(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.1) Order 20**

Notice is hereby given thatEssex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of Schedule 9ofthe Road Traffic Regulation Act 1984. Effect of the order:

1) To replace sections of School Keep Clear Mon-Fri 8am-9.30am and 2.30pm-4.30pm restrictions with No Waiting at AnyTime restrictions on the following lengths of road, Loughton in the District of Epping Forest:



Willingale NORTH EAST SIDE: From its junction with The Broadway, north west for Road approximately 21.4 metres.



The Broadway NORTH WEST SIDE: From apoint in line with the eastern kerb line of Willingale Road, in anorth easterly direction for adistance of approximately 21.4 metres.

2) To introduce NoWaiting atAnyTime restrictions on the following lengths ofWillingale Road and Sanford Avenue, Loughton in the District of Epping Forest:



Willingale EAST SIDE: From apoint approximately 25 metres north east of the Road northern kerb line of Sandford Avenue, north east for adistance of



approximately 29 metres.

NORTH EAST SIDE: From apoint approximately 122 metres north west of its junction with The Broadway, north west for adistance of approximately 40 metres.

SOUTH WEST SIDE: From apoint approximately 120 metres north west of its junction with The Broadway, north west for adistance of approximately 36 metres.

WEST SIDE:

i. From the southern extended kerb line with Sandford Avenue, in a southerly direction for approximately 10 metres



ii. From the northern extended kerb line with Sandford Avenue, in a north easterly direction for approximately 52.5 metres.



BOTH SIDES: From apoint in line with the northern property boundary of number 288 Willingale Road, north east for approximately 30 metres.

Sandford BOTH SIDES: From its junction with Willingale Road, west for adistance of Avenue approximately 10 metres.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil EnforcementArea) Consolidation Order 2019 by substituting tile number TQ440 965 revision 0torevision 1.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.1) Order 2019

This Order will be incorporated into The Essex County Council (HarlowDistrict) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil EnforcementArea) Consolidation Order 2019 by substituting tile numbers TL450 100, TL440 092 revision 0 to revision 1.

Date of operation: The Order will come into operation on 22 November 2019.

Further details: Acopy of the Order and plans may be examined during normal office hours at County Hall, Chelmsford CM1 1LX.

Application to the high court: Anyone who wishes to question the validity of the Order of anyprovision contained in it on the grounds thatitisnot within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds thatany requirement of the Act, or anyinstrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(New Road, Lambourne) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close New Road, Lambourne in the District of Epping Forest, from Manor Road, north west for approximately 137m. The closure is scheduled to commence on 25/11/2019 to 20/12/2019 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while installation of new foul and surface water rising mains, relating to asection 50 are undertaken.

The alternative route will be via Manor Road, Hoe Lane, New Road and vice versa. The Order will come into effect on 25/11/2019 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Rodney Road, Ongar) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close thatlength of Rodney Road, Ongar in the District of Epping Forest, from its junction with Fairfield Road for adistance of approximately 55m in anortheasterly direction. The closure is scheduled to commence on 09/12/19 for 5days, or where stated on avalid permit (EC30034826527 -UKPower Networks). The scheduled dates may varyfor these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.

An alternative route is available via Fairfield Road, Glebe Road, Rodney Road and vice versa. The Order will come into effect on 28th November 2019 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Vicarage Lane, Chigwell) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council hasmade the above Order under Section 14(1) ofthe Road Traffic Regulation Act 1984.

Effect ofthe order: To temporarily close thatlength of Vicarage Lane, Chigwell inthe District of Epping Forest, from its junction with High Road to its junction with Manor Road, adistance of approximately 1685m. The closure is scheduled to commence on 25/11/2019 for26 days, or where stated on avalid permit (EP20153051974-Essex County Council). The scheduled dates may varyfor these works with appropriate signs showing and/or displayed on

. The closure is required for the safety ofthe public and workforce while drainage works are undertaken by EssexCounty Council. An alternative route isavailable via High Road, Hainault Road, Manor Road and vice versa. The Order came into effect on 14/11/19 and may continue in force for 18 months oruntil the works have been completed, whichever is the earlier.

(York Hill, Loughton) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

Effect ofthe order: To temporarilyclose thatlength of York Hill,Loughton inthe District of Epping Forest, from its junction with Kings Hill to its junction with Queens Road, a distance of approximately 220m. The closure is scheduled to commence on 25/11/19 for 3days, or where stated onavalidpermit

(NK100/SSCJFI/119063/ESM2 - Virgin Media). The scheduled dates may varyfor these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Virgin Media.

An alternative route is available via Queens Road, Pump Hill, York Hill andvice versa The Order came into effect on 14/11/19 and may continue in force for 18 months or until the works have been comp eted, whichever is theear ier.

(AveyLane, Waltham Abbey) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council has made the above Order under section 14(1) of the Road TrafficRegulation Act 1984.

Effect of the order: To temporarily close thatlength of Avey Lane, Waltham Abbey in the District of Epping Forest, from its junction with Manor Road for adistance of approximately 150m in asoutheasterly direction. The closure is scheduled to commence on 24/11/19 for 1day, orwhere stated on avalid permit(BC005MU1WSEP00IBT0NCDN07-BT). The scheduled dates may varyfor these works with appropriate signs showing and/ or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by BT.

An alternative route is available via Avey Lane, Sewardstone Road, Mott Street and vice versa.

The Order came into effect on 14/11/19 and maycontinue in force for 18 months or until the works have been completed, whichever is the earlier.

(Walton Gardens/Lea View,Waltham Abbey) (Temporarylntroduction of aClearway) Order 2019

Notice is hereby given thatthe Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily introduce a'No Waiting' restriction in thatlength of Walton Gardens, Waltham Abbey in the District of Epping Forest, from apoint approximately 25m west of its junction with Leaview to apoint approximately 25m east of its junction with Leaview, a distance of approximately 50m.



2. To temporarily introduce a'No Waiting' restriction in thatlength of Leaview, Waltham Abbey in the District of Epping Forest, from its junction with Walton Gardens for adistance of approximately 25m in asoutherly direction.



"The Essex County Council (Epping Forest District) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008" will be temporarily amended to include the temporary'No Waiting atAnyTime' restriction and suspend anyexisting parking and waiting restrictions on the above lengths of roads only.All other restrictions and exemptions contained in the aforementioned Order and Amendments to thatOrder shall remain in force.

The'No Waiting' restriction is scheduled to commence on 02/12/19 for 19 days, orwhere stated on avalid permit (EP201EH2280799 - Essex County Council).The scheduled dates may varyfor these works with appropriate signs showing and/or displayed on one. network. The restrictions are required for the safety of the public and workforcewhile footway works are undertaken by Essex County Council. The Order will come into effect on28/11/19 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hemnall Street, Epping) (TemporaryProhibition of Traffic) Order 2019

Notice is hereby given thatthe Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect ofthe order: To temporarily close Hemnall Street, Epping inthe District of Epping Forest, approximately 6m north east of Clarks Lane for approximately 15m north east. The closure is scheduledto commence on 02/12/2019 to 06/12/2019 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while excavation across the road for awater connection relating to asection 50 S50-1401 is undertaken. The alternative route will be via Station Road, Clarks Lane, High Street and vice versa. The Order will come into effect on 02/12/2019 and may continue inforce for 18 months or until the works have been completed, whichever is the earlier.
