TEMPORARY PROHIBITION OF VEHICULAR ACCESS AND TEMPORARY PARKING RESTRICTIONS

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential highway maintenance, improvement and construction works, street lighting works and public cleansing works, including works for the pruning or felling of trees within the extent of the public highway, they intend to make an Order, the effect of which will allow the Council to introduce any temporary road closure or any temporary parking restriction or any other temporary traffic management scheme on any road within its area as may be required to allow the safe and efficient execution of such works.

2. Whilst any such works may be in progress, no person will be permitted to drive a vehicle along any borough street, which may be temporarily closed, or to park or wait in any borough street whilst temporary waiting restrictions or parking suspensions may be in force or to do anything or to fail to do anything which, from time to time, may be prohibited or required as indicated by traffic signs and/or cones.

3. Temporary road closures, waiting restrictions, parking suspensions and any other temporary prohibition, restriction or requirement in respect of vehicular movement will be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016, as may be amended or re-enacted and which are in force when such signs are displayed.

4. If any road is closed to through traffic by this Order an alternative route will be signposted.

5. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public or utility vehicle;

(b) anything done with the permission, or at the direction of a Police officer in uniform or a civil enforcement officer;

(c) any emergency vehicle on an occasion when it is being used; or

(d) any road which is a "red route" or a GLA road for which Transport for London is the highway and traffic authority.

6. The Order will come into operation on the 30 September 2019 and shall remain in force for a maximum period of 18 months.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations.

Temporary Road Closure and Waiting Restriction Cross Street, Hampton Hill
(Ref: 19/158)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water valve repair they intend to make a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Cross Street, Hampton Hill.

2. Whilst the works take place,

(a) no person shall cause or permit any vehicle to proceed in Cross Street between its junctions with Chelsea Close and Eastbank Road;

(b) no person shall cause or permit any vehicle to wait or stand in Cross Street between a point outside the south­western boundary of No. 36 Cross Street and a point outside the north-eastern boundary of No. 30 Cross Street (both sides).

3. The Order will come into effect on 1 October 2019. The restrictions will be in force at all times from 1 October 2019 until 4 October 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via High Street, Park Road and Edward Road and via High Street, Windmill Road & Eastbank Road,

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction Imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14 (1) Bus Lane Suspension Richmond Road, Twickenham
(Ref: 19/153)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility works in the footway, they have made a Temporary Traffic Order, the effect being to introduce a bus lane suspension In Richmond Road, Twickenham.

2. Whilst the works take place, the bus lane in Richmond Road, on its south-eastern side,, from the north-eastern kerb-line of Sion Road to the party wall of Nos 2 and 3 Lebanon Park Mansions, Twickenham shall be suspended.

3. The Order will come into effect on 28 September 2019. The works are anticipated to be in progress between 08.00 and 17.00 on 28 September 2019 only. The provisions

of the order will be in force where relevant signs/cones are placed. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works
4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer;

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. The provisions of the order will apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Any vehicle waiting in contravention of any restriction Imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Blackmores Grove and Station Road, Teddington

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they have made a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Blackmores Grove and Station Road, Teddington.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the following lengths of street:-
(a) Blackmores Grove, on its south-eastern side between the north-eastern kerbOline of Cromwell Road and a point outside No. 77 Blackmores Grove;

(b) Blackmores Grove, on its north-western side between the north-eastern kerb-line of Station Road, Teddington and a point opposite No. Blackmores Grove; and

(c) Station Road, Teddington, between its junctions with High Street Teddington and Blackmores Grove - these suspensions will be on a rolling basis and apply at such times and to such an extent as indicated by traffic signs/ cones.

2. The Order will come into effect on 30 September 2019. The restrictions will be in force at all times from 30 September 2019 until 23 December 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

3. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

4. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

THE LONDON BOROUGH OF RICHMOND UPON THAMES (SPECIAL EVENTS) (VARIOUS PLAY STREETS) ORDER 2019 VARIOUS ROADS IN THE BOROUGH
(Reference 19/156)
1. The Council of the London Borough of Richmond upon Thames on the 16 September 2019 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of this Order is to facilitate the Introduction of Play Streets in various streets in the Borough on Sunday 22 September 2019.

3. The streets which will be closed are listed in the Schedule to this notice; where parking restorations are required, these are highlighted for the relevant street. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph

(a) can be inspected until 31 December 2019, quoting Reference 19/156 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at
