ROAD TRAFFIC REGULATION ACT 1984 Notice is hereby given that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.
New Ln. Appleton (Prohibition of Driving & Clearway) Temporary Order 2019
The effect of which will be to introduce a prohibition of driving & clearway on New Ln from its jet. with Lumb Brook Rd to its jet. with Grappenhall Ln. The Order will be effective from 30th September 2019 for 4 weeks between 9:30am & 3:30pm, when signed on site. The diversion route will be via Lumb Brook Rd, Grappenhall Ln & vice versa. The restrictions are required for carriageway surfacing. Reft High/2021
Smith Dr. Withers Ave & Hallows Ave (Prohibition of Driving & Footway Closure) Temporary Order 2019
The effect of which will be to introduce a prohibition of driving & footway closure as follows: Entire lengths of road - Smith Dn Withers Ave; Hallows Ave. The Order will be effective from 4th October 2019 for 12 weeks between 9:30am & 3:30pm Monday to Friday, when signed on site. The alternative routes will be as follows: Hallows Ave via Hallfields Rd, Withers Ave, Smith Dr & vice versa; Withers Ave & Smith Dr via Hallfields Rd, Orford Grn & vice versa. The closure is required to allow for highways improvements, including traffic calming measures, kerbing, drainage, associated footway & carriageway surfacing. Ref: High/2017

Barnard St. Great Sankey (Prohibition of Driving) Temporary Order 2019
The effect of which is to introduce a prohibition of driving on Barnard St from the bridge over Sankey Brook to Sankey Valley Park. The Order will be effective from 16th September 2019 for 5 weeks between 7am-7pm, Monday to Friday, when signed on site. The closure is required to allow carriageway resurfacing & road markings. Prohibition of Driving (Between the hours of 8:55am & 9:20am): Entire lengths of road: Bridge Foot; Warrington Old Bridge; Warrington New Bridge; Wilson Patten St; Mersey St - Bridge St to Wharf St Prohibition of Right Turn (Between the hours of 5am & 2pm): Warrington New Bridge - To prohibit any vehicle proceeding on Warrington New Bridge from making a right hand turn onto Warrington Old Bridge; Warrington Old Bridge - To prohibit any vehicle proceeding on Warrington Old Bridge from making a right hand turn into Mersey St
Temporary Suspension of The Borough of Warrington (Bridge Street Quarter) (Traffic Management) (Movement) Order 2017 in so far as it relates to Schedule 3 - One Way Traffic as follows: Bank St - From Mersey St to Moulders Ln in a southeast to northwest direction.
The Order will be effective from 15th September 2019 when the relevant signs are on site. Access will be under the control of the event organiser for the duration of the event. The alternative route will be via London Rd, Wilderspool Cswy, Warrington New Bridge, Bridge Foot, Wilson Patten St, Parker St, Liverpool Fid, Sankey Way, Priestley St, Froghall Ln, Midland Way, Manchester Rd, Kingsway Nth, Kingsway Sth, Knutsford Rd, Cliff Ln & vice versa. The restrictions are required to facilitate The English Half Marathon Festival of Run. Ret High/2041
Orford Rd (Prohibition of Driving) Temporary Order 2019
The effect of which is to introduce a prohibition of driving on Orford Rd from its jet. with Birchwood Way to its jet. with Padgate Ln. The Order will be effective from 10pm on 16th September 2019 to 5am on 17th September 2019, when signed on site. The alternative route will be via Birchwood Way, Woolston Grange Ave, Manchester Rd & vice versa. The closure is required to allow Network Rail to carry out bridge works. Ret High/2042
Penketh Footpath No. 4 (Footpath Closure) Temporary Order 2019
The effect of which is to introduce a footpath closure on Penketh Footpath No. 4 from Penketh Footpath No. 12 to the Trans Pennine Trail. The Order will be effective from 24th September 2019 for 2 days, when signed on site. The alternative route will be via Penketh Footpath No. 12, Trans Pennine Trail & vice versa. The closure is required to allow Network Rail to carry out works to the railway crossing. Ret High/2043 Access will be under the control of the relevant Contractor for the duration of the works.
The Borough of Warrington (Passageway 817 to the rear of property numbers 58-78 Oxford St)
(Prohibition of Motor Vehicles) Order 2019 Notice is hereby given that the Council made an Order under Sections 1, 2 & 4 of the Road Traffic Regulation Act 1984 & of all other enabling powers on 11th September 2019. The effect of the Order is to prohibit motor vehicles on Passageway 817 to the rear of property numbers 58-78 Oxford St, from a point 1.6m north east of its jet. with Cumberland St for a distance of 1 m in a north easterly direction. The Order will be effective from 12th September 2019. Ref: Net/1534
The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation (Amendment No. 15) Order 2019 Notice is hereby given that the Council made an Order under Sections 1,2,4 & Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 & of all other enabling powers on 11th September 2019. The effect of the Order is as follows:-
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-
Additional Articles/Schedule
(a) By the addition of a new article under Part 3 - Waiting Restrictions - Prohibition of Waiting & the following entry thereunder: -
7(a). Save as provided in Article 35a to this Order, no person, except with the direction or with the permission of a person authorised by the Council, Police Constable in uniform or Police Community Support Officer in uniform shall cause or permit any Goods Vehicles exceeding 3.5 Tonnes to wait at an any time, in the roads specified in Column 1 of Schedule 5a to this Order to the extent specified in Column 2 of the said Schedule.
(b) By the addition of a new article under Part 8 - Exemptions of the Order & the following entry thereunder:-
35a. Nothing in Article 7a to this Order shall render it unlawful to cause or permit any Motor Vehicle to wait on the roads or sides of roads referred to therein for so long as may be necessary to enable:-
(a) the Motor Vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in conjunction with any of the following operations:
(i) the removal of any obstruction to traffic;
(ii) the maintenance, improvement or reconstruction of the said roads or side roads;
(b) the Motor Vehicle to be used for Fire Brigade, Ambulance or Police purposes.
(c) By the addition of a new Schedule & the following entry thereunder: Schedule 5a - No Wafting at Any Time for Goods Vehicles Exceeding 3.5 Tonnes: Sophia Dr (East Side) - From a point 37m north of its jet. with Lingley Green Ave for a distance of 53m in a northerly direction; Sophia Dr (East Side) - From a point 176m north of its jet. with Lingley Green Ave for a distance of 23m in a northerly direction; Sophia Dr (East Side) - From a point 274m north of its jet. with Lingley Green Ave for a distance of 126m in a northerly direction; Sophia Dr (West Side) - From a point 102m north of its jet. with Lingley Green Ave for a distance of 57m in a northerly direction; Sophia Dr (West Side) - From a point 272m north of its jet. with Lingley Green Ave for a distance of 43.56m in a northerly direction; Sophia Dr (West Side) - From a point 332.56m north of its jet. with Lingley Green Ave for a distance of 53m in a northerly direction.

The effect of the Order is as follows:-
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-
(a) In the 3rd Schedule by the deletion of No Waning at Any Time: Winmarieigh St (East Side) -From its jet. with Museum St for a distance of 8.5m in a northerly direction; Winmarieigh St (East Side) - From its jet. with Museum St for a distance of 24m, in a northerly direction; winmarieigh St (East Side) - From its jet. with Palmyra Sq Sth for a distance of 13.3m in a southerly direction.
(b) In the 11th Schedule by the deletion of No Waiting between the hours of 8:00am to 6:30 pm, Monday to Saturday: Winmarieigh St (East Side) - Between a point 13.3m south of its jet. with Palmyra Sq Sth & a point 8.5m north of its jet. with Museum St.
(c) In the 71 st Schedule by the deletion of No Loading & Unloading at Any Time: Winmarieigh St (East Side) - From its jet. with Palmyra Sq Sth for a distance of 13.3m in a southerly direction; Winmarieigh St (East Side) - From its jet. with Museum St for a distance of 8.5m in a northerly direction.
(d) In the 3rd Schedule by the addition of No Waiting at Any Time: Winmarieigh St (East Side) - From its jet. with Museum St for a distance of 28m in a northerly direction; Winmarieigh St (East Side) -From its jet. with Palmyra Sq Sth for a distance of 13m in a southerly direction.

Deletion & Addition of Definitions/Articles/Schedules
(f) By the deletion from Article 2 of the definitions for "Commercial Vehicle" & Commercial Vehicle Parking Places".
(g)The "Commercial Vehicles Parking Places" section under Part 5 which includes Articles 23 & 24 & Schedules 90 & 91 are deleted in their entirety & replaced by a new section "Permit Holder Parking Places" with the following entry thereunder: -
Permit Holder Parking Places
23. The lengths of roads and sides of roads specified in Schedule 90 to this Order are designated as Permit Holder (Identifier 'P') Only Parking Places, where save as provided in Article 35 to this Order, no person, except with the direction or with the permission of a person authorised by the Council, Police Constable in uniform or Police Community Support officer in uniform shall cause or permit any Motor Vehicle to wait at any time in the said lengths of road specified in the said Schedule unless a valid Permit with Identifier 'P' marked on it as issued by the Parr Hall is displayed in the Relevant Position.
(h) Article 35 is deleted in its entirety & replaced by a new Article 35 with the following entry thereunder: -35. Nothing in Article 23 to this Order shall render it unlawful to cause or permit any Motor Vehicle to wait
on the roads or sides of roads referred to therein for so long as may be necessary to enable:-
(a) the Motor Vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in conjunction with any of the following operations:

(i) By the addition of a new Schedule & the following entry thereunder: Schedule 90 - Permit Holder (Identifier 'P') Only Parking Place:
All that part of the northern kerb line of Palmyra Sq Sth which is bounded on the north side by so much of the highway as extends between a point 83m west & a point 98m west of its jet. with Bold St - In marked bay-At all times;
All that part of the eastern kerb line of Winmarieigh St which is bounded on the east side by so much of the highway as extends between a point 13m south of its jet. with Palmyra Sq Sth & a point 28m north of its jet. with Museum St - In marked bay - At all times.
The Order will be effective from 12th September 2019. Ref: Net/1537
Deposited documents for permanent restrictions, may be examined at the Legal Services Section, Quattro Building, New Town House, Buttermarket Street, Warrington, during the usual office hours Monday to Friday.
Any person who wishes to question the validity of the Orders or of any provision contained In them on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Orders may, within six weeks from 11th September 2019, apply to the High Court for this purpose.
