CHANGES TO ON-STREET PARKING PLACES PAY AND DISPLAY CHARGES CHANGES TO RESIDENTS PERMITS, ANNUAL VISITOR PERMITS AND TEMPORARY VISITOR PERMITS CHARGES
THE MERTON (PARKING PLACES) (PARKING CHARGES) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 16 October 2019, made the above-mentioned Order under sections 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order would be to:-

(a) vary the charges for pay and display parking places in the roads or lengths of roads specified or described in:-

(i) Schedule 1 to this notice from £2.40, £3.00 or £3.60 per hour to £4.50 per hour;

(ii) Schedule 2 to this notice from £1.20 or £2.40 per hour to £1.50 per hour;

(iii) Schedule 3 to this notice from £1.20 or £2.40 per hour to £3.00 per hour and the current charge of £3.00 per hour for certain of these parking places would remain at £3.00 per hour;

(iv) Schedule 4 to this notice from £1.20 or £2.40 per hour to £1.50 per hour;

(b) vary the charge for:-

(i) the first, second and third residents permit for each controlled parking zone specified in column 1 of Schedule 5 to this notice from £65, £110 and £140 respectively to the corresponding charge in columns, 2, 3 or 4 subject to the additional £150 diesel surcharge where applicable;

(ii) additional resident permits so that each subsequent permit would cost £50 more than the previous permit, subject to the additional £150 diesel surcharge where applicable;

(iii) a residents permit for an electric vehicle from £25 to £20 per annum;

(iv) an annual visitor permit from £140 per annum to the charge specified in column 5 of Schedule 5 to this notice for the corresponding controlled parking zone;

(v) a temporary half day visitor permit from £1.50 (£1.00 in CPZ RPC) to the charge specified in column 6 for the corresponding CPZ in Schedule 5 to this notice;

(vi) a temporary full day visitor permit from £2.50 to the charge specified in column 7 for the corresponding CPZ in Schedule 5 to this notice.

NB 1: resident permits issued for a duration of 6 months would be
subject to the charge on a pro-rata basis; NB 2: payment for pay and display parking places via mobile or via the
internet would continue to incur a 20 pence convenience fee. NB 3: any pay and display parking places with the first 20 or 30 minutes
free, would continue to have the first 20 or 30 minutes free.
3. A copy of the proposed Order, which will come into force on 14 January 2020, and other documents giving more detailed particulars of the Order, including plans which indicate the roads to which the Order relates, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. 4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

CHANGES TO OFF-STREET PARKING PLACES CHARGES AND AMENDMENTS TO OFF-STREET PARKING PLACES SEASON TICKETS
THE MERTON (OFF-STREET PARKING PLACES) (NO. 1) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 16 October 2019, made the above-mentioned Order under sections 32, 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'Off-Street Parking Places' Order will be to revoke the Merton (Off-Street Parking Places) (No. 2) Order 2018 and re-enact its provisions with amendments so as to:-

(a) vary the charges for season tickets in the relevant car parks specified In column 1 of the table in Schedule 1 to this Notice so that:-

(i) the charge for general users with non-diesel vehicles will be the corresponding charge in column 4 of the table in Schedule 1 to this notice;

(ii) the charge for users with non-diesel vehicles who are local residents or local workers will be the corresponding charge in column 5 of the table in Schedule 1 to this notice;

(iii) the charge for season tickets for diesel vehicles will be increased by the additional corresponding diesel surcharge in column 6 of the table in Schedule 1 to this notice;

(iv) the charge of £20 for a 12 month season ticket will apply for fully electric vehicles; and

(b) increase the charges for the parks specified in column 1 of the table In Schedule to this Notice, during the applicable chargeable hours, from the current charges in column 3 of the said table to the proposed charges in column 4 of that table.

3. A copy of the Order, which will come into force on 14 January 2020, and other documents giving more detailed particulars of the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
