SOUTHEND-ON-SEA BOROUGH COUNCIL
(ELMSLEIGH DRIVE, DANESCROFT DRIVE, PICKETTS AVENUE, FLEMMING CRESCENT, RAYLEIGH DRIVE, WOODLEIGH AVENUE LEIGH-ON-SEA) (TEMPORARY PROHIBITION OF TRAFFIC, STOPPING, WAITING, LOADING & UNLOADING) ORDER 2020 ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)
Notice is hereby given that the Southend-on-Sea Borough Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
The Effect of the order will be to prohibit any vehicle from:-(In phases)

1 Proceeding on Elmsleigh Drive from its junctions with Eastwood Road North to Danescroft Drive

2 Turning left from Danescroft Drive into Elmsleigh Drive

3 Entering or exiting Picketts Avenue at its junction with Elmsleigh Drive

4 Entering or exiting Flemming Crescent at its junction with Elmsleigh Drive

5 Entering or exiting Rayleigh Drive at its junction with Elmsleigh Drive

6 Proceeding on Woodleigh Avenue from its junctions with Flemming Crescent & Elmsleigh Drive (Access will be given to Grange Close at all times through diversions)

This order will also include:-
7.Stopping, waiting, loading & unloading on Elmsleigh Drive (in phases)

The closure is scheduled to commence from 17th January 2020 till 1st May 2020 or where appropriate signs are showing and weather permitting. The alternative route will be via:-

1 Elmsleigh Drive Closure;- Eastwood Road North, Mountdale Gardens & Blenheim Chase or Eastwood Road North
& Blenheim Chase & visa versa

2 Danescroft Drive banned turn;- Elmsleigh Drive, Blenheim Chase & Eastwood Road North

3 Picketts Avenue closure;-Picketts Avenue, Mountdale Gardens & Elmsleigh Drive & Visa versa

4 Flemming Crescent closure;- Flemming Crescent, Rayleigh Drive & Elmsleigh Drive

5 Rayleigh Drive closure;- Rayleigh Drive, Flemming Crescent & Elmsleigh Drive

6 Woodleigh Avenue;- Elmsleigh Drive, Rayleigh Drive & Flemming Crescent or visa versa.

The Order will come into effect on 17th January 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
The closure is required for the safety of the public and workforce whilst gas main replacement works take place.
Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.
The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016.
Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
