Views relating to the planning applications listed below should be made by 04/10/2019 quoting the reference number. All views expressed regarding a planning application will be considered and placed on a file, which is open to the public. Between September 2018 and January 2019, the Council held consultations on the Schedule of Proposed Changes to the Plan, along with the revised Sustainability Appraisal, update to the Habitats Regulations Assessment Addendum, and associated evidence documents. All comments received were sent to the Inspector for his consideration.

Examination Hearing Sessions were held In April 2019. Following the close of the sessions, the Inspector wrote to the Council on 10 June 2019 with his post hearing findings and advice on the need for Further Main Modifications to make the Plan sound.

Wiltshire Council is consulting on a Schedule of Further Main Modifications (FMMs) to the draft Wiltshire Housing Site Allocations Plan from 9am Thursday 12 September until 5pm, Friday 25 October 2019. The

FMMs relate to material that has been examined to date by the Inspector. The Schedule of FMMs has been subject to further Sustainability Appraisal and Habitats Regulations Assessment and revisions made to those documents resulting from the FMMs are also made available for consultation. In addition to the FMMs, the Schedule contains two Appendices that address additional minor changes to the draft Plan. These minor changes are not considered to be Further Main Modifications and hence do not relate to matters of soundness. However, in the interests of clarity and completeness, comments are also invited on these Appendices.

How to submit comments

A guidance note on the consultation is available at the above locations. Comments are only invited on the 'soundness' and legal compliance of the FMMs. For completeness, comments are also invited on the Revised Sustainability Appraisal, the updated Addendum to the Habitats Regulations Assessment and the minor changes (i.e. changes that do not affect the soundness of the draft Plan) which are set out in the Appendix 1 (minor corrections to the site boundaries of three allocations) and Appendix 2 (Additional Modifications) to the Schedule of FMMs. Comments on these documents should not repeat any previous representations that you have made during the preparation and examination of the draft Wiltshire Housing Site Allocations Plan consultations, as these have already been sent to the Inspector.

NOTICE OF CONFIRMATION OF PUBLIC PATH DIVERSION ORDER HIGHWAYS ACT 1980 - SECTION 119 AND WILDLIFE AND COUNTRYSIDE ACT 1981 - SECTION 53

THE WILTSHIRE COUNCIL MELKSHAM WITHOUT 25 (PART) AND 25A (PART) DIVERSION AND DEFINITIVE MAP AND STATEMENT MODIFICATION ORDER 2019

On 4 September, Wiltshire Council confirmed the above order made under Section 119 of the Highways Act 1980. The effect of the order as confirmed is to divert the public bridleway Melksham Without 25 at Tanhouse Barn, Redstock Lane, Seend leading from OSGR ST 9410-6328 in a broadly north easterly direction for approximately 351m, to OSGR ST 9438-6347, to a new route at OSGR ST 9410-6328, in a broadly west north westerly direction for approximately 372m, to OSGR ST 9446-6336, having a width

of 4m. And Melksham Without 25A leading from OSGR ST 9442-6318 in a

broadly northerly direction for approximately 323m to OSGR ST 9438-6350, to a new route at OSGR ST 9442-6318, in a broadly north north easterly direction for approximately 191m, and then in a north north westerly direction for approximately 159m, to OSGR ST 9438-6350, having a width of 4m. Thereupon the Bradford and Melksham Rural District Council Area definitive map and statement dated 1952 shall be modified accordingly. A copy of the order as confirmed and the order map have been placed and may be seen free of charge at the Rights of Way and Countryside Section, Waste and Environment, Wiltshire Council, County Hall, Bythesea Road, Trowbridge, Wiltshire, BA14 8JN from 9:00am to 5:00pm on Monday to Friday. Copies of the order and map may be bought there at the price of £5:00.

The order comes into force on 4 September, but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the order, he or she may under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 13 September 2019 make an application to the High Court.

THE WILTSHIRE COUNCIL MELKSHAM 42 (PART) DIVERSION AND DEFINITIVE MAP AND STATEMENT MODIFICATION ORDER 2019

On 4 September 2019 Wiltshire Council confirmed the above order under section 257 of the Town and Country Planning Act 1990. The effect of the order as confirmed is to divert Footpath Melksham 42 at land east of Spa Road Melksham, at OSGR ST 9143-6347, in a broadly westerly direction for approximately 122m to OSGR ST 9155-6344, to a new route Melksham 42 at OSGR ST 9143-6347, in a broadly north easterly direction for approximately

70m to OSGR ST 9149-6350 and then in a south easterly direction for

approximately 91m to OS Grid Reference ST 9155-6344, having a width of 2m. The order will also have the effect of modifying the Bradford and Melksham Rural Definitive Map and statement dated 1952. A copy of the order and the order map have been placed and may be seen free of charge at Rights of Way and Countryside, Wiltshire Council, County Hall, Bythesea Road, Trowbridge, Wiltshire, BA14 8JN from 9am to 5pm on Monday to Friday. This order comes into force on the date on which Wiltshire Council certify that the terms of Article 2 of the order have been complied with, but if any person aggrieved by the order desires to question its validity or that of any provision contained in it on the ground that it is not within the powers of the above Act, or on the ground that any requirement of that Act or any regulation made under it has not been complied with in relation to the confirmation of the order, he or she may apply to the High Court for any of these purposes under section 287 of the Town and Country Planning Act 1990 within 6 weeks from the date on which notice is first published as required by paragraphs 7 and 8 of Schedule 14 to that Act.

Section 14(1) of the Road Traffic Regulation Act 1984

Notice is hereby given that the Wiltshire Council intends to make Orders to close temporarily to all traffic: A) Spring Lane, Corsham; from its junction with Westwells for a distance of approximately 300 metres in a north westerly direction to enable Tarmac to carry out carriageway resurfacing and associated maintenance works. No alternative route is available;access will be maintained for residents and businesses. This Order will come into operation on 07 October 2019 and the closure will be required daily between the hours of 07:00 and 18:00 until 08 October 2019. Without; from is junction with Forest Road to its junction with Lower Woodrow; C) Lower Woodrow, Melksham Without; from its junction with Woodrow Road to its junction with Forest Lane; D) Forest Lane, Melksham Without and Lacock; from its junction with Lower Woodrow to its junction with Bowden Hill to enable Ringway to carry out repairs to the culvert under the carriageway. Alternative route: via C155 - A342 - A3102 -Church Lane and vice versa. This Order will come into operation on 14 October 2019 and the closure will be required daily until 18 October 2019. The closures and diversion routes will be clearly indicated by traffic signs. It is anticipated that the works will take the stated duration to complete depending upon weather conditions. Access will be maintained for residents and businesses where possible, although delays are likely due to the nature of the works.
