LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
GRASMERE AVENUE, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway marking works to be undertaken in Grasmere Avenue, SW19, they intend to make an Order, the effect of which would be to temporarily prohibit vehicles from waiting in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in any length of Grasmere Avenue.

3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police constable in uniform; or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. The Order would come into operation on 27 August 2019 and it is anticipated that the works would be completed within 5 days. However, the Order would remain in force for a maximum period of three months should further works be required.

HARTFIELD ROAD, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway works and repairs in Hartfield Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Hartfield Road, both sides, between the common boundary of Nos. 123 and 125 Hartfield Road and the common boundary of Nos. 151 and 153 Hartfield Road.

3. Any designated parking place situated in the length of road specified paragraph 2 above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

(VARIOUS ROADS)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 9) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.

3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into force on Monday 12th August 2019 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.

AMENDMENT TO THE FREE LOADING BAY IN ST MARK'S ROAD, MITCHAM
THE MERTON (GOODS VEHICLES) (FREE LOADING BAY) (ST MARK'S ROAD) ORDER 20*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.

2. The general effect of the 'Free Loading Bay' Order would be to:

(a) revoke the London Borough of Merton (Loading Bays) (St Mark's Road) Order 2009;

(b) re-designate the existing free loading bay specified in the Schedule to this notice so that it operates between the hours of 8am to 6.30pm Mondays to Saturdays inclusive, with loading / unloading limited to 60 minutes and no return for 60 minutes;

(c) specify that goods vehicles constructed or adopted for use of the carriage of goods or burden of any description may be used subject to the provisions of the Order for the purpose of continuous loading or unloading in the free loading bay described in the Schedule to this notice.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting the reference ES/MARKSLB no later than 23 August 2019.
