Provision of Disabled Persons Parking Places
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS! (NO. 241) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 December 2019, made the above-mentioned Order, under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the 'Free Parking Places' Order will be to: -
(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. A copy of the Order, which will come into force on 23 December 2019, and other documents giving more detailed particulars of the Order, including plans specifying the roads or lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WHATLEY AVENUE. SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate bridge examinations and associated works in Whatley Avenue, SW20 they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in Whatley Avenue, between its junction with Avalon Close and its southernmost junction with Cannon Hill Lane; or
(b) wait, including for the purposes of loading or unloading, in the length of Whatley Avenue specified in sub-paragraph (a) above.
3. Any designated parking place situated in the length of Whatley Avenue specified in sub-paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed using Bushey Road, Cannon Hill Lane, Kingston Road and Martin Way.
6. Nothing in the Order would apply to: -
(a) any person or vehicle engaged in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
3. The Order would come into operation at 10pm on Monday 20 January 2020 with the works expected to be completed by 6am on Tuesday 21 January 2020. However, the Order would remain in force until 31 March 2020 should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WILLOW LANE. MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Willow Lane, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would:-
(a) cause or permit any vehicle to enter or proceed other than in a south-westbound direction, in Willow Lane, the eastern arm, between its junction with the access road to The Willow Centre, Willow Lane and its junction with Willow Lane, the western arm;
(b) cause or permit any vehicle to wait, load or unload in the length of road specified in sub-paragraph 2(a) above.
3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. Nothing in the Order would apply to: -
(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) any person carrying out the works or any vehicle being used in connection with the execution of the said works; or
(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency.
6. Vehicular traffic affected by the one-way working should proceed via Willow Lane, the western arm and Wandle Way.
7. The Order would come into force on Monday 6 January 2020 and remain in force for 12 months.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate track renewal works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order would come into operation at 00.05am on Saturday 18th January 2020 and remain in force until 20th January 2020inclusive.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (EASTFIELDS ROAD AND GROVE ROAD. CR4) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate the replacement of road plates and associated works at the Eastfields Road level crossing, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:
(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or
(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.
3. The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without interference with the said works.
5. Pedestrian access to properties adjacent to the prohibited lengths of road will be maintained at all times.
6. Alternative routes for diverted traffic will be as follows:
(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;
(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;
(c) for pedestrians, via the adjacent footbridge.
7. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
8. Nothing in paragraph 2(b) above will apply to persons connected with the execution of the works.
9. The Order will apply from 11.59pm on Friday 27th December 2019 until 11.59pm on Sunday 29th December 2019.

RODNEY PLACE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works in High Path, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in High Path, Nelson Grove Road, Pincott Road and Rodney Place, SW19.
2. During the works, no person will:-
(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in:-
(i) High Path, the west to east arm, the north side, between its junction with Pincott Road and the common boundary of Nos. 25 and 27 High Path; or
(ii) Nelson Grove Road, the south side, between the eastern boundary of No. 68 Nelson Grove Road and its junction with Pincott Road; or
(iii) Pincott Road, the east side, from the southern kerb-line of Nelson Grove Road southward for a distance of 53 metres; or
(iv) Rodney Place, the west and south sides, from a point 30 metres south of the southern kerb-line of Nelson Grove Road southward and then westward to the western boundary of No. 16 Rodney Place; or
(b) enter or proceed on the footways immediately adjacent to the lengths of road described in sub-paragraphs 2(a)(i) to (iv) above.
3. Any designated parking place situated in the lengths of road specified in sub-paragraphs 2(a)(i) to (iv) above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by a footway closure should proceed using the footway opposite.
