PROPOSED INTRODUCTION OF ADDITIONAL "NO WAITING AT ANY TIME" RESTRICTIONS AND FREE PARKING PLACES IN JUBILEE WAY

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 40 minutes) would be prohibited at any time in the lengths of street specified in Schedule 1 to this notice.

3. The general effect of the "Free Parking Places" Order would be to introduce lengths of free parking place for vehicles, operating Mondays to Sundays in the lengths of street specified in Schedule 2 to this notice and specify that:

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages;

(b) vehicles may be left for an unlimited period.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of street to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

(a) the north side,

(i) from the eastern kerb-line of Lee Road eastward for a distance of 58.5 metres;

(ii) from a point 17 metres west of the north-western kerb-line of the access road to the Merton Industrial Park to its junction with Windsor Avenue;

(b) the south side;

(i) from a point 49 metres east of the eastern kerb-line of Lee Road eastward to a point 1 metre west of the north-western kerb-line of the access road to the Merton Industrial Park;

(ii) from a point 60 metres east of the south-eastern kerb-line of the access road to the Merton Industrial Park eastward to its junction with Deer Park Road.

SCHEDULE 2
1. JUBILEE WAY, the north side, from a point 58.50 metres east of the eastern kerb-line of Lee Road eastward for a distance of 37 metres.

2. JUBILEE WAY, the south side, from a point 19 metres east of the eastern kerb-line of Lee Road eastward for a distance of 30 metres.

3. JUBILEE WAY, the south side, from a point 1 metre west of the north­western kerb-line of the access road to the Merton Industrial Park eastward for a distance of 39 metres.

4. JUBILEE WAY, the south side, from a point 40 metres east of the south-eastern kerb-line of the access road to the Merton Industrial Park eastward for a distance of 20 metres.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the 'Free Parking Places' Order would be to: -

(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the disabled persons parking places at the locations listed in Schedule 2 to this notice.

The general effect of the 'Parking Places Amendment' Orders would be to lengthen existing permit parking places in Alexandra Road, CR4 and Hartfield Crescent, SW19 upon the removal of redundant disabled persons parking places.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail

quoting reference ES/DPPP30, no later than 1 November 2019.
(iii) the maximum parking period for which a vehicle displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place in the length of road referred to in Schedule 2 to this notice during the permitted hours would be 2 hours with no return for 1 hour;

(iv) prior to 14th January 2020, the charge for parking in the parking places referred to in sub-paragraph 3(b)(iii) above would be one pound and twenty pence per hour (linear tariff of 10 pence for every 5 minutes, minimum payment 40 pence, first 20 minutes free); any payment by phone would incur a supplementary 20 pence administration charge;

(v) from 14th January 2020, the charge for parking in the parking places referred to in sub-paragraph 3(b)(iii) above would be three pounds per hour (linear tariff of 25 pence for every 5 minutes, minimum payment £1.00, first 20 minutes free); any payment by phone would incur a supplementary 20 pence administration charge;

(vi) prior to 14th January 2020, residents' permits would be issued by the Council or its agents to persons whose usual place of abode is in the lengths of streets specified in the Schedule to this Notice and subject to sub-paragraphs (ix) to (xi) below, the charges would be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third and subsequent permits;

(vii)from 14th January 2020, residents' permits would be issued by the Council or its agents to persons whose usual place of abode is in the lengths of streets specified in the Schedule to this Notice and subject to sub-paragraphs (ix) to (xi) below, the charges would be £100 per annum or £50 for six months for the first permit, £150 per annum or £75 for six months for the second permit and £200 per annum or £100 for six months for the third and subsequent permits;
(viii) charges for other permits would be, subject to sub-paragraphs (ix) to (xi) below, as follows: resident address permits would be charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £140 prior to 14th January 2020 and £320 from 14th January 2020, residents would be entitled to 100 half day temporary visitors' permits at a charge of £1.50 prior to 14th January 2020 and £3.00 from 14th January 2020 inclusive per permit valid between 11 am and 3pm Mondays to Fridays; teacher permits would be £180 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(ix) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(x) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;

(xi) the resident parking permit charge for electric vehicles would be set at a discounted rate of £25 per annum prior to 14th January 2020 and £20 per annum from 14th January 2020 and a reduction of £40 per annum would apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.

The general effect of the 'Waiting and Loading' Orders would be to introduce waiting restrictions operating "at any time" or between the hours of 11.00 a.m. and 3.00 p.m. Mondays to Fridays inclusive in the streets or lengths of the streets listed in Schedule 1 to this Notice.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders would be to extend the RPW controlled parking zone to include a length of Coombe Lane and the full length of Westcoombe Avenue.

3. The general effect of the 'RPW Parking Places' Order would be to: -

(a) designate parking places that would operate Mondays to Fridays between the hours of 11am and 3pm inclusive in the streets or length of the streets listed in the Schedule 1 to this Notice;

(b) specify that-

(i) each parking place may be used, subject to the provisions of the Order and except the parking place listed in Schedule 2 to this Notice, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" would park free;

(ii) the parking place in the length of road listed in Schedule 2 to this notice may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" would park free;
