ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Mount Ararat Road, Richmond
(Reference 20/018)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate ducting works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Mount Ararat Road, Richmond.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Mount Ararat Road from its junction with The Vineyard to a point north-western boundary of No. 33 Mount Ararat Road.

3. The order will come into effect on 24 February 2020. The restrictions will be in force at all times from 24 February 2020 until 4 March 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via The Vineyard, Church Road, Sheen Road and Paradise Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Harvey Road, Hounslow

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom poll works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Harvey Road, Hounslow

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Harvey Road, from a point outside No. 46 Harvey Road to a point outside No. 58 Harvey Road.

3. The order will come into effect on 2 March 2020. The restrictions will be in force between 8am and 5pm on 4 March 2020 only and whilst signs/ cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Harvey Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Oldfield Road, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a repair to a water valve, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Oldfield Road, Hampton.

2. Whilst the works take place, no person shall cause or permit any vehicle to enter or exit Oldfield Road (western arm) at its junction with Percy Road.

3. The order will come into effect on 2 March 2020. The restrictions will be in force between 8am and 5pm on 2 March 2020 only and whilst signs/ cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Percy Road, Priory Road and Oldfield Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a repair to a water valve, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Upper Sunbury Road, Hampton.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Upper Sunbury Road between its junctions with Lower Sunbury Road and Percy Road.

3. The order will come into effect on 2 March 2020. The restrictions will be in force between 10pm on 3 March 2020 and 5am on 4 March 2020 only and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Lower Sunbury Road, Harfield Road, Staines Road East Portland Bridge and Upper Sunbury Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Waiting Restrictions Kew Green, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a power connection they have made a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Kew Green, Kew.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Kew Green (south-east to north-west arm) between its junction with Kew Road and a point outside No. 55 Kew Green. One-way working will operate in Kew Green, with traffic required to proceed in an anti-clockwise direction only.

3. The Order will come into effect on 24 February 2020. The restrictions will be in force at all times from 24 February 2020 until 3 April 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

WEST TWICKENHAM CPZ EXTENSION - WT

1. The Council of the London Borough of Richmond upon Thames on 19 February 2020 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the West Twickenham Parking Places Order is

to extend the WT Controlled Parking Zone to include lengths of College Close, Meadway, Park Crescent, Post Lane and Staines Road. The zone will operate between 8.30am and 6.30pm on Mondays to Saturdays inclusive.
3. The general effect of the Parking Places Supplementary Provisions Permits Order is to set the charges for parking permits as described in Schedule 1 to this Notice and to set the charges for residents' visitors' parking permits as detailed in Paragraph 7.

4. The general effect of the Waiting and Loading Restriction Order is

to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 8.30am and 6.30pm on Mondays to Saturdays inclusive.
5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. The charges for resident, business and multi-zone business parking permits are given in Schedule 1 to this Notice.

7. For a book of ten residents' visitor permits, the charge will be £13.85, or £6.95 if purchased by a person aged 60 years or over. Each permit will be valid between the hours of 8.30am and 2pm or between 12.30pm and 6.30pm.

8. Copies of the Orders which come into force on 2 March 2020, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders:-

(a) can be inspected, quoting Reference 20/027, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

. uk/public_notices.

9. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by these Orders run, modify or suspend these Orders or any provision thereof.

10. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether their provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 4 September 2020) send a statement in writing of their objection and the grounds of that objection to the address below.

12. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within

6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
