M4 MOTORWAY (JUNCTIONS 1 TO 15) TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the M4 Motorway in the County of Buckinghamshire, the Unitary Authorities of Slough, Windsor & Maidenhead, Reading, Bracknell Forest, West Berkshire, Swindon, and Wiltshire and the London Boroughs of Hounslow and Hillingdon, under Sections 14(1)(a) and 14(1)(c) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to:-
1. authorise the overnight closure, in phases, of-

(a) both carriageways of the M4 between Junction 1 (A4/A205/A315/ A406) and Junction 5 (A4), and all slip roads leading to and from this length;

(b) the entire circulatory system at M4 Junction 3 (A312) and Junction 4 (Heathrow Spur Road/A408);

(c) both carriageways of the M4 between Junction 5 (A4) and Junction 15 (A419/A346), and all slip roads leading to and from this length;

(d) the entire circulatory system at M4 Junction 8/9 (A308(M)/A404(M)), Junction 13 (A34) and Junction 15 (A346/A419); and

(e) the hard shoulder adjacent to the lengths of carriageway and slip roads described in 1. (a) to (c) above;

2. impose a mandatory 50mph speed limit on the lengths of carriageway and the slip roads described in 1. (a) above;

3. impose an overnight temporary 10mph speed restriction while traffic is escorted through the works area by a convoy system, on the lengths of carriageway described in 1. (a) and (b) above;

4. authorise the overnight suspension of the Motorway Regulations prohibiting use of the outside lane by HGVs the lengths of carriageway described in 1. (a) and (c) above; and

5. authorise overnight hard-shoulder running on the hard shoulder adjacent to the lengths of carriageway described in 1. (a) and (c) above.

These measures would be in the interests of road safety while contractors undertake Programmed Cyclical Maintenance (drainage, lighting, signage, inspections and surveys, maintenance and clearance of vegetation, litter picking and clearance, road sweeping, emergency crossing point maintenance, road markings and road studs, electrical loop works, barrier maintenance and clearance of injurious weeds). The duration of each closure would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 1st January 2020. Overnight closures taking place on the M4 and connecting roads between Junctions 6 and 15 would be in operation between 21:00 and 06:00 (maximum period).
Overnight closures and/or speed restrictions taking place on the M4 and connecting roads between Junctions 1 and 5 would be in operation between (maximum period) -
Monday-Thursdays 22:00-05:30
Fridays 23:00-06:00
Saturdays 22:00 -06:00
Sundays 22:30 -05:30
Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. In such cases less disruptive options would be considered.
The Order would come into force on 1st January 2020 and shall remain in force until 23rd December 2020.
During closures above, traffic affected would be diverted via other junctions of the M4, or by using the M25, A4, A33, A34, A308, A308(M), A312, A322, A329(M), A338, A339, A355, A404(M), A419, A3044, A3113, A3290, A4155, B327 and the B4192. The diversion routes listed above are the agreed routes, but these may change depending on local conditions. The diversion in operation would vary according to the closure in force.
The temporary speed limits, closures and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
