Notice of Confirmation of an Order Highways Act 1980 - Section 119 Public Path Diversion Orders 2019 Borough of Colchester Footpaths 11 Eight Ash Green & 14 West Bergholt The above Orders confirmed on 16th December, 2019 under section 119 of the Highways Act 1980 will divert a part length of the above Footpaths in the Borough of Colchester as follows:
The above Orders confirmed on 16th December, 2019 under section 119 of the Highways Act 1980 will divert a part length of the above Footpaths in the Borough of Colchester as follows:
A part length of Footpath 11 Eight Ash Green commencing from grid reference 59249,22589 231 metres to Thurgoods Farm at grid reference 59253,22567 then continuing in an easterly then generally south south easterly direction between the pond to the east and farm buildings on the west side for a further distance of 155 metres to grid reference 59260,22556 where it connects to the highway known as Chippetts Lane will be diverted to a new route commencing at the same above point and running in a west north westerly direction along the field boundary for a distance of 130 metres to grid reference 59236,22592 in the corner of the field then in a south south westerly direction then a generally southerly direction along the field boundary for a further distance of 340 metres to grid reference 59229,22562. The path then continues in a south easterly direction along the field boundary for a final distance of 172 metres to grid reference 59242,22551 where it connects to Chippetts Lane.
Apart length of Footpath 14 West Bergholt commencing from grid reference 59497,22745 west of Cooks Hall Road running in a generally west north westerly direction for a total distance of 70 metres to grid reference 59490,22747 to the south of the silo tank where it continues unaffected will be diverted to a new route commencing from the same above point and running in a northerly then west north westerly direction for a distance of 65 metres to grid reference 59492,22748 then continuing in a generally south westerly direction for a final distance of 22 metres to the same above point where it continues unaffected.
A copy of these Orders and Order Maps have been placed in and may be seen free of charge at Colchester Public Library and at the County Hall, Chelmsford during normal working hours. Copies of the Orders and Order maps are available on request from County Hall at a charge.
The Orders will come into effect on 13th January, 2020 but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from the date of this notice, make an application to the High Court. (Garden Road, Frinton & Walton) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Garden Road, Frinton & Walton in the District of Tendring, from Luff Way toWoodfield Close.
The closure is scheduled to commence on 13/01/2020 to 26/01/2020 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while new foul sewer connection relating to a section 50 are undertaken.
The alternative route will be via Rochford Way and vice versa.
The Order will come into effect on 13/01/2020 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.
(Culver Street East, Colchester) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:
1. To temporarily close that length of Culver Street East, Colchester in the Borough of Colchester, from its junction with Saint Nicholas Street for a distance of approximately 35m in an easterly direction.

2. To temporarily suspend the one way in Culver Street East, Colchester in the Borough of Colchester from its junction with Queen Street, west for a distance of approximately 100m as detailed in "The Borough of Colchester (Culver Street) (One-Way) Order 1969.

The closure is scheduled to commence on 26th January 2020 for 1 day, or where stated on a valid permit (WY002NSA24752 - Fulcrum Pipelines Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new service works are undertaken by Fulcrum Pipelines Limited.
An alternative route is available via Queen Street, St Botolphs Street, St Botolphs Circus, Ecn03065, Southway Westbound, Headgate, Head Street, High Street and vice versa. The Order came into effect on 16th January 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Headgate/Head Street & St Johns Street, Colchester) (Temporary Prohibition of Traffic & Temporary Prohibition of Entry) (Butt Road, Colchester) (Temporary Introduction of No Right Hand Turn) (North Hill & St Johns Road Temporary Bus Lane Suspension) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Head Street/Headgate, Colchester in the Borough of Colchester, from the junction with Culver Street West to the junction with Southway, a distance of approximately 265m.

2. To temporarily close that length of St Johns Road, Colchester in the Borough of Colchester, from its junction with Head Street for a distance of approximately 75m in an easterly direction.

3. To temporarily introduce a Prohibition of Entry into Headgate, Colchester in the Borough of Colchester from Southway.

4. To temporarily introduce a no right turn from Butt Road, Colchester in the Borough of Colchester into Southway for the duration of the above closures.

5. To temporarily suspend the bus lanes in both North Hill, Colchester and Osborne Street, Colchester in the Borough of Colchester as detailed in 'The Colchester Borough (Various Roads, Colchester) (Reserved Bus Lane) Order 2000.

The Head Street/Headgate closures are scheduled to commence on 16/01/20 for 2 nights, and St Johns Street closure on 12th February for 2 nights, or where stated on a valid permit (EP201EH2279655 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while traffic signal renewal works are undertaken by Essex County Council.
An alternative route is available via Crouch Street East, Balkerne Hill Southbound, Maldon Road Roundabout, Balkerne Hill Northbound, Middleborough Roundabout, Middleborough and vice versa.
The Order came into effect on 02/01/20 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Station Road/North Lane, Marks Tey) (Temporary Introduction of a Clearway) Order 2020 Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily introduce a 'No Waiting' restriction on both sides of the carriageway in that length of Station Road/North Lane, Marks Tey in the Borough of Colchester from the junction with Marks Tey Roundabout for a distance of approximately 960m in a northerly direction. "The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the 'NoWaiting atAny Time' restriction and suspend any parking and waiting restriction on the above length of road only All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The 'No Waiting' restriction is scheduled to commence on 13/01/20 for 177 days, or where stated on a valid permit (EP201BR1265-65 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while VRS Barrier installation works are undertaken by Essex County Council. The Order came into effect on 02/01/20 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, District of Tendring) (Temporary Prohibition of Traffic & Clearway & Temporary Introduction of 30/40mph Speed Limit) (No.1) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:
1. To temporarily close the various lengths of road in the District of Tendring as specified in the schedule to this Order.

2. A temporary 'No Waiting' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

3. To temporarily introduce a 30/40mph speed limit in the lengths of road in the schedule. "The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting atAny Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 02/01/20, exact dates will be specified on

. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
