1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 83(2) of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Revocation Orders will be to revoke the existing 40 miles per hour speed limit orders currently in force in lengths of Hampton Court Road, Lower Sunbury Road and Upper Sunbury Road, the effect being that these lengths of roads shall become restricted roads for the purposes of Section 81 of the said Act.
3. Copies of the proposed Order-la) can be inspected, quoting Reference 19/199, at the Civic Centre
(Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. uk/public_notices.htm
4 Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy , Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to 20mph@richmondandwandsworth.gov.uk.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Albion Road, Twickenham
(Reference 19/203)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Albion Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Albion Road from a point outside No. 2 Albion Road to a point outside No. 8 Albion Road.
3. The order will come into effect on 16 December 2019. The restrictions will be in force at all from 16 December 2019 until 23 December 2019 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Colne Road, May Road, The Green and Heath Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Parking Suspension Elm Grove Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they intend to make
a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elm Grove Road, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Elm Grove Road, in the 2 parking places outside No. 101 Elm Grove Road.
3. The order will come into effect on 16 December2019. The restrictions will be in force at all times from 16 December 2019 until 31 March 2020 and whilst signs/cones are in place. The order will remain in force for
a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

Waiting Restrictions Forest Road, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate access for emergency vehicles, they intend to make a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Forest Road, Kew.
2. Whilst the Order remains in force, no person shall cause or permit any vehicle to wait or stand in Forest Road: -
(a) the north-east side, from a point 6 metres north-west of a point opposite the south-western wall of Nos 24 and 26 Forest Road, northwestwards for a distance of 5 metres;
(b) the north-west side, from a point opposite the common boundary of Nos 20 and 22 Forest Road, north-eastwards for a distance of 6 metres.
3. The Order will come into effect on 16 December 2019 and remain in force for 18 months,
4. Nothing in this Order will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Percy Road, Hampton Temporary Waiting Restrictions Ashley Road, Station Approach and Milton Road, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that due to the need to facilitate essential maintenance works on Hampton level crossing they have made a temporary Traffic Order, the effect of which is to introduce a road closure in Percy Road, Hampton and waiting restrictions in Ashley Road, Station Approach and Milton Road, Hampton.
2. Whilst the works take place,
(a) no person may permit a vehicle to proceed in Percy Road, Hampton between its junctions with Ashley Road and Station Road.
(b) no person may permit a vehicle to wait or stand in: the following lengths of road-
(i) Ashley Road, Hampton the waiting restrictions will apply between its junctions with Percy Road and Milton Road or where relevant signs and cones are placed,
(ii) Station Approach, Hampton the waiting restrictions will apply between its junctions with Ashley Road and Tudor Road or where relevant signs and cones are placed; or
(Mi) Milton Road, Hampton the waiting restrictions will apply between its junction with Ashley Road and the party wall of Nos. 72 and 74 Milton Road or where relevant signs and cones are placed.
3. Whilst the Hampton Level Crossing in Percy Road is closed an alternative route for traffic will be via Ashley Road, Wensleydale Road, Tudor
Road and Station Road in both directions. Access to residents will be maintained.
4. The Order shall come into operation on 6 December 2019 and shall remain in force for 18 months to allow for unexpected events and possible remedial works.
5. The works are anticipated to be in progress overnight from 01.00 until 04.00 on 6 December 2019 and between 00.01 and 05.00 on 17 and 18 December 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
6. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
7. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restrictions Bicester Road and Lambert Avenue, Richmond Latchmere Lane, Ham Edgar Road and Simpson Road, Whitton Meadlands Drive, Ham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate delivery and collection of temporary accommodation to facilitate the holding of the General Election, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in the above-mentioned roads.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in the lengths of streets at the times specified on the Schedule to this Notice.
3. The order will come into effect on 10 December 2019. The works are anticipated to be in progress from 10 December 2019 until 13 December 2019. The provisions of the order will be in force where relevant signs/ cones are placed. The order will remain in force for a period of 18
months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

RICHMOND ROAD, TWICKENHAM

1. The Council of the London Borough of Richmond upon Thames on 4 December 2019 made the above Order under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Places Order is to make certain amendments to parking bays on Richmond Road and Rosslyn Road as detailed in the Schedule to this Notice.
3. Copies of the Order, which comes into force on 6 December 2019, plans showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 17/209, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. jk/public_notices
4. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
