NOTICE UNDER THE TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE) (ENGLAND) ORDER 2015 ('DMPO') PROPOSED DEVELOPMENT AT: HOMEBASE, 84 MANOR ROAD, NORTH SHEEN, TW8 1YB
On 14 February 2019 planning application (reference 19/0510/FUL) ('the Application') was submitted to the London Borough of Richmond-upon-Thames by Avanton Richmond Limited ('the Applicant') for the following development:
"Demolition of existing buildings and structures and comprehensive residential-led redevelopment of four buildings of between four and nine storeys to provide 385 residential units (Class C3), flexible retail /community I office uses (Classes A1, A2, A3, D2, B1), provision of car and cycle parking, landscaping, public and private open spaces and all other necessary enabling works."
The proposed development to which the application relates is situated within 10 metres of relevant railway land.
On 29 July 2019, the Mayor of London (of City Hall, The Queens Walk, London, SE1 2AA) issued a direction under Article 7 of the Town and Country Planning (Mayor of London) Order 2008 that he will act as the Local Planning Authority for the purposes of determining the Application. Subsequent to that direction, on 22 November 2019 the Applicant has submitted to the Mayor revisions to the Application.
The revisions make amendments to plans and planning documents submitted as part of the Application, and include:
? Increase of residential units from 385 to 433 through new residential building (Block E), and optimisation of layouts and amendments to the massing of Blocks A, B, C & D;
? Increase in height of Blocks B and C by 1 storey and decrease in height of Blocks A and D by 1 storey;
? Increased provision of affordable housing from 35% (134 units) to 40% (171 units) (with grant funding) by habitable room and amendments to tenure split from 70/30 intermediate/affordable rent to 50/50.
? Reduction of basement and relocation of cycle parking and bin storage to ground floor of each Block.
? Increase in cycle parking and car parking spaces to meet draft London Plan standards.
? Design amendments to maximise residential quality including additional cores, dual aspect units along Manor Road, less north facing units, increased overlooking distances and improvements to residential amenity spaces.
? Rearrangement of commercial floorspace including extending Block □ commercial frontage towards North Sheen Station and removal of retail pavilion in central courtyard.
? New Block E on existing bus layover comprising 29 affordable rent units, a replacement bus layover with driver facilities (Sui Generis Use) and a Distributed Ward Office for the Metropolitan Police Service (Use Class B1).
? Rationalisation of building elevations to improve architectural consistency.
? Public realm amendments including redesign of the central courtyard; revisions to the play space strategy; introduction of a half ball-court; and reconfiguration of car parking.
? Amendments to the site-wide Energy Strategy to comply with the London Plan Energy Hierarchy.
The amended application will now be described as follows:
"Demolition of existing buildings and structures and comprehensive residential-led redevelopment with five buildings of between three and ten storeys to provide 433 residential units (Class C3) including 171 affordable homes, flexible retail /community I office uses (Classes A1, A2, A3, D2, B1), a police facility (Use Class B1), a bus layover with driver facilities (Sui Generis Use), provision
of car and cycle parking, landscaping, public and private open spaces and all other necessary enabling works"
The revisions and other information can be inspected by members of the public at all reasonable hours (between 9am and 5pm) at City Hall, The Queen's Walk, London SE1 2AA until 20 December 2019.
