1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames propose to make the above order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Order is to introduce lengths of double yellow lines in St Mary's Avenue as detailed in the Schedule to this Notice. It is also proposed to introduce footway parking on lengths of the western side of St Mary's Avenue.

3. Copies of the proposed Order, a plan showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 19/173 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

4. Temporary Parking Suspension and Waiting Restriction Ashley Road, Hampton
(Ref: 19/172)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Ashley Road, Hampton.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Waldegrave Road, Teddington from its junction with Percy Road to a point outside No. 29 Ashley Road.

3. The Order will come into effect on 6 November 2019. The restrictions will be in force at all times from 6 November 2019 until 29 November 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

EAST SHEEN CONTROLLED PARKING ZONE EXTENSION -ES - THE ROYALS

1. The Council of the London Borough of Richmond upon Thames on 24 October 2019 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the East Sheen Parking Places Order is to extend the East Sheen Controlled Parking Zone to include lengths of Kings Road, Lewin Road, Princes Road, Queens Road and South Worple Way.

The zone will operate between 10am and Noon on Mondays to Fridays inclusive.
3. The general effect of the Waiting and Loading Restriction Order is to

introduce waiting restrictions in various lengths of the roads within the extended zone operating at any time and between 10am and Noon on Mondays to Fridays inclusive.
4. The general effect of the Restricted Parking Zone Order is to introduce a restricted parking zone in Rock Avenue, the effect being that waiting and loading is prohibited at all times

5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. Copies of the Orders which come into force on 4 November 2019, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -

(a) can be inspected, quoting Reference 19/174, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

7. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by these Orders run, modify or suspend these Orders or any provision thereof.

8. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether their provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 1 May 2020) send a statement in writing of their objection and the grounds of that objection to the address below.

10. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within

6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

NORTH TEDDINGTON CPZ

2. The general effect of the North Teddington Parking Places Order is to

convert various permit parking bays in Claremont Road and Teddington Park to pay by phone/shared use bays and to convert various permit holder bays in Teddington Park Road to pay and display/permit holder bays.

Temporary Road Closure Stanton Road, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electricity works, they have made

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Stanton Road, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Stanton Road between a point outside No. 2 Stanton Road and a point outside No. 8 Stanton Road.

3. The order will come into effect on 28 October 2019. The restrictions will be in force at a times between 28 October 2019 and 1 November 2019 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Barnes High Street, Stanton Road and Cleveland Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electricity works, they have made

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Water Lane, Richmond
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in that length of Water Lane outside the Waterman Arms Public House

3. The order will come into effect on 28 October 2019. The restrictions will be in force at a times between 28 October 2019 and 30 October 2019 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Alternative routes for vehicles affected by the closure will be available via King Street, Friars Lane and Riverside and via Riverside, Friars Lane, The Green, Pembroke Villas, Portland Terrace, Duke Street,

The Quadrant, Eton Street, Paradise Road and Red Lion Street.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
