PUBLIC NOTICE Town and Country Planning Act 1990 (as amended) and Planning (Listed Building and Conservation Areas) Act 1990 (as amended) and Town and Country Planning (Development Management Procedure) (England) Order 2015 (as amended) and The Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (as amended) NOTICE UNDER ARTICLE 15 AND ARTICLE 16 OF APPLICATION FOR PLANNING PERMISSION ACCOMPANIED BY AN ENVIRONMENTAL STATEMENT The Adopted East Herts District Plan (October 2018) has allocated the Gilston Area for a mixed-use development of 10,000 homes and identifies improvements to the connectivity over the River Start to support growth of the Harlow and Gilston Garden Town. East Herts Council give notice that Briggens Estate 1 Ltd made application for planning, accompanied by an environmental statement on 18 October 2019 for:-APPLICATION: 3/19/2124/OUT

PROPOSAL: Outline planning application for development including demolition of existing structures, refurbishment and change of use of existing Grade II Listed Brickhouse Farm Barn and structures and erection of a residential led mixed use development comprising: up to 1,500 residential market and affordable homes; a mixed use local village centre; retail, business and community uses; primary school, early years and nursery facilities; leisure and sports facilities; open spaces, ecological areas, woodlands and public realm; pedestrian, cycle and vehicular accesses and network within the site; associated drainage, utilities, energy and waste facilities and infrastructure; works to and realignment of the existing highway; other supporting works, facilities and infrastructure; together with associated temporary enabling works or structures. With all matters reserved apart from detailed works to the A414 Church Lane junction.

This application follows those received for the Gilston Area for:-

1. Outline Planning Permission with all matters reserved apart from external vehicular access for a mixed use development of up to 8,500 homes for a part of the Gilston Area (Reference 3/19/1045/OUT);



2. Detailed Planning Permission for alterations to the existing Fifth Avenue bridge (Reference 3/19/1046/FUL);



3. Detailed Planning Permission for erection of a new road, pedestrian and cycle bridge (Reference 3/19/1051 /FUL) and Listed Building Consent for works to Fiddlers Brook Bridge (Reference 3/19/1049/LBC).



At the time of writing these applications remain under consideration by the Council.
