NOTICE OF PUBLICATION OF A STATEMENT OF COMMUNITY CONSULTATION AND NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR LONDON LUTON AIRPORT
NOTICE IS HEREBY GIVEN that London Luton Airport Limited ("LLAL") of Hart House Business Centre, Kimpton Road, Luton, LU2 OLA intends to apply to the Secretary of State for a Development Consent Order ("DCO ) under section 37 of the 2008 Act to expand London Luton Airport ("LTN"), located to the south-east of Luton. Under section 47 of the 2008 Act, LLAL has a duty to consult the local community in accordance with a Statement of Community Consultation ("SoCC"), which sets out how LLAL will undertake its consultation. This notice publicises where and when the SoCC can be inspected, pursuant to section 47(6)(a).
Additionally, LLAL has a duty to publicise the proposed application under section 48 of the 2008 Act in line with Regulation 4 of the 2009 Regulations. In accordance with those provisions, this notice also summarises the main proposals and explains where the consultation documents can be viewed.
Summary of Proposed Works
The proposed DCO application would, amongst other things, authorise the construction and operation of a new second terminal and associated facilities, including new aircraft stands, apron and taxiways, predominantly on the north side of the existing runway at LTN. This would allow LTN to make best use of the existing single runway, in accordance with government aviation policy. In addition to the new terminal, the DCO application would authorise adjustments to the existing terminal and its associated aircraft stands, to allow the expansion to be phased overtime and in line with growing demand to 32 million passengers per annum ("mppa"). The current permitted capacity of the airport is 18 mppa.
To accommodate the expansion, a major earthworks operation would be required to the east of the existing airport to create the platform on which the new terminal and associated facilities would be located. The proposed DCO application would also include replacement open space to compensate tor the area of Wigmore Valley Park into which the airport would expand, along with environmental mitigation works in the vicinity of the airport. To achieve this increase in passenger numbers, associated improvements to surface access transport infrastructure, including connecting roads and off-site junctions would also be required.
The proposed project is Environmental Impact Assessment development ("EIA development"), as defined by the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. This means that the proposed works constitute development for which Environmental Impact Assessment is required. An Environmental Statement will therefore be submitted as part of the proposed application containing information about the environmental effects of the proposed development. COMMENTS MUST BE RECEIVED NO LATER THAN 2359 ON MONDAY 16 DECEMBER 2019.
Responses should state the ground of representation, the nature of your interest in the proposed project, indicate who is making it, and provide an address to which any correspondence relating to the representation may be sent.
Personal information that is supplied to LLAL in response to this consultation will be treated confidentially and processed and handled in accordance with the Data Protection Act 2018. The information may be disclosed to or shared with LLAL's connected companies, agents, contractors and advisors who provide services to LLAL in connection with the preparation of an application for development consent under the 2008 Act. This will allow LLAL to fully consider the responses and use them in the preparation of application materials. Upon submission of LLAL's application for development consent under the 2008 Act or in connection with LLAL's application for any consents or licences from the Civil Aviation Authority, the Secretary of State or the Civil Aviation Authority may require LLAL to supply copies of all consultation responses received. If a request is made, LLAL is under a legal obligation to supply such copies. By submitting a consultation response to LLAL, a respondent agrees that we may supply a copy of their response to the Secretary of State via the Planning Inspectorate if required to do so, or to the Civil Aviation Authority if requested.
