PROPOSED AMENDMENT AND INTRODUCTION OF WAITING RESTRICTIONS, INTRODUCTION OF CONTROLLED SHORT STAY PARKING AND LOADING PROVISION
TRAFFIC CALMING - SPEED HUMPS, JUNCTION ENTRY TREATMENTS, RAISED PEDESTRIAN AND CYCLE CROSSINGS
The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 22) Order 2020
1. NOTICE IS HEREBY GIVEN that on 9th January 2020 the Council of the London Borough of Waltham Forest made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders to coincide with cycle improvements, 'Copenhagen Style' blended crossings, raised entry/speed reduction treatments at junctions (including shared highway and footway space for cyclists and pedestrians) and a new crossing will be:-
(a) in Mansfield Hill (MNS) E4 - both sides - introduce "at any time" waiting restrictions between a point outside/opposite Nos. 31/46 MNS southwards to a point 21 metres south of the southern kerb line of Mount Echo Drive
(b) in Mount Echo Drive (MED) E4 to, introduce "at any time" waiting restrictions on both sides for a maximum distance of 33 metres north-east from its junction with Mansfield Hill;
(c) in Mount Echo Avenue (MEA) E4 where double yellow line "at any time" waiting restrictions do not already exist, provide "at any time" waiting restrictions on both sides between its junction with The Ridgeway/Mansfield Hill north-eastward to a point parallel with the south-west building wall of No. 1 MEA;
(d) in Sewardstone Road (SEWD) E4 to,
a. introduce - or as the case may be extend - "at any time" waiting restrictions on the:
i. west side - between a point opposite Nos. 22 and 24 Sewardstone Gardens (SG) southwards to a point opposite Nos. 10 to 12 SG (a distance of 36 metres);
ii. east side - opposite Nos. 22 and 24 Sewardstone Gardens (SG) southwards for a distance of 10 metres;
iii. east side -
a. for a total distance of 26 metres northward from the northern kerb line of Yardley Lane; and
b. for a total distance of 8 metres southward from the southern kerb line of Yardley Lane;
iv. west side - for a distance of 10 metres opposite its junction with Yardley Lane;
v. east side - between the southern kerb line of Kings Head Hill and a point adjacent No. 36 SEWD except:
a. outside Nos. 64 and 66 SEWD for a distance of 13 metres,
b. outside Nos. 72 and 74 SEWD for a distance of 26 metres; and
c. outside No. 48 SEWD for a distance of 11 metres, where 'parking places will be provided.
'Note: double yellow line "at any time" waiting and loading restrictions (or as the case may be loading restrictions between 7am and 10am Mondays to Fridays) will continue to operate in sections between the aforementioned parking places;
vi. east side - between its junction with Maida Avenue southwards for a distance of 39 metres (adjacent No. 2/85 SEWD);
vii.west side - between a point opposite its junction with Maida Avenue southwards for a distance of 40 metres (adjacent No. 2/85 SEWD);
b. introduce, single yellow line waiting restriction operating Mondays to Fridays 7am to 10am outside Nos. 60 to 64 SEWD;
c. introduce controlled free short stay parking places operating Mondays to Saturdays:
i. between 8am and 6.30pm outside (1) No. 48 SEWD for a distance of 11 metres and (2) outside Nos. 72 and 74 SEWD for a distance of 26 metres; and
ii. between 10am and 6.30pm outside Nos. 64 and 66 for a distance of 13 metres;
all with a maximum stay of 30 minutes and no return within 2 hours
3. Copies of the Orders, which will come into operation from 9th January 2020 and all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.
4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
