EPSOM & EWELL BOROUGH COUNCIL (OFF-STREET PARKING PLACES) ORDER APRIL 2020
NOTICE IS HEREBY GIVEN that Epsom & Ewell Borough Council in exercise of its powers under Sections 32 and 35 of the Road Traffic Regulation Act 1984, and Schedule 9 to that Act, and in accordance with Regulation 7 of the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 and all other enabling powers propose to make the EPSOM & EWELL BOROUGH COUNCIL (Off-Street Parking Places) ORDER APRIL 2020.
The effect of the above Order is to revoke the existing EPSOM AND EWELL BOROUGH COUNCIL (Off Street Parking Places) ORDER 2019 and replace the same with a new Order (the 2020 Order) for the regulation of the off-street parking places provided by the Council details of which can be found below. The Order relates to the following parking places: Adelphi Road, Alexandra Recreation Ground, Ashley Centre, Bourne Hall, Court Recreation Ground, Chessington Road, Depot Road, Dorset House, Epsom Gateway, Ewell Court House, Ewell High Street, Gibraltar Recreation Ground, Hook Road, Hope Lodge, Hudson House, Long Grove Park, Newplan House, Poole Road Recreation Ground, Rainbow Centre, Stoneleigh Parade, Town Hall, Upper High Street and West Hill. The proposed Order and other related documents may be inspected at the Town Hall, The Parade, Epsom, KT18 5BY between 9.30am and 4.30pm Monday to Friday. All objections or other representations relating to the proposed Order must be sent in writing to the undersigned or via email to carparkconsultation@epsom-ewell.gov.ukby 4pm on Thursday 5th December 2019. All objections must specify the grounds on which they are made. The effect of the Order, the charges which will apply, and the restrictions which affect the off-street car parks are set out in the schedule and summarised as follows:
1. Revoke the Council's current EPSOM AND EWELL BOROUGH COUNCIL (Off Street Parking Places) ORDER 2019
2. In relation to Hook Road Car Park to:
a. extend the opening hours to include Sunday between the hours of 8:30am and 5:30pm
b. reduce the period applicable for a discount fee for users of the Rainbow Leisure Centre from 3 hours to 2 hours
c. remove the maximum stay tariff available from 3pm
3. In relation to the Town Hall and Hope Lodge Car Park to remove the maximum stay tariff available from 1 pm and 3pm.
4. In relation to Depot Road Car Park and Upper High Street Car Park to remove the maximum stay tariff available from 3pm.
5. In relation to the Ashley Centre Car Park to:
a. introduce a pre-payable evening rate available from 6pm to 11:59pm, provided the user leaves by midnight
b. remove the maximum stay tariff available from 1 pm and 3pm
c. Introduce a Parker Card scheme for those employed within Epsom town centre
6. In relation to Bourne Hall Car Park to:
a. change the daytime charging hours to 7am until 6:29pm
b. introduce charging on Sundays and Bank Holidays
7. In relation to Dorset House Car Park to:
a. remove the charge for up to 30 minutes
b. introduce a weekly ticket
c. introduce charging on Sundays and Bank Holidays
8. In relation to Ewell High Street Car Park to:
a. remove the charge for up to 30 minutes
b. introduce a weekly ticket
c. introduce charging on Sundays and Bank Holidays
9. In relation to West Hill Car Park to:
a. introduce charging on Sundays and Bank Holidays
b. change the daytime charging hours to 5am until 6:29pm
c. introduce an evening charge from 6:30pm until 4:59am
d. introduce a charge for blue badge holders so that 1 hour's free parking will follow the expiry of a valid pay and display ticket
