PROPOSED INTRODUCTION OF MAP-BASED TRAFFIC MANAGEMENT ORDERS ACROSS VARIOUS
LOCATIONS IN CROYDON The Croydon (On-Street Charged-For Parking Places)
(Consolidation) Order 2019; The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) Consolidation Order 2019; The Croydon (Traffic Movement) (Consolidation) Order 2019; and The Croydon (Speed Limit) (Consolidation) Order 2019.
1. NOTICE IS HEREBY GIVEN that Croydon Council, on 2nd December 2019 made the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The purpose of the Orders is to revoke and reintroduce without any change to substance the prohibitions, restrictions and designations of stopping, waiting, loading, parking, traffic movement and speed limits and all the provisions related thereto of THE LONDON BOROUGH OF CROYDON currently in place by virtue of existing Traffic Management Orders into new consolidated Map-based Traffic Management Orders, as named above.
3. A copy of the Orders, which will come into operation on the 6th December 2019, and the Council's Statement of Reasons for making the Orders can be inspected between 9am and 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, at the "Access Croydon" Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA.
4. Copies of the Orders may be obtained from Parking Design, 6th Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1 EA.
5. Any person wishing to question the validity of any of the Orders or of any of the provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which each of the Orders was made, make application for that purpose to the High Court.

PUBLIC NOTICE TOWN AND COUNTRY PLANNING ACT 1990
THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of an Order made under section 247 of the above Act entitled Cherry Orchard Road authorising the stopping up of part Cherry Orchard Road Croydon CR0 6BU to enable the development described in the schedule to this Notice to carried out in accordance with planning permission granted on 10 May 2019 to Mr. James Cook, GLHearn, 280 High Holborn, London WC1V 7EE planning reference 17/05046/FUL.
IF THE ORDER IS MADE, the stopping up will be authorised only in order to enable the development described in the schedule to this notice to be carried out in accordance with the planning permission granted under Part III of the Act to Mr. James Cook, GLHearn, 280 High Holborn, London WC1V 7EE planning reference 17/05046/FUL.
COPIES OF THE DRAFT ORDER AND RELEVANT PLANS are available for inspection at all reasonable hours at the Council's Access Croydon Reception Desk, Ground Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1 EA over a six week period commencing Thursday 5 December 2019 and may be obtained, free of charge, on written request to the London Borough of Croydon, Place Department Bernard Weatherill House, 6th Floor Zone C, 8 Mint Walk Croydon CR0 1 EA quoting reference 19/00109/FUL.
ANY PERSON aggrieved by or desiring to question the validity of or any provision within the Order on the grounds that is not within the powers of the Act or that any requirement or regulation made has not been complied with, may within six weeks of Thursday 5 December 2019 apply to the High Court for the suspension or quashing of the Order or of any provision included.

THE SCHEDULE
Description of development
Erection of two 25 storey towers (plus plant) and single building ranging from 5 to 9 storeys (plus plant) to provide a total of 445 residential units with flexible commercial, retail and community floor space (A1 /A2/A3/A4/ B1a/D1/D2) at ground and first floor level of the two towers and associated amenity, play space, hard and soft landscaping, public realm, cycle parking and car parking with associated vehicle accesses at land adjacent to East Croydon station and land at Cherry Orchard Road, Cherry Orchard Gardens Billington Hill Croydon.
Description of Highway to be stopped up
The highway to be stopped up is in the London Borough of Croydon and is shown line hatched in black on drawing reference number 003801-CON-ZZ-XX-DR-C-3604 revision P1 and comprises of an irregular area of all-purpose highway located at the junction of Oval Road and Cherry Orchard Road.
PUBLIC NOTICE TOWN AND COUNTRY PLANNING ACT 1990 SECTION 257 PUBLIC FOOTPATH NUMBER 849
THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of an Order made under section 257 of the above Act entitled Cherry Orchard Road authorising the stopping up of public footpath number 849 shown edged in a dashed blue line on drawing reference number 003801 -CON-ZZ-XX-DR-C-3610 Revision 1 which began at the east footway of Cherry Orchard Road and ran south east for approximately 12 metres to Cherry Orchard Gardens, to enable
the development described in the schedule to this Notice to carried out in accordance with planning permission granted on 10 May 2019 to Mr. James Cook, GLHearn, 280 High Holborn, London WC1V 7EE planning reference 17/05046/FUL.
COPIES OF THE DRAFT ORDER AND RELEVANT PLANS are available for inspection at all reasonable hours at the Council Access Croydon Reception Desk, Ground Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1 EA in the six weeks commencing Thursday 5 December 2019 and may be obtained, free of charge, from the London Borough of Croydon (quoting reference planning reference 17/05046/FUL) at the address stated above.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS CHERTSEY CRESCENT, NEW ADDINGTON TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate a new water mains connection, they have made an Order the effect of which would be to temporarily prohibit vehicular traffic movements in Chertsey Crescent, New Addington.
2. Whilst the said works are taking place, Chertsey Crescent will be closed between Nos.26 to 84.
3. Whilst the closure remains in force the alternative route for diverted traffic will be via local streets as appropriately signed.
4. The Order will come into operation on 20 January 2020 and it is anticipated that the works will be carried out in 10 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS COLWORTH ROAD, CROYDON TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate a new water mains connection, they have made an Order the effect of which would be to temporarily prohibit vehicular traffic movements in Colworth Road, Croydon.
2. Whilst the said works are taking place,
a) Colworth Road will be closed at the junction of Bingham Road;
b) One way traffic will be revoked in Colworth Road to allow for two way traffic throughout Colworth Road.
3. Whilst the closure remains in force the alternative route for diverted traffic will be via local streets as appropriately signed.
4. The Order will come into operation on 13 January 2020 and it is anticipated that the works will be carried out in 5 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 FIVEACRE CLOSE, THORNTON HEATH TEMPORARY RESTRICTION OF TRAFFIC
1. Croydon Council HEREBY GIVES NOTICE that to facilitate works to install a new customer connection on behalf of Virgin Media, they have made an Order the effect of which would be to temporarily restrict traffic in Fiveacre Close, Thornton Heath.
2. Whilst the said works are taking place Fiveacre Close will be closed between its junction with London Road and the north-eastern flank wall of Nos. 7 to 24 Fiveacre Close.
3. During the works pedestrians will be diverted into a temporary walkway in the carriageway. Vehicular access will be maintained where required.
4. The Order will come into operation on 12 December 2019 and it is anticipated that the works will be completed within six days. However the Order will remain in force for 18 months to be reintroduced should further works be required.
5. These restrictions shall not apply in respect of:
(a) any vehicle involved in carrying out the said works;
(b) any vehicle being used for fire brigade, ambulance or police purposes;
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS KENLEY LANE, KENLEY TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate BT connection works, they have made an Order the effect of which would be to temporarily prohibit vehicular traffic movements in Kenley Lane, Kenley.
2. Whilst the said works are taking place, no person shall cause any vehicle to proceed in Kenley Lane between No.40 Kenley Lane and at its junction with Welcomes Road.
3. Whilst the road closure remains in force, vehicles will be escorted through the site closure as appropriately signed.
4. The Order will come into operation on 10 February 2020 and it is anticipated that the works will be carried out in 1 day. However, the Order will remain in force for 18 months to be reintroduced should further works be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

REDDOWN ROAD AND FAIRDENE ROAD, COULSDON TEMPORARY RESTRICTION OF PARKING
1. Croydon Council HEREBY GIVES NOTICE that to provide power connections to a residence, they have made an Order to the effect of which would be to temporarily restrict parking in Reddown Road and Fairdene Road, Coulsdon.
2. Whilst the said works are taking place,
a) temporary waiting and loading restrictions will be introduced 'At any time' outside No.10 Reddown Road to the junction of Hadleigh Grove;
b) temporary waiting and loading restrictions will be introduced 'At any time' outside No.1 Fairdene Road.
3. The Order will come into operation on 06 December 2019 and it is anticipated that the works will be carried out in 14 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.
4. The restriction will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.
