TRAFFIC CALMING, SPEED TABLES, REMOVAL OF PARKING, AMENDMENTS AND PROVISION OF WAITING AND LOADING RESTRICTIONS AND PARKING PLACES, SHARED CROSSING FACILITIES FOR PEDESTRIANS AND CYCLIST AND MINOR CORRECTION TO EXISTING ORDER

1.NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Orders to coincide with cycle improvements and new road layouts would Del­ia) in Grove Green Road E11 (GGR)

Del­

a. north-west side - extend double yellow line "at any time" waiting restrictions for a distance of:



i. 2.7 metres outside No. 28 GGR; and



2.7 metres outside No. 28 GGR; and

ii. 3.7 metres outside No. 74 GGR;



and reduce permit parking space by the same lengths in these locations

b. south-east side - extend double yellow line "at any time" waiting restrictions:



i. just south-west of No. 33 GGR for a distance of 7.6 metres to a point in line with the south-west facing wall of No. 33 GGR (and include no loading "at any time" kerb markings);



just south-west of No. 33 GGR for a distance of 7.6 metres to a point in line with the south-west facing wall of No. 33 GGR (and include no loading "at any time" kerb markings);

ii. outside No. 81 for a distance of 4 metres;



iii. outside No. 87 for a distance of 1.5 metres;



iv. outside Nos. 105 to 109 GGR, to a point 2.7 metres north-east of the common boundary of Nos. 103 and 105 GGR (and include no loading "at any time" kerb markings)



and reduce permit parking space by the same lengths in these locations

c. north-west side - extend permit parking space for a distance of:



i. 3.6 metres outside No, 76 GGR;



3.6 metres outside No, 76 GGR;

ii. 1.9 metres outside No. 108 GGR;



and reduce double yellow line "at any time" waiting restrictions by the same lengths in these locations

d. south-east side - extend permit parking space for a distance of:



i. 6 metres outside No, 83 GGR;



6 metres outside No, 83 GGR;

ii. 1.6 metres outside No. 101 GGR;



and reduce double yellow line "at any time" waiting restrictions by the same lengths in these locations

e. south-east side - convert all waiting and loading restrictions between No. 105 GGR and a point opposite the common boundary of Nos. 144 and 146 GGR to double yellow line "at any time" waiting and loading restrictions.



(b) in Leslie Road E11 (LES) south-east side - convert 5 metres of permit parking space to double yellow line "at any time" waiting restrictions outside Nos. 142 and 144 LES;



(c) in Millais Road E11 (MIL) south-east side - convert 2.8 metres of double yellow line "at any time" waiting restrictions to parking space for LNS permit holders only outside No. 116 MIL operating Mondays to Fridays between 10am and 4pm;



(d) in Warren Avenue E11 (GGR) - both sides - convert a combined maximum distance of 5 metres of permit parking space to double yellow line "at any time" waiting restrictions outside and opposite the flank walls of Nos. 74 and 76 GGR;



(e) in Colville Road E11 (GGR) - both sides - convert a combined distance of 3.6 metres of permit parking space to double yellow line "at any time" waiting restrictions outside and opposite the flank walls of Nos. 81 and 83 GGR;



(f) in Langthorne Road E11 -



a. north side - convert 4 metres of Pay by Phone (Cashless) parking space (at the western end of this parking place) to double yellow line "at any time" waiting restrictions, opposite the New Testament Church;



b. south side - convert the single yellow line waiting restriction between its junction with Elmore Road and the first parking place outside the New Testament Church, to double yellow line "at any time" waiting restrictions;



(g) in Elmore Road E11 - east side -



a. convert the single yellow line waiting restriction outside the New Testament Church between its junction with Langthorne Road and a point opposite No. 13 Elmore Road to double yellow line "at any time" waiting restrictions;



b. make correction to an existing Order to accurately reflect correct parking arrangement on the highway namely a parking place for LNS permit holders operating 10am to 4pm Mondays to Fridays inclusive outside the New Testament Church (no changes are to be made on the highway);



(h) in Elm Road E11 (ELM) - south-west side - make minor correction to the designation of an existing Order to accurate­ly reflect the correct position of a loading place outside the flank wall of C&S builders merchants Nos. 122 to 126 GGR (2.5 metres to the north - no changes are to be made on the highway);



2. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, as amended, and section 23 of the Road Traffic Regulation Act 1984, proposes to:



(a) introduce a raised pedestrian and cycle crossing (speed stable - 35 metres in length including the gradients) in Grove Green Road (GGR) E11, so that the centre of the dual crossing is situated outside No. 135 GGR. Associated zig-zag mark­ings, on which vehicles would be prohibited from stopping at all times, will be placed on the carriageway either side of the crossing (extending north-eastward to the north-east kerb line of Elm Road and south-west to a point 0.8 metres south-west of the common boundary of Nos. 118 and 120 GGR;



(b) introduce 'Copenhagen style blended crossings for a distance of 7 metres including the gradients in Warren Avenue, Claremont Road and Colville Road at their respective junction with GGR;



(c) introduce entry/exit raised table in:



a. Elm Road at its respective junction with GGR for a distance of 7 metres including the gradient, which will adjoin a speed table in GGR (see 2(a) above); and



b. Elmore Road (northernmost arm parallel to Langthorne Road bridge ramp) - between its junction with Langthorne Road/Elmore Road (southernmost arm) and a point adjacent Nos. 7 to 9 Elmore Road including the ramps;



c. Leslie Road - between its junction with Millais Road and a point 1.8 metres north-east of the common boundary of Nos. 140 and 142 Leslie Road



(d) Remove a sinusoidal speed hump in Leslie Road outside Nos. 140 and 142.



NBI 'Copenhagen Style blended will be built over waiting restrictions in Warren Avenue, Claremont Road and Colville Road at their respective junction with Grove Green Road and would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including the gradients (as is the case also with all entry/exit treatment, crossings and speed tables mentioned in this Notice).

Parking on a Copenhagen styled blended crossing or on any raised section of highway above the existing carriageway/highway Is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply).

3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with section 65 and 66 of the Highways Act 1980, intends to convert/ modify or re-create certain lengths of the footway and carriageway space of Grove Green Road and Langthorne Road (ramped section to bridge) into a 2-way segregated cycle track for use by cyclists at the locations described in the Schedule below. The cycle tracks are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways



4. A copy of each of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) The Reception Desk, London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS



5. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways, Resident Services, Low Hall, Argall Avenue, London, E10 7AS quoting reference T64(19) - Leytonstone Walking and Cycle improvements by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
