona fide reason to drive to that school;
(vi) a tradespersons permit, which may be applied for by CPZ residents on the behalf of tradespersons engaged in work at their home address in or near a street or part of a street specified items 3(a),4(a),5(a),6(a) or 7(a) preceding; or
(vii) a visitors' permit, with regards to the:
a. WSC CPZ if they are a resident of: Cleveland Park Avenue E17 - Nos. 55, 57, 59, 61 or 63; Hatherley Mews, E17 - Nos. 1 to 4, 10, 11, or 24 to 38 (odds only) - High Street E17 - Nos. 120,135,141/A/B/C, 145,167, 201, 261 to 269 (odds only); Hoe Street E17 - Nos. 140, 150, 151, 152, 159, 189 - 203 (odds only), 194, to 204 (all flats Inclusive), Selborne Walk E17, St Mary Road, E17 - No. 1 (all flats) and 80 - 84 (evens only); Stainforth Road, E17 - Nos. 44 and 46 (including, all flats); Tower Mews, E17, Nos. 1, 4 to 9 (all flats inclusive); Vernon Road, E17

(c) vehicles displaying any valid permit displaying the letters:
a. WSC may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 3(a) above;
b. VA may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 4(a) above;
c. HT may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 5(a) above;
d. MH may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 6(a) above; and
e. HST may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 7(a) above;
(d) other than in the permit parking places, resident permit only parking places, disabled persons parking places or any other parking or loading place referred to in items 3, 4, 5, 6 or 7 preceding, waiting and loading by vehicles will be either be provided or, as the case may be, continue as existing to prevent obstructive parking either:
a. 'at any time', at road junctions, certain drop kerbs and certain other lengths to prevent obstructive parking or loading at all times; or between
b. 8.00 a.m. to 9.30 p.m. Mondays to Saturdays and 10.00 a.m. to 9.30 p.m. on Sundays inclusive in all other parts of streets within the WSC and HST CPZs;
c. 8.00 a.m. to 6.30 p.m. Mondays to Saturdays inclusive in all other parts of streets within the VA CPZ;
d. 8.00 a.m. to 6.30 p.m. Mondays to Saturdays inclusive in all other parts of streets within the MH CPZ;
e. 8.00 a.m. to 6.30 p.m. Mondays to Saturdays inclusive in all other parts of streets within the HT CPZ;
10. The properties specified in:
a. Schedule 1 to this Notice will be eligible in respect of permits to park in the WSC CPZ;
b. Schedule 2 to this Notice will be eligible in respect of permits to park in the VA CPZ;

13. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.
14. Documents giving more detailed particulars of the Orders are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except Bank Holidays), from 20th February 2020 until the Orders cease to have effect, at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E10; (b) Low Hall, Argall Avenue, London, E10 7AS.
15. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied bv another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent specifically to the following address: Traffic Orders, Highways and Traffic Management, Resident Services, Low Hall, Argall Avenue, London, E10 7AS quoting in respect of an Order referred to in paragraph 1(a) above, reference 758(79; - ME CPZ conversion to WSC, VA, HT, MH and HST CPZs;
Any objection may be communicated to, or be seen by, other persons who may be affected.
16. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
