LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton made the following Orders on 30 September 2019 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended -



(a) The Sutton (Charged-For Parking Places) (Amendment No. 20) Order 2019; and



(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 20) Order 2019.



2. The general effect of the Orders will be:-



(a) to provide the following new Permit Parking Areas, which will be made up of designated parking places indicated on-street by way of a traffic sign stating 'resident permit holders parking only past this point' in:-Denmark Road Area Permit Parking Area (CS1) - which will operate between 11 am and 1 pm on Monday to Friday and include the following streets and lengths of streets: Camden Road (Carshalton), Denmark Gardens, Denmark Road, Dover Gardens, Gurney Road, Langcroft Close, Mill Lane (between its junction with North Street and a point 4 metres north of the northern boundary of Devonshire House, Mill Lane), North Street (between its junction with Mill Lane and West Street Lane and the north-western wall of No. 67 North Street), Palmerston Road (Carshalton), Papermill Close, Rochester Road, Station Road (Carshalton) and West Street Lane (Nos 1-25) - These regulations will come into force on 1 February 2020; Wandle Road (Hackbridge) Area Permit Parking Area (HB1) -which will operate between 1 pm and 3 pm on Monday to Friday and include the following streets and lengths of streets: Birchwood Avenue, Caraway Place, Elmwood Close, Meadow Walk, Park Road (Hackbridge), Prince Charles Way, Regal Crescent and Wandle Road (Hackbridge) - These regulations will come into force on 1 February 2020;



Hackbridge Road Area Permit Parking Area (HB2) - which will operate between 8 am and 6.30 pm on Monday to Saturday and include the following streets and lengths of streets: Corbet Close, Elm Road (Hackbridge), Hackbridge Road (between its junctions with Restmor Way and London Road), Link Road, Lodge Close, London Road (Hackbridge) (between a point 1.5 metres south-east of the north-western wall of No. 59 London Road and a point 2 metres south of the common boundary of Nos. 148 and 150 London Road), Longfield Avenue, Senga Road and The Green (Hackbridge) -These regulations will come into effect on 1 February 2020; Westminster Road Area Permit Parking Area (SH1) - which will operate between 8 am and 6 pm on Monday to Friday and include the following streets and lengths of streets: Welbeck Road, (between its junctions with Westminster Road and Wrythe Lane), Wendling Road, Westminster Road, Whitby Gardens, Whitby Road and Wrythe Lane (the arm fronting Nos. 161-183 Wrythe Lane) - These regulations will come into effect on 1 June 2020;

Thornton Road Area Permit Parking Area (SH2) - which will operate between 8 am and 6 pm on Monday to Friday and include the following streets and lengths of streets: Paisley Road, Rushen Walk, Tavistock Road, Tavistock Walk, Tewkesbury Road, Thornton Road (between its junctions with Wrythe Lane and Winchcombe Road), Tintern Road, Titchfield Road, Titchfield Walk, Torre Walk, Tweedale Road (between its junctions with Wrythe Lane and Paisley Road), Twyford Road, Waltham Road (between its northern and southern junctions with Winchcombe Road), Welbeck Road (between its junctions with Wrythe Lane and Winchcombe Road), Welbeck Walk, Welhouse Road, Wellow Walk, Whitland Road, Wigmore Road, Wigmore Walk and Woburn Road ) - These regulations will come into effect on 1 June 2020; and

Stavordale Road Area Permit Parking Area (SH3) - which will operate between 8 am and 6 pm on Monday to Friday and include the following streets and lengths of streets: Kelso Road, Kinloss Road, Lindores Road, Lovett Drive, Newstead Walk, Robertsbridge Road (between its junctions with Wrythe Lane and Middleton Road), Shearing Drive, Stavordale Road and St. Benet's Grove ) - These regulations will come into effect on 1 June 2020. Vehicles in respect of which a valid resident permit has been granted would be able to park anywhere at the kerb-side of a street, or where indicated by a traffic sign, parallel to the kerb and park either fully or partly on the footway, within a Permit Parking Area parking place during the times of operation of the Permit Parking Area, with the exception of: any area marked out as a disabled parking place or short-stay parking place or any length of waiting, loading or stopping restrictions during the hours of operation of those restrictions, or any location obstructing access to premises or the free movement of traffic. Existing uncontrolled footway parking markings within the Permit Parking Areas would be removed.

(b) to convert existing uncontrolled parking places located on or partly on the footway to 'SH1' permit holders' parking places, in which vehicles in respect of which a valid permit has been granted would be able to park between 8 am and 6 pm on Monday to Friday, at the following locations in Wrythe Lane, on the south-west and west side: (i) outside No. 269 Wrythe Lane (10 metres in length); (ii) outside Nos. 265-267 Wrythe Lane (9.4 metres); (iii) outside Nos. 249-263 Wrythe Lane (40.4 metres); (iv) outside Nos. 245-247 Wrythe Lane (7.2 metres); (v) outside No. 237 Wrythe Lane (6.2 metres); (vi) outside No. 231 Wrythe Lane (5.4 metres); (vii) outside No. 209 Wrythe Lane (9.8 metres); (viii) outside No. 61 Welbeck Road (6.7 metres); (ix) outside Nos. 201-203 Wrythe Lane (7.9 metres); (x) outside Nos. 197-199 Wrythe Lane (9.1 metres); (xi) outside Nos. 185-193 Wrythe Lane (40.6 metres); (xii) outside Nos. 159-161 Wrythe Lane (20.8 metres); and (xiii) outside



Heath Court and Nos. 141-143 Wrythe Lane (27.9 metres) ) - These regulations will come into effect on 1 June 2020.

(c) to convert existing uncontrolled parking places located on or partly on the footway to 'SH2' permit holders' parking places, in which vehicles in respect of which a valid permit has been granted would be able to park between 8 am and 6 pm on Monday to Friday, at the following locations in Wrythe Lane, on the north-east side: (i) outside No. 272 Wrythe Lane (9.5 metres in length); (ii) outside No. 256 Wrythe Lane (5 metres); (iii) south-east of No. 256 Wrythe Lane (4.9 metres); (iv) outside No. 244 Wrythe Lane (5.4 metres); (v) outside Nos. 218-220 Wrythe Lane (5.8 metres); (vi) outside Nos. 198-200 Wrythe Lane (18.8 metres - the existing parking place to be extended south-eastward by 8.8 metres); (vii) outside No. 186 Wrythe Lane (11.4 metres); (viii) outside Nos. 178-184 Wrythe Lane (23.7 metres); (ix) outside Nos. 170-176 Wrythe Lane (30.3 metres); (x) at the grassed area fronting Wigmore Walk (26.2 metres); (xi) outside Nos. 162-168 Wrythe Lane (27.4 metres); (xii) outside Nos. 154-160 Wrythe Lane (20.1 metres); and (xiii) outside Nos 186-188 (23.7 metres) - These regulations will come into effect on 1 June 2020.



(d) to introduce new lengths of 'at any time' waiting restrictions ('double-yellow line') at the following locations:- (i) Birchwood Avenue - (A) both sides at its junction with Wandle Road, and (B) the south-east side, at its junction with Meadow Walk; (ii) Camden Road (Carshalton)



- (A) the north-west side at its junction with West Street, and (B) both sides at its junction with North Street, both upgrading existing 'single yellow line', (C) the north-west side at the build-out adjacent to 'Holmwood', and (D) the south-east side outside Harris Junior Academy Carshalton; (iii) Denmark Road - the north-west side: (A) at the south-western access to Laurel Lodge, (B) at the north-eastern access to Laurel Lodge, and (C) at the access to off-street disabled parking at No. 24 Denmark Road; and the south-east side: (D) at the access to Nelson Court; and at footway crossovers: (E) outside Nos. 59-61 Denmark Road, (F) outside Nos. 63-65 Denmark Road, and (G) outside Nos. 67-69 Denmark Road; (iv) Elm Road (Hackbridge) - (A) the north-east side, on all uncontrolled kerbside, and the south-west side, (B) at its junction with Longfield Avenue, and (C) at a footway crossover at the rear of No. 13 Longfield Avenue; (v) Hackbridge Road - (A) the north-west side, on uncontrolled kerbside outside No. 47 Hackbridge Road, and (B) the south-east side, upgrading existing 'single yellow line' to the north-east of 'The Red Lion' PH, Hackbridge Road; (vi) Lodge Close - the north-west side, outside Nos. 1-7 Lodge Close; (vii) London Road (Hackbridge) - (A) the north-east, east and south-east side, on all uncontrolled kerbside between its junction with the access road to Hackbridge Station car park and its southern junction with the access road to 'The Grange', (B) the south-west and west side, on all uncontrolled kerbside between a point opposite the access road to Hackbridge Station car park and a point 3 metres north of the common boundary of Nos. 260a and 262 London Road, and (C) the west and north-west side, on all uncontrolled kerbside between the common boundary of Nos. 264 and 264a London Road and its junction with Bowman's Meadow; (viii) Longfield Avenue - the south-east side, at its junction with Elm Road; (ix) Meadow Walk -both sides at its junction with Birchwood Avenue; (x) Mill Lane - the north-west side: (A) at the access adjacent to No. 1 Mill Lane, (B) at the access to Nos. 2-7 Mill Lane, and (C) at the access adjacent to No. 8 Mill Lane; and (D) the east side, between a point 4 metres north of a point opposite the northern boundary of Devonshire House and its junction with Butter Hill; and the south-east side: (E) opposite Nos 62-63 (F) opposite Nos. 68-69 Mill Lane, and (G) at the access to Nos. 153-158 Mill Lane; (xi) Palmerston Road (Carshalton) - both sides on the approach to its junction with Mill Lane; (xii) Park Road, (Hackbridge) - the south-east side, on uncontrolled kerbside: (A) outside Nos. 12-14 Park Road, and (B) between a point 5 metres south-west of the south-western wall of No. 20 Park Road and its junction with London Road; (xiii) Prince Charles Way - the south side, at its junction with Regal Crescent; (xiv) Regal Crescent - both sides at its junction with Price Charles Way; (xv) Rochester Road - (A) the north-west side, opposite Nos. 15-16 Rochester Road, and (B) the south-west side, on the approach to its junction with Mill Lane, both upgrading existing 'single yellow line'; (xvi) Station Road (Carshalton)



- both sides on the approach to its junction with Mill Lane; (xvii) The Green (Hackbridge) - the north-west side, outside Nos. 1-27 The Green and at the side of No. 90 Corbet Close; (xviii) Wandle Road (Hackbridge) - both sides at its junction with Birchwood Avenue; (xix) West Street (Carshalton) - the east side, at its junction with Camden Road, upgrading existing 'single yellow line'; (xx) West Street Lane



- the south side, on uncontrolled kerbside between its junction with West Street and a point 63.5 metres east of the eastern wall of No. 16 West Street Lane; (xxiv) - These regulations will come into effect on 1 February 2020.



(e) to introduce new lengths of 'at any time' waiting restrictions ('double-yellow line') at the following locations:- (i) Lovett Drive - both sides at its junction Stavordale Road; (ii) Paisley Road - the north side, on all uncontrolled kerbside between its junctions with Wrythe Lane and Waltham Road; (iii) Stavordale Road - the south side, at its junction with Lovett Drive; (iv) Wrythe Lane - (A) the north-east side, on all uncontrolled kerbside between its junctions with Thornton Road and Winchcombe Road, and (B) the south-west and west side, on all uncontrolled kerbside between its north western junction with Westminster Road and a point 1.5 metres south of the northern wall of No. 133 Wrythe Lane ) - These regulations will come into effect on 1 June 2020.



(f) to introduce a new length of 'at any time' loading restrictions ('double-kerb blips') in Denmark Road, south-east side, on the length of existing 'at any time' waiting restrictions across the vehicular entrance to Victor Seymour Infants School ) - These regulations will come into effect on 1 February 2020.



(g) to introduce new lengths of 'single yellow line' waiting restrictions in: London Road (Hackbridge) - both sides on all uncontrolled kerbside between the north-western wall of No. 112 London Road and the south-eastern wall of No. 138 London Road, to operate 8 am to 6.30 pm Monday to Saturday - These regulations will come into effect on 1 February 2020.



(h) to provide a new free short-term parking place, 19 metres in length, in which vehicles may be left for a maximum stay of 2 hours, no return 1 hour, between 8 am and 6.30 pm on Monday to Saturday in: Hackbridge Road, on the south-east side outside 'The Red Lion' PH - These regulations will come into effect on 1 February 2020.



(i) to provide two new free short-term parking place, 13.9 and 10 metres in length, in which vehicles may be left for a maximum stay of 2 hours, no return 1 hour, between 8 am and 6 pm on Monday to Friday in: Wigmore Road, on the north-west side outside 'Church of Bishop Andrewes' - These regulations will come into effect on 1 June 2020.



(j) to relocate existing disabled persons parking places so as



to stand partly on the footway in: Tewkesbury Road outside No. 37, Titchfield Road outside Nos 17-19, Wendling Road outside Nos 40, 45, 49 and 92-94, Westminster Road outside Nos 90 and 109-111; and Wigmore Road outside Nos 70 and 110 - These regulations will come into effect on 1 June 2020.

(k) to remove existing measures at the following locations:- (i) Camden Road (Carshalton) - the north-west side, free short-term parking places: (A) at the side of No. 92 West Street (Carshalton), and (B) outside 'Holmwood'; (ii) Elm Road - the south-west side, 'single yellow line' at the side of No. 13 Longfield Avenue - These regulations will come into effect on 1 February 2020.

(I) to formalise existing disabled persons parking places and waiting, loading and stopping restrictions as required within the streets and lengths of streets within the new Permit Parking Areas - These regulations will come into effect on either 1 February 2020 or 1 June 2020 depending on where they are located.

(m)to remove the requirement for Group 5 permits (affecting vehicles of class N1), to be issued only in respect of a named person and a specific vehicle registered at that person's home address - these regulations will come into effect on 7 October 2019.

(n) to amend the map-based tiles to the schedule attached to The Sutton (Charged for Parking Places) Order 2017 and to The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2017 to match conditions as they exist on site - These regulations will come into effect on either 1 February 2020 or 1 June 2020 depending on where they are located.

Permit charges for the new residents permit holders parking places

referred to in items 2(a), (b) and (c) preceding would be as follows:-

(a) the charge for residents parking permits would depend on the permit group, set by the Council based on the C02 emissions of the vehicle for which the permit is issued (see Schedule 1 to this Notice) allocated to the vehicle for which the permit is issued, as set out in the following table -

Additional residents permits may be issued at the standard charge shown above, plus a surcharge of £25 for a second permit and £50 for a third, in respect of a household. Where the C02 emissions of a vehicle are not known due to the vehicle's age or similar, permit group 3 charges would apply. Wholly electric vehicles (EV's) would be exempt from any charge. A maximum of 3 resident's permits would be issued in respect of any household at any one time.

(b) residents visitors vouchers would be available free of charge to residents up to a maximum of 50 hours per household in any one year. Additional hours thereafter may be purchased at a charge of £61 per 100 hours.



(c) carer permits for essential care visits would be available at the following charges: (A) £35 per year for an individual permit, which allows a carer to park in any permit holders parking place; or (B) £50 per year for each organisational permit, which allows an organisation to park in any permit holder's parking place for up to 3 hours maximum per day.



(d) child care permits which allow a person providing child care to park in any permit holders parking place specific to the relevant permit parking area for which it is issued would be available at a charge of £35 per year.



(e) There would be a £25 administrative charge for any alteration to a permit.

The proposal advertised on 4 July 2019 [Ref SuttMap 1071] to:-(a) provide the following new Permit Parking Area, which will be made up of designated parking places indicated on-street by way of a traffic sign stating 'resident permit holders parking only past this point in Aultone Way (Sutton) Area Permit Parking Area (AW) - which will operate between 8 am and 6.30 pm on Monday to Saturday and include the following streets and lengths of streets: Aultone Way (Sutton), Greenhill and Woodend (between its junction with Aultone Way and a point 35 metres north of its junction with All Saints Road) is subject to further consideration; and
