M3 MOTORWAY-JUNCTIONS 11 -12 TEMPORARY TRAFFIC RESTRICTIONS AND PERMISSIONS

Notice is hereby given that Highways England Company Limited intends to make an Order on the M3 Motorway in the County of Hampshire, under Sections 14(1)(a) and 14(7) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to authorise:-
1) the overnight lifting of the prohibition on Heavy Goods vehicles using the outside lane of the Motorway on;

a) the London-bound carriageway of the M3 between a point 210 metres south of the centreline of the Junction 12 (A335) overbridge and a point 60 metres south of the centreline of Otterbourne Road overbridge; and

b) the coast-bound carriageway of the M3 between a point 100 metres south of the centreline of River Itchen underbridge and a point 60 metres north of the centreline of Poles Lane underbridge;

2) the 24-hour closure of the hard shoulder adjacent to:

a) the London-bound carriageway of the M3 between a point 570 metres north of the centreline of Poles Lane underbridge and a point 350 metres north of the centreline of Shepherds Lane overbridge; and

b) the coast-bound carriageway of the M3 between a point 220 metres north of the centreline of Shepherds Lane overbridge and a point 60 metres north of the centreline of Poles Lane underbridge.

These measures would be in the interests of road safety while contractors undertake barrier upgrade and associated works.
It is expected that the work would last for approximately 11 weeks starting on or after Thursday 5th December 2019 (suspended over Christmas). The works would occur in two phases, northbound 5th December 2019 to 17th January 2020, and southbound 20th January to 14th February 2020. The overnight lane permission would operate between 22:00 and 06:00 (maximum period).
The Order would come into force on 3rd December 2019 and have a maximum duration of eighteen months, ceasing when the works are complete.
The temporary closures and de-restrictions would be clearly indicated by traffic signs when they are in operation during the works period. J Downham, an Official of Highways England Co Ltd.
