1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.



2. The general effect of the 'Free Parking Places' Order would be to:-



(a) designate a parking place on the carriageway at each of the locations listed In the Schedule to this Notice, In which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;



(b) provide that the parking places would operate at all times, unless otherwise stated;



(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;



(e) revoke the redundant disabled persons parking place in Ascot Road. (The on-street layout will not be affected);



(f) revoke the redundant disabled persons parking place outside No. 78 St James Road, Mitcham and outside No. 50 Stanford Way, Streatham.



3. The general effect of the 'Parking Places Amendment' Orders would be to:-



(a) shorten existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations in the Schedule to this Order;



(b) update the description of the parking places in Ascot Road to match the current on-street layout.



4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail

LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)

WEST BARNES LANE, KT3

(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2020

1. The London Borough of Merton Council hereby give notice that to facilitate track renewal works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;



(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. An alternative route for:-



(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;



(b) pedestrians would be via the adjacent footbridge.



5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.



6. Nothing in the Order would apply to: -



(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order would come into operation at 10pm on Friday 24th January 2020 and remain in force until 31st March 2020. Works are currently programmed to be carried out at night between 10pm and 5pm, from 10pm on 24th January 2020 until 5am on 27th January 2020 and from 10pm on 31st January 2020 until 5am on 3rd February 2020.

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)

ARTHUR ROAD, WIMBLEDON

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations at the Wimbledon Park Station in Arthur Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in the said road.



2. During the works no person would:-



(a) cause or permit any vehicle to enter, proceed or wait (including for the purpose of loading or unloading a vehicle) in Arthur Road, between its junction with Home Park Road and its junction with Melrose Avenue; or



(b) enter or proceed in the southern footway of Arthur Road between its junction with Melrose Avenue and the entrance to Wimbledon Park Station.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Pedestrian access to properties adjacent to the restricted length of road would be maintained insofar as access is reasonably practicable without interference with the said works.



5. Pedestrians affected by the footway closure should proceed via the footway opposite.



6. Vehicular traffic affected by the road closure should proceed using Durnsford Road, Gap Road, Strathearn Road and Home Park Road or vice-versa.



7. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution o1 the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



9. The Order would come into force on Saturday 25th January 2020 and remain in operation until 31st July 2020. Works would be carried out at night as indicated by signage.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 47 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.



2. The general effect of the 'Electric Vehicle Charging Points' Order would be to:-



(a) designate parking places for electric vehicle charging at the locations specified in the Schedule to this notice;



(b) specify that any parking place referred to above would be available for electric vehicles only "at any time", without charge, provided that any electric vehicle is connected to a charging post via a charging lead at all times while it is left in that parking place. Electric vehicles left at a parking place for electric vehicle charging would be able to return at any time.



3. The general effect of the 'Parking Places Amendment' Orders would be to remove or reduce in length certain parking places in the roads listed in the Schedule to this notice to accommodate the introduction of parking places designated for electric vehicle charging.



4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to
