ROAD TRAFFIC REGULATION ACT 1984 - SECTION 6
THE LONDON BOROUGH OF RICHMOND UPON THAMES (FREE PARKING PLACES) (PEOPLE WITH DISABILITIES) (AMENDMENT No. ") ORDER 202" DISABLED PERSONS PARKING BAYS VARIOUS STREETS THROUGHOUT THE BOROUGH (Reference 19/208)
1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The principal objective of the Disabled Persons' Parking Places Order is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult, and to discontinue a number of parking places previously provided where the demand for such bays no longer exists.
3. The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time" in the following streets:
Broughton Avenue, Burdenshott Avenue, Twickenham Richmond
Castlenau, Barnes Cobbett Road, Twickenham
Conway Road, Whitton Devon Avenue, Twickenham
Fielding Avenue, Twickenham Gostling Road, Twickenham
Gothic Road, Twickenham Holly Bush Lane, Hampton
Lonsdale Road, Barnes (x2) Rectory Grove, Hampton
Ruskin Avenue, Kew Seaton Road, Twickenham
Second Avenue, Mortlake Stanley Road, Teddington
Uxbridge Road, Hampton Warbuton Road, Whitton
4. The Disabled Persons' Parking Places Order will also revoke the existing parking bays for disabled persons' vehicles in the vicinity of the following properties: -
75 Ailsa Avenue, Twickenham 22 Beaufort Road, Ham
22 Bicester Road, 71 Clarendon Crescent,
Richmond Twickenham
60 Hamilton Road, 49a Hampton Road,
Twickenham Teddington
8 Milton Road, 6 Palmerston Road,
East Sheen East Sheen and
32 Powder Mill Lane, 7A St Leonards Road,
Twickenham East Sheen
5. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 19/208 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 28 days of the date of this Notice giving the grounds of their objection. 20 MILES PER HOUR LIMIT

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 84 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the 20 MPH SPEED LIMIT AMENDMENT ORDER will be to introduce a 20 mile per hour speed limit in the London Borough of Richmond upon Thames in lengths of the roads and streets identified in the Schedule to this Notice.

Hampton Court Road, Hampton, from its junction with Thames Street eastwards to a point 150 metres east of the western kerb-line of Hogarth Way; Thames Street, Hampton;
Upper Sunbury Road, Hampton, from a point 30 metres east of the western kerb-line of Lower Sunbury Road, to its junction with Thames Street.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Albion Road, Twickenham
(Reference 19/203)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Albion Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Albion Road from a point outside No. 2 Albion Road to a point outside No. 8 Albion Road.
3. The order will come into effect on 16 December 2019. The restrictions will be in force at all from 16 December 2019 until 23 December 2019 and whilst signs/cones are in place. The order will remain in force for a period of
18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Colne Road, May Road, The Green and Heath Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Parking Suspension Elm Grove Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elm Grove Road, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Elm Grove Road, in the 2 parking places outside No. 101 Elm Grove Road.
3. The order will come into effect on 16 December2019. The restrictions will be in force at all times from 16 December 2019 until 31 March 2020 and whilst signs/cones are
in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
Waiting Restrictions Forest Road, Kew
(Ref: 19/206)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate access for emergency vehicles, they have made a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Forest Road, Kew.
2. Whilst the Order remains in force, no person shall cause or permit any vehicle to wait or stand in the following lengths of Forest Road: -
(a) the north-east side, from a point 6 metres north-west of a point opposite the south-western wall of Nos 24 and 26 Forest Road, north-westwards for a distance of 5 metres;
(b)the north-west side, from a point opposite the common boundary of Nos 20 and 22 Forest Road, northeastwards for a distance of 6 metres.
3. The Order will come into effect on 16 December 2019 and remain in force for 18 months,
4. Nothing in this Order will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
